欠發(fā)達(dá)地區(qū)科技經(jīng)濟(jì)跨越式發(fā)展的機(jī)理研究

【摘要】：跨越式發(fā)展是指欠發(fā)達(dá)地區(qū)借助科技經(jīng)濟(jì)及外部資源等多方面因素協(xié)調(diào)互動(dòng),在一定時(shí)間超越本身系統(tǒng)發(fā)展階段或超越部分發(fā)達(dá)地區(qū)發(fā)展水平的發(fā)展方式。欠發(fā)達(dá)地區(qū)可以借助外來的先進(jìn)技術(shù)和管理模式,解決經(jīng)濟(jì)與科技方面的跨越式發(fā)展問題,并在發(fā)展過程中將本地區(qū)的歷史文化及習(xí)俗進(jìn)行融合,在科技經(jīng)濟(jì)形成跨越式發(fā)展的同時(shí)保持地區(qū)系統(tǒng)內(nèi)部的平穩(wěn)過渡。因此,跨越式發(fā)展是一個(gè)系統(tǒng)的概念,欠發(fā)達(dá)地區(qū)的經(jīng)濟(jì)、社會(huì)、科技、歷史、政治、文化、制度、習(xí)俗、民族心理、地理環(huán)境等多方面的因素都需要考慮,不能簡(jiǎn)單的生搬硬套西方主流經(jīng)濟(jì)學(xué)或者社會(huì)學(xué)的一套理論和方法�？缭绞桨l(fā)展既不能一蹴而就,也不是循序漸進(jìn),而是利用機(jī)遇,在適當(dāng)?shù)臅r(shí)候形成快速的發(fā)展,不僅是在科技經(jīng)濟(jì)方面,同時(shí)也是系統(tǒng)的、全面的、整體的跨越。文章根據(jù)欠發(fā)達(dá)地區(qū)的實(shí)際情況提出跨越式發(fā)展的一些思路,并對(duì)其運(yùn)行機(jī)理進(jìn)行深入探討。 文章共分為五個(gè)部分,第一部分為緒論,簡(jiǎn)要介紹欠發(fā)達(dá)地區(qū)科技經(jīng)濟(jì)跨越式發(fā)展的背景、國內(nèi)外研究動(dòng)態(tài)及論文創(chuàng)新之處；第二部分為跨越式發(fā)展的涵義及其相關(guān)理論,著重介紹了跨越式發(fā)展的重要性、可能性和現(xiàn)實(shí)性；第三部分為跨越式發(fā)展面臨的問題及機(jī)遇,并提供了相關(guān)的實(shí)踐證明；第四部分為跨越式發(fā)展的思路,說明跨越式發(fā)展應(yīng)該按照特色稟賦來選擇自己的產(chǎn)業(yè)發(fā)展方向,并建立自己的經(jīng)濟(jì)發(fā)展核心,其中還有一部分說明政府和市場(chǎng)的角色；最后一部分,探討了全文的最主要的思想,跨越式發(fā)展的機(jī)理,從跨越式發(fā)展的形式分析開始,再到跨越式發(fā)展整體的系統(tǒng)及其內(nèi)部要素的整合,分析了科技經(jīng)濟(jì)作為整個(gè)系統(tǒng)中的動(dòng)力因素是如何運(yùn)行的,以及科技經(jīng)濟(jì)是如何與系統(tǒng)中其他要素進(jìn)行互動(dòng)的。
[Abstract]:Leapfrogging development refers to the way of development in underdeveloped areas, which is coordinated and interacted by various factors, such as science, technology, economy, external resources, and so on, in a certain period of time, surpassing the development stage of its own system or surpassing the development level of some developed regions. Underdeveloped regions can use advanced foreign technology and management models to solve the problem of leapfrogging development in economy and science and technology, and integrate the history, culture and customs of the region in the process of development. In the formation of science and technology economy leapfrog development at the same time to maintain a smooth transition within the regional system. Therefore, leapfrogging development is a systematic concept. The economic, social, scientific and technological, historical, political, cultural, institutional, custom, national psychology, geographical environment and other factors need to be taken into account. Can not simply copy the western mainstream economics or sociology of a set of theories and methods. Leapfrogging development can not be achieved in one move, nor is it gradual and gradual, but it takes advantage of the opportunity to form a rapid development at the appropriate time, not only in the area of science and technology economy, but also in a systematic, comprehensive and holistic way. According to the actual situation of underdeveloped areas, this paper puts forward some ideas of leapfrogging development, and probes into its operation mechanism. The article is divided into five parts, the first part is the introduction, briefly introduces the background of the leapfrogging development of science and technology economy in the underdeveloped areas, the research trends at home and abroad and the innovation of the paper, the second part is the meaning of the leapfrog development and its related theories. This paper mainly introduces the importance, possibility and reality of the leap-forward development; the third part is the problems and opportunities faced by the leap-forward development, and provides the relevant practical proof; the fourth part is the train of thought of the leap-forward development. It shows that leapfrog development should choose its own direction of industrial development in accordance with its unique endowment and establish its own core of economic development, some of which also explain the role of the government and the market; the last part is about the role of the government and the market. This paper discusses the main ideas of the full text, the mechanism of the leap-forward development, starting with the analysis of the form of the leap-forward development, and then the integration of the whole system of the leap-forward development and its internal elements. This paper analyzes how the science and technology economy, as a dynamic factor in the whole system, operates, and how the science and technology economy interacts with other elements in the system.
