【摘要】：根據(jù)福建的實(shí)際,福建民營經(jīng)濟(jì)發(fā)展速度還是要快一點(diǎn),要繼續(xù)壯大體量。在壯大體量中轉(zhuǎn)型升級(jí),為進(jìn)一步實(shí)現(xiàn)"百姓富"與"生態(tài)美"做出更大貢獻(xiàn)。我省民營企業(yè)已初步實(shí)現(xiàn)向"新閩商"的蛻變,初步實(shí)現(xiàn)了華麗的轉(zhuǎn)身。為新形勢(shì)下加快發(fā)展奠定了重要的基礎(chǔ)。當(dāng)前,我國經(jīng)濟(jì)的增長,特別是東部沿海地區(qū),正處在經(jīng)濟(jì)增長受制于資源環(huán)境限制的K階段,向以人力資本積累為動(dòng)力的H階段轉(zhuǎn)換。我省民營經(jīng)濟(jì)要加快發(fā)展和轉(zhuǎn)型升級(jí)的主攻方向,應(yīng)當(dāng)是加快人力資本積累,走集約發(fā)展道路,進(jìn)一步釋放活力。對(duì)民營企業(yè)的人力資本積累,一是要更快更好地發(fā)展職業(yè)技術(shù)教育,推進(jìn)民營企業(yè)與職業(yè)技術(shù)教育深度對(duì)接;二是全面深化普通高等教育改革,促進(jìn)普通高等院校能夠?yàn)槊駹I經(jīng)濟(jì)發(fā)展提供更多更好的人才。應(yīng)大力鼓勵(lì)和支持民營經(jīng)濟(jì)加快向綠色轉(zhuǎn)型。在生態(tài)建設(shè)和環(huán)境保護(hù)方面,民營經(jīng)濟(jì)應(yīng)該挑起重?fù)?dān),并且可以大有作為。我省要建設(shè)具有地方特色的綠色產(chǎn)業(yè)體系,促進(jìn)生態(tài)產(chǎn)業(yè)創(chuàng)新。加強(qiáng)生態(tài)工業(yè)園的規(guī)劃與建設(shè)。應(yīng)鼓勵(lì)我省民營企業(yè)加快綠色轉(zhuǎn)型,與所在的地區(qū)的城市和城鎮(zhèn)化建設(shè)相結(jié)合,研究開發(fā)和建設(shè)一批生態(tài)工業(yè)園區(qū)。進(jìn)一步落實(shí)和完善民營經(jīng)濟(jì)發(fā)展的相關(guān)政策和細(xì)則,增強(qiáng)政策的普惠性和有效性。
[Abstract]:According to Fujian's reality, Fujian's private economy should develop faster and continue to expand. Transformation and upgrading in the expansion of the body, for the further realization of "people rich" and "ecological beauty" to make greater contributions. Private enterprises in our province have initially realized the transformation to the "new Fujian merchants", and initially realized a magnificent turn. It has laid an important foundation for accelerating development under the new situation. At present, the economic growth in our country, especially in the eastern coastal areas, is in the K stage, which is restricted by the resource and environment, and is transformed to the H stage, which is driven by the accumulation of human capital. In order to speed up the development and transformation of the private economy in our province, we should speed up the accumulation of human capital, take the road of intensive development, and release our vitality further. For the accumulation of human capital in private enterprises, one is to develop vocational and technical education faster and better, to promote the deep connection between private enterprises and vocational and technical education, and the other is to deepen the reform of ordinary higher education in an all-round way. Promoting colleges and universities can provide more and better talents for the development of private economy. We should strongly encourage and support the private economy to speed up the green transformation. In ecological construction and environmental protection, the private economy should shoulder the burden, and can do a lot. Our province wants to build green industry system with local characteristic, promote ecological industry innovation. We will strengthen the planning and construction of eco-industrial parks. Private enterprises in our province should be encouraged to speed up the green transformation, combine with the cities and urbanization in the region, and develop and build a number of eco-industrial parks. Further implement and improve the relevant policies and rules for the development of private economy, enhance the policy inclusive and effective.
