黃河三角洲大開發(fā)背景下濱州市濱城區(qū)經(jīng)貿(mào)開發(fā)問題研究

【摘要】：2009年11月23日，國務(wù)院正式批復(fù)了《黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》。這是國家著眼區(qū)域經(jīng)濟(jì)發(fā)展的全局作出的重要戰(zhàn)略部署，標(biāo)志著黃河三角洲開發(fā)正式進(jìn)入國家戰(zhàn)略層面，也標(biāo)志著山東省區(qū)域發(fā)展進(jìn)入新的歷史時(shí)期。濱州市濱城區(qū)位于環(huán)渤海經(jīng)濟(jì)圈與黃河經(jīng)濟(jì)帶的交匯點(diǎn)，是山東半島城市群與天津?yàn)I海新區(qū)兩大經(jīng)濟(jì)區(qū)的結(jié)合部，在山東省“一體兩翼”區(qū)域規(guī)劃中占據(jù)重要位置，是構(gòu)建濟(jì)南城市圈核心經(jīng)濟(jì)綜合體的重點(diǎn)建設(shè)的周邊城市，是黃河三角洲高效經(jīng)濟(jì)示范區(qū)建設(shè)的重點(diǎn)區(qū)域,具有擴(kuò)大對外開放的諸多優(yōu)勢。隨著經(jīng)濟(jì)國際化的深入發(fā)展和我國對外開放戰(zhàn)略的深入實(shí)施，該區(qū)大開放、大發(fā)展的時(shí)機(jī)正在到來。加快推進(jìn)黃河三角洲開發(fā)背景下濱州市濱城區(qū)的建設(shè)，必須不斷提高對外開放的層次和水平，把擴(kuò)大開放貫穿于開發(fā)建設(shè)的全過程，通過擴(kuò)大開放，積極主動地承接國際國內(nèi)產(chǎn)業(yè)轉(zhuǎn)移，更大規(guī)模地發(fā)展對外貿(mào)易，更大程度地參與國際分工與合作，在思想觀念、管理體制、運(yùn)行機(jī)制等各個環(huán)節(jié)加快與國際國內(nèi)通行規(guī)則接軌，努力使濱州市濱城區(qū)成為黃河三角洲發(fā)展開放型經(jīng)濟(jì)的亮點(diǎn)，不斷提高在黃河三角洲開發(fā)大背景下的建設(shè)水平。 本論文共分為五章。第一章分析了進(jìn)行濱州市濱城區(qū)經(jīng)貿(mào)開發(fā)問題研究的背景、研究目的以及研究意義、對國內(nèi)外研究現(xiàn)狀進(jìn)行了梳理，并說明了本論文的研究方法和研究思路。第二章對政府職能與經(jīng)貿(mào)開發(fā)的進(jìn)行了闡述，主要包括政府職能、地方政府經(jīng)濟(jì)職能以及地方政府在經(jīng)貿(mào)開發(fā)中的地位、作用和存在的問題等。第三章論述了濱州市濱城區(qū)經(jīng)貿(mào)開發(fā)的現(xiàn)狀，其優(yōu)勢包括優(yōu)越的地理位置、豐富的資源、日趨成熟的主導(dǎo)產(chǎn)業(yè)、濃厚的人文歷史氣息及政策優(yōu)勢。并對濱州市濱城區(qū)經(jīng)貿(mào)開發(fā)的劣勢因素進(jìn)行梳理，主要包括土地資金等制約因素的存在、招商引資的大項(xiàng)目較少、經(jīng)貿(mào)開發(fā)的環(huán)境有待改善以及各自為戰(zhàn)難以形成合力等。同時(shí)也分析了濱州市濱城區(qū)經(jīng)貿(mào)開發(fā)面臨的難得的發(fā)展機(jī)遇和嚴(yán)峻的挑戰(zhàn)。發(fā)展機(jī)遇有全球經(jīng)濟(jì)復(fù)蘇、世界貿(mào)易規(guī)模有望擴(kuò)大，國內(nèi)經(jīng)濟(jì)加快調(diào)整、進(jìn)入新的上升空間，，推進(jìn)黃河三角洲開發(fā)建設(shè)等。挑戰(zhàn)則涵蓋了以下幾點(diǎn)：金融危機(jī)、發(fā)展環(huán)境復(fù)雜多變、貿(mào)易摩擦增多、國內(nèi)外競爭激烈等。第四章對于濱州市濱城區(qū)的經(jīng)貿(mào)開發(fā)進(jìn)行了戰(zhàn)略規(guī)劃，包括總體思路、基本原則、工作重點(diǎn)等，并對如何實(shí)現(xiàn)這一目標(biāo)提出了相應(yīng)的對策建議。具體的建議包括以結(jié)構(gòu)調(diào)整為重點(diǎn)，轉(zhuǎn)變外貿(mào)增長方式；優(yōu)化外資結(jié)構(gòu)；創(chuàng)新項(xiàng)目落戶方式；提升“走出去”戰(zhàn)略地位；增創(chuàng)片區(qū)發(fā)展新優(yōu)勢等。第五章最后對全文進(jìn)行了一個小結(jié)。
[Abstract]:November 23, 2009, the State Council officially approved the Yellow River Delta Eco-Economic Zone Development Plan. This is an important strategic arrangement for the country to focus on the overall situation of regional economic development. It marks that the development of the Yellow River Delta has entered the national strategic level and the regional development of Shandong Province has entered a new historical period. Bincheng District of Binzhou City is located at the intersection of Bohai Rim Economic Circle and Yellow River Economic Zone. It is the junction of two economic zones of Shandong Peninsula Urban agglomeration and Tianjin Binhai New area, and occupies an important position in the regional planning of "one body and two wings" in Shandong Province. Jinan City Circle is the key construction of the core economic complex surrounding the city, is the Yellow River Delta efficient economic demonstration area construction of the key area, has many advantages of opening to the outside world. With the further development of economic internationalization and the implementation of our country's opening strategy, the opportunity of opening up and developing in this area is coming. In order to accelerate the construction of Bincheng District in Binzhou under the background of the development of the Yellow River Delta, we must constantly raise the level and level of opening up, and expand the opening up through the whole process of development and construction. To actively undertake the transfer of international and domestic industries, to develop foreign trade on a larger scale, to participate in international division of labor and cooperation to a greater extent, and to accelerate the integration with international and domestic rules in various links, such as ideas, management systems, operating mechanisms, etc. The Bincheng District of Binzhou City is a bright spot in the development of open economy in the Yellow River Delta, and the level of construction under the background of the development of the Yellow River Delta is constantly improved. This thesis is divided into five chapters. The first chapter analyzes the background, purpose and significance of economic and trade development research in Binzhou Bincheng area, combs the current research situation at home and abroad, and explains the research methods and research ideas of this paper. The second chapter expounds the functions of the government and the development of economy and trade, including the functions of the government, the economic functions of the local governments and the position, functions and existing problems of the local governments in the economic and trade development. The third chapter discusses the present situation of Binzhou Bincheng area economic and trade development, its advantages include superior geographical location, rich resources, increasingly mature leading industries, strong humanistic history and policy advantages. The disadvantages of Binzhou Bincheng economic and trade development are summarized, including the existence of land funds and other constraints, the small number of large projects to attract investment, the need to improve the environment of economic and trade development, and the difficulty to form a joint force in separate wars. At the same time, it also analyzes the rare development opportunities and severe challenges faced by Binzhou Bincheng economic and trade development. The opportunities for development include the global economic recovery, the expected expansion of world trade, the accelerated adjustment of the domestic economy, the entry into a new upward space, and the promotion of the development and construction of the Yellow River Delta. The challenge covers the following points: financial crisis, complex development environment, increased trade friction, fierce competition at home and abroad. The fourth chapter has carried on the strategic plan to the Binzhou Bincheng area's economic and trade development, including the general idea, the basic principle, the work emphases and so on, and has put forward the corresponding countermeasure suggestion to how to realize this goal. The specific suggestions include changing the mode of foreign trade growth, optimizing the structure of foreign investment, innovating the mode of settling down projects, promoting the strategic position of "going out" and creating new advantages of regional development.
