基于生態(tài)效率的工業(yè)園區(qū)循環(huán)經(jīng)濟(jì)評價研究

【摘要】:工業(yè)園區(qū)作為一種有效的工業(yè)組織模式,是產(chǎn)業(yè)高度集聚的區(qū)域,卻也是資源高消耗、環(huán)境高污染的場所,在給社會經(jīng)濟(jì)發(fā)展帶來巨大的經(jīng)濟(jì)和社會效益的同時,對區(qū)域環(huán)境造成了極大的影響。因此,開展工業(yè)園區(qū)循環(huán)經(jīng)濟(jì)建設(shè),創(chuàng)建生態(tài)工業(yè)園區(qū)成為當(dāng)代工業(yè)園區(qū)發(fā)展的必然選擇。隨著我國工業(yè)園區(qū)循環(huán)經(jīng)濟(jì)實(shí)踐的不斷推進(jìn),為了進(jìn)一步深化工業(yè)園區(qū)的循環(huán)經(jīng)濟(jì)建設(shè),對工業(yè)園區(qū)循環(huán)經(jīng)濟(jì)發(fā)展水平進(jìn)行科學(xué)的評價已顯得十分必要性。本研究從循環(huán)經(jīng)濟(jì)指標(biāo)體系構(gòu)建、權(quán)重確定、評價模型選擇三個方面來開展工業(yè)園區(qū)循環(huán)經(jīng)濟(jì)評價,并將評價體系應(yīng)用于月城和新橋兩個城鎮(zhèn)工業(yè)集中區(qū),為其他園區(qū)循環(huán)經(jīng)濟(jì)評價提供一定的借鑒。取得的主要結(jié)論有: (1)在綜合比較各類循環(huán)經(jīng)濟(jì)評價方法特點(diǎn)的基礎(chǔ)上,結(jié)合國內(nèi)外循環(huán)經(jīng)濟(jì)評價案例研究,認(rèn)為生態(tài)效率分析法是體現(xiàn)循環(huán)經(jīng)濟(jì)核心思想的適宜評價方法。本研究基于生態(tài)效率理念,綜合了國內(nèi)外各類循環(huán)經(jīng)濟(jì)指標(biāo)體系,分目標(biāo)層、準(zhǔn)則層和指標(biāo)層三個層次構(gòu)架了工業(yè)園區(qū)循環(huán)經(jīng)濟(jì)評價指標(biāo)體系,包括經(jīng)濟(jì)發(fā)展、資源能源利用率、環(huán)境污染控制、物質(zhì)循環(huán)利用四個子系統(tǒng)共12項(xiàng)具體指標(biāo)。 (2)針對當(dāng)前工業(yè)園區(qū)可獲得數(shù)據(jù)量少的現(xiàn)狀,從客觀性、科學(xué)性等原則出發(fā),選用TOPSIS模型作為評價模型。同時選用熵值法作為權(quán)重的評定,以避免權(quán)重計(jì)算過程中主觀因素的影響,保障評價結(jié)果的準(zhǔn)確性。并根據(jù)已有的國家標(biāo)準(zhǔn)的指標(biāo)值、現(xiàn)有的相關(guān)政策研究目標(biāo)值等確定評價指標(biāo)標(biāo)準(zhǔn)值,分為優(yōu)、良、中、差四個等級,以評價判斷園區(qū)的發(fā)展?fàn)顩r和發(fā)展瓶頸。 (3)搜集整理兩個城鎮(zhèn)工業(yè)集中區(qū)的數(shù)據(jù)和相關(guān)發(fā)展政策文件,運(yùn)用本研究構(gòu)建的評價體系對其進(jìn)行應(yīng)用研究。結(jié)果顯示新橋工業(yè)園區(qū)與月城工業(yè)園區(qū)循環(huán)經(jīng)濟(jì)發(fā)展水平處于中度發(fā)展水平,而新橋工業(yè)園區(qū)循環(huán)濟(jì)發(fā)展水平相對于月城要高,接近良好水平。通過對各子系統(tǒng)比較及循環(huán)經(jīng)濟(jì)發(fā)展障礙分析可知,月城工業(yè)集中區(qū)未來循環(huán)經(jīng)濟(jì)建設(shè)應(yīng)側(cè)重于對環(huán)境污染的控制和資源能源利用的改善,而新橋傳統(tǒng)行業(yè)占絕對比重,應(yīng)從產(chǎn)業(yè)結(jié)構(gòu)升級和調(diào)整上改善區(qū)域的經(jīng)濟(jì)發(fā)展和物質(zhì)循環(huán)利用狀況。
[Abstract]:As an effective industrial organization model, industrial park is a highly concentrated area, but also a place with high resource consumption and high environmental pollution. It brings enormous economic and social benefits to social and economic development. It has a great impact on the regional environment. Therefore, the construction of circular economy in industrial parks and the establishment of eco-industrial parks have become the inevitable choice for the development of modern industrial parks. With the continuous development of circular economy in industrial parks in China, it is necessary to evaluate the development level of circular economy in industrial parks in order to further deepen the construction of circular economy in industrial parks. In this study, the circular economy index system is constructed, the weight is determined, the evaluation model is selected to carry out the circular economic evaluation of the industrial park, and the evaluation system is applied to the two urban industrial concentration areas of Yuecheng and Xinqiao. For other park circular economy evaluation to provide certain reference. The main conclusions are as follows: (1) on the basis of comprehensive comparison of the characteristics of various kinds of circular economy evaluation methods, combined with the domestic and foreign circular economy evaluation case study, The ecological efficiency analysis method is an appropriate evaluation method to embody the core idea of circular economy. Based on the concept of ecological efficiency, this study integrated all kinds of circular economy index system at home and abroad, divided into three levels: target level, criterion layer and index layer, and set up the evaluation index system of circular economy in industrial park, including economic development. The four subsystems of resource and energy utilization, environmental pollution control and material recycle utilization have 12 specific indexes. (2) in view of the present situation that the industrial park can obtain less data quantity, from the principles of objectivity, science and so on, TOPSIS model is selected as the evaluation model. In order to avoid the influence of subjective factors in weight calculation and ensure the accuracy of the evaluation results, entropy method is chosen as the weight evaluation method at the same time. And according to the index value of the existing national standard, the target value of the existing relevant policy research and so on, the evaluation index standard value is determined, which is divided into four grades: excellent, good, medium and poor. In order to evaluate the development of the park and the bottleneck. (3) collect and organize the data of the two urban industrial concentration areas and related development policy documents, and use the evaluation system constructed in this study to study its application. The results show that the circular economy development level of Xinqiao Industrial Park and Yuecheng Industrial Park is at a moderate level, while the circular economy development level of Xinqiao Industrial Park is higher than that of Yuecheng, which is close to a good level. By comparing the subsystems and analyzing the obstacles to the development of circular economy, we can see that the future construction of circular economy in Yuecheng industrial concentration area should focus on the control of environmental pollution and the improvement of the utilization of resources and energy, while the traditional industry of Xinqiao occupies an absolute proportion. The regional economic development and material recycling should be improved by upgrading and adjusting the industrial structure.
