【摘要】：山東半島藍色經濟區(qū)的發(fā)展已經被列入“十二五”規(guī)劃，并上升為國家戰(zhàn)略。面對半島藍色經濟區(qū)建設的重大機遇，煙臺也掀起了調整產業(yè)結構、發(fā)展藍色經濟的浪潮，進入前期發(fā)展規(guī)劃階段。因此，煙臺圍繞藍色經濟區(qū)建設如何進行產業(yè)結構調整，應該采取什么樣的發(fā)展思路和措施，才能保持藍色經濟的科學、可持續(xù)發(fā)展，成為政府與社會各界最為關心的問題。 “十二五”期間，我國把經濟結構的戰(zhàn)略性調整作為經濟工作的著力點，而產業(yè)結構是經濟結構中最主要、最基礎的部分，產業(yè)結構的調整和升級關系著經濟結構的調整，關系著經濟能否持續(xù)、穩(wěn)定、健康的發(fā)展。 本文以產業(yè)經濟學理論為基礎，介紹了藍色經濟的基本理論和產業(yè)結構相關理論，進而描述了產業(yè)結構的優(yōu)化理論。在此基礎上，分析了煙臺市三次產業(yè)結構的現(xiàn)狀及高度化，緊接著對煙臺市產業(yè)結構進行了綜合分析，著重對產業(yè)結構的缺陷、經濟發(fā)展階段及第三產業(yè)內部的關聯(lián)效應進行了分析，可以看出煙臺市產業(yè)結構還有待優(yōu)化調整，尤其是第三產業(yè)的產值和就業(yè)比重都有待提高。最后，，借藍色經濟區(qū)建設的良好契機，以產業(yè)政策理論和分析結果為基礎，提出了加快發(fā)展新興海洋產業(yè)、扶持高端產業(yè)、發(fā)展海洋信息業(yè)、旅游業(yè)等煙臺市產業(yè)結構調整的對策。
[Abstract]:The development of the blue economic zone of Shandong Peninsula has been listed in the 12th five-year Plan, and has risen to the national strategy. In the face of the great opportunity of the construction of the peninsula blue economic zone, Yantai has also set off the tide of adjusting the industrial structure and developing the blue economy, and has entered the early stage of development planning. Therefore, how to adjust the industrial structure around the construction of the blue economic zone, what kind of development ideas and measures should be taken to maintain the scientific and sustainable development of the blue economy has become the most concerned issue of the government and the society. During the 12th Five-Year Plan period, China took the strategic adjustment of the economic structure as the focus of economic work, and the industrial structure is the most important and basic part of the economic structure. The adjustment and upgrading of the industrial structure is related to the adjustment of the economic structure. It is related to the sustained, stable and healthy development of the economy. Based on the theory of industrial economics, this paper introduces the basic theory of blue economy and related theories of industrial structure, and then describes the theory of industrial structure optimization. On this basis, the paper analyzes the present situation and high level of the three industrial structure in Yantai, and then makes a comprehensive analysis of the industrial structure of Yantai, focusing on the defects of the industrial structure. Through the analysis of the economic development stage and the correlation effect within the tertiary industry, it can be seen that the industrial structure of Yantai needs to be optimized and adjusted, especially the output value and employment proportion of the tertiary industry need to be improved. Finally, on the basis of the theory of industrial policy and the analysis of the results of the blue economic zone construction, the paper puts forward the idea of speeding up the development of the emerging marine industry, supporting the high-end industry, and developing the marine information industry. The countermeasures to adjust the industrial structure of Yantai City, such as tourism.
