【摘要】：由于歷史、社會(huì)、自然等原因引起新疆經(jīng)濟(jì)發(fā)展比我國(guó)其他省市落后，導(dǎo)致了不論是國(guó)外的還是我國(guó)發(fā)達(dá)地區(qū)的經(jīng)驗(yàn)?zāi)Ｊ蕉紝?duì)新疆經(jīng)濟(jì)發(fā)展的借鑒意義不大。本研究的研究目的就是通過對(duì)新疆貧困縣域經(jīng)濟(jì)發(fā)展面臨的問題，對(duì)新疆現(xiàn)有的27個(gè)國(guó)家級(jí)扶貧開發(fā)重點(diǎn)縣和自治區(qū)級(jí)扶貧開發(fā)重點(diǎn)8個(gè)縣的特色研究，新疆貧困縣域發(fā)展評(píng)價(jià)研究是將貧困問題與縣域經(jīng)濟(jì)社會(huì)發(fā)展結(jié)合起來加以研究，探索新疆貧困縣域經(jīng)濟(jì)發(fā)展的路子，既要系統(tǒng)地、全局地去把握，又要從各貧困縣的實(shí)際情況出發(fā)，發(fā)現(xiàn)新疆貧困縣域經(jīng)濟(jì)發(fā)展存在的問題，挖掘其深層原因，并在其基礎(chǔ)上提出有利于貧困縣域經(jīng)濟(jì)發(fā)展的對(duì)策與建議，以此來促進(jìn)全疆經(jīng)濟(jì)社會(huì)的跨越式發(fā)展。 本研究采用對(duì)比研究、規(guī)范分析、共性分析研究和個(gè)性分析研究相結(jié)合的分析方法，力求為新疆貧困縣域經(jīng)濟(jì)發(fā)展提供一些應(yīng)用方面的建議。因?yàn)樵诳h級(jí)上的差別分析能夠更好地反映出地區(qū)之間差異的真實(shí)程度。應(yīng)用SAS軟件，建立16個(gè)新疆縣域經(jīng)濟(jì)發(fā)展評(píng)價(jià)指標(biāo)，對(duì)新疆83個(gè)縣市進(jìn)行主成分分析，發(fā)現(xiàn)排名靠在最后面的縣市都是處在自然環(huán)境惡劣，，發(fā)展基礎(chǔ)薄弱的國(guó)家級(jí)以及自治區(qū)級(jí)貧困縣。
[Abstract]:Due to the historical, social and natural causes, Xinjiang's economic development lags behind that of other provinces and cities in China, which leads to the lack of reference for Xinjiang's economic development, both in foreign countries and in China's developed regions. The purpose of this study is to study the characteristics of 27 national poverty alleviation and development key counties and 8 autonomous regional poverty alleviation and development key counties through the problems faced by the economic development of poor counties in Xinjiang. The research on the evaluation of poverty county development in Xinjiang is to combine the poverty problem with the county economic and social development to explore the road of the economic development of the poor county in Xinjiang, which should be grasped systematically and globally. On the basis of the actual situation of the poor counties, we should find out the problems existing in the economic development of the poor counties in Xinjiang, dig out the deep causes, and put forward some countermeasures and suggestions in favor of the economic development of the poor counties. In order to promote the development of the whole Xinjiang economy and society by leaps and bounds. This study adopts comparative study, normative analysis, general analysis and personality analysis to provide some practical suggestions for the economic development of poor counties in Xinjiang. Because the difference analysis at the county level can better reflect the true extent of regional differences. Using SAS software, the evaluation index of economic development of 16 counties in Xinjiang is established, and the principal component analysis of 83 counties and cities in Xinjiang is carried out. It is found that the cities and counties in the lowest rank are all in the bad natural environment. To develop poor counties at the national and autonomous levels with a weak foundation.
