【摘要】：區(qū)域經(jīng)濟(jì)的高速發(fā)展是以犧牲地區(qū)生態(tài)環(huán)境為代價(jià)的，隨著各地區(qū)生態(tài)環(huán)境惡化問題不斷涌現(xiàn)，利用環(huán)境問題來提高各地區(qū)生產(chǎn)總值業(yè)已引起全社會(huì)的高度關(guān)注和重視。隨著十八大的勝利召開和閉幕，在十八大報(bào)告中提出的社會(huì)主義和諧社會(huì)當(dāng)中的經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和轉(zhuǎn)型，是當(dāng)前國民經(jīng)濟(jì)發(fā)展的主要任務(wù),保證區(qū)域經(jīng)濟(jì)能夠在良好的環(huán)境保護(hù)的基礎(chǔ)上和諧良性健康的發(fā)展成為擺在政府面前的一個(gè)重要的現(xiàn)實(shí)難題。在強(qiáng)調(diào)經(jīng)濟(jì)全球化競爭激烈的21世紀(jì)，區(qū)域間的競爭不僅僅局限在單純的追求GDP增長了，也體現(xiàn)在資源、能源、環(huán)境的優(yōu)化配置和可持續(xù)方面，綠色競爭力作為一個(gè)新興的概念已逐步顯示出它的重要性。 本文從國內(nèi)外有關(guān)區(qū)域競爭力、區(qū)域環(huán)境競爭力和綠色競爭力評(píng)價(jià)指標(biāo)體系的現(xiàn)有研究成果出發(fā)，整理了相關(guān)競爭力的演變和評(píng)價(jià)指標(biāo)體系，不但對(duì)相關(guān)競爭力在國內(nèi)外目前的應(yīng)用做了回顧和總結(jié)，而且還分析了區(qū)域綠色競爭力的指標(biāo)選取的依據(jù)和方法。文章的核心內(nèi)容主要涉及兩個(gè)方面，一是區(qū)域綠色競爭力指標(biāo)體系的選擇，二是區(qū)域綠色競爭力評(píng)價(jià)模型的構(gòu)建。圍繞主題，本文分五個(gè)章節(jié)進(jìn)行闡述。第一章是緒論，從問題的提出背景出發(fā)，分析了區(qū)域綠色競爭力研究的目的和意義，指出本文的研究內(nèi)容、方法和主要的創(chuàng)新點(diǎn)；第二章主要從相關(guān)競爭力的角度梳理了區(qū)域競爭力和環(huán)境競爭力的理論研究成果，為文章在構(gòu)建區(qū)域綠色競爭力評(píng)價(jià)體系方面奠定了理論基礎(chǔ)；第三章從指標(biāo)體系構(gòu)建的原則和影響因素方面對(duì)區(qū)域綠色競爭力指標(biāo)體系進(jìn)行了分析；介紹了目前主流的對(duì)綠色競爭力指標(biāo)體系研究的要素，在比較和歸納了公認(rèn)的指標(biāo)體系選擇基礎(chǔ)上，建立了區(qū)域綠色競爭力評(píng)價(jià)指標(biāo)體系；第四章從原理，評(píng)價(jià)方法，相關(guān)的計(jì)算優(yōu)缺點(diǎn)等角度對(duì)區(qū)域綠色競爭力評(píng)價(jià)模型進(jìn)行了介紹；最后，第五章作為研究的結(jié)論和展望，，總結(jié)了本文研究的幾個(gè)基本問題的結(jié)論，提出了需要改進(jìn)的方向和問題。
[Abstract]:The rapid development of regional economy is at the cost of sacrificing the ecological environment of the region. With the continuous emergence of ecological environment deterioration problems in various regions, the use of environmental problems to improve the regional GDP has attracted the attention and attention of the whole society. With the successful opening and closing of the 18th National Congress, the adjustment and transformation of the economic structure in the socialist harmonious society proposed in the report of the 18th National Congress is the main task of the current national economic development. It is an important practical problem for the government to ensure the regional economy to develop harmoniously and healthily on the basis of good environmental protection. In the 21st century, which emphasizes the fierce competition of economic globalization, interregional competition is not only confined to the simple pursuit of GDP growth, but also reflected in the optimal allocation and sustainability of resources, energy and environment. Green competitiveness as a new concept has gradually shown its importance. Based on the existing research results of the evaluation index system of regional competitiveness, regional environmental competitiveness and green competitiveness at home and abroad, this paper collates the evolution and evaluation index system of relevant competitiveness. This paper not only reviews and summarizes the current application of relevant competitiveness at home and abroad, but also analyzes the basis and method of selecting regional green competitiveness index. The core content of this paper mainly involves two aspects, one is the choice of regional green competitiveness index system, the other is the construction of regional green competitiveness evaluation model. Around the theme, this paper is divided into five chapters to elaborate. The first chapter is the introduction, starting from the background of the question, analyzes the purpose and significance of the study of regional green competitiveness, points out the research content, methods and main innovation points of this paper; The second chapter mainly combs the theoretical research results of regional competitiveness and environmental competitiveness from the angle of relevant competitiveness, which lays a theoretical foundation for the article in the construction of regional green competitiveness evaluation system; The third chapter analyzes the regional green competitiveness index system from the aspects of the principles and influencing factors of the index system construction, and introduces the main elements of the current research on the green competitiveness index system. The evaluation index system of regional green competitiveness is established on the basis of comparing and summarizing the generally accepted index system. Finally, the fifth chapter, as the conclusion and prospect of the research, summarizes the conclusions of several basic problems in this paper. The direction and problems that need to be improved are put forward.
