【摘要】：當(dāng)前和今后一個(gè)時(shí)期,是石河子經(jīng)濟(jì)技術(shù)開發(fā)區(qū)深入貫徹落實(shí)黨的十八大精神,按照科學(xué)發(fā)展觀要求,加快發(fā)展步伐、轉(zhuǎn)變發(fā)展方式、提升發(fā)展水平,建設(shè)“新疆領(lǐng)先,西部一流,全國有特色的國家級(jí)開發(fā)區(qū)”的關(guān)鍵時(shí)期。面對(duì)新形勢新任務(wù)新要求,站在新的更高起點(diǎn)上,開發(fā)區(qū)必須按照兵團(tuán)和師市黨委、師市人民政府的決策部署,緊緊抓住中央支持新疆跨越發(fā)展、全國十九省市對(duì)口援疆和國務(wù)院批準(zhǔn)擴(kuò)大管轄面積的歷史機(jī)遇,充分發(fā)揮國家級(jí)開發(fā)區(qū)的窗口、示范、輻射和帶動(dòng)作用,堅(jiān)持科學(xué)定位,敢于先行先試,主動(dòng)有所作為,著力推進(jìn)轉(zhuǎn)型升級(jí),務(wù)求實(shí)現(xiàn)爭先進(jìn)位,打造新疆開放層次最高、優(yōu)惠政策最多、功能最齊全的特殊功能區(qū),為推動(dòng)師市城鎮(zhèn)化、新型工業(yè)化和農(nóng)業(yè)現(xiàn)代化進(jìn)程作出新的更大的貢獻(xiàn)。 本文的研究以國家級(jí)石河子經(jīng)濟(jì)技術(shù)開發(fā)區(qū)為研究對(duì)象,研究石河子經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展戰(zhàn)略問題。論文主要以西方經(jīng)濟(jì)理論為指導(dǎo),運(yùn)用理論與實(shí)際相結(jié)合的基本方法,系統(tǒng)地研究了增長極理論以及戰(zhàn)略選擇方面的理論,著重論述石河子經(jīng)濟(jì)技術(shù)開發(fā)區(qū)基于優(yōu)勢產(chǎn)業(yè)的發(fā)展戰(zhàn)略問題。首先,在理論研究和國內(nèi)外經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展經(jīng)驗(yàn)比較的基礎(chǔ)上,闡述了經(jīng)濟(jì)技術(shù)開發(fā)區(qū)戰(zhàn)略發(fā)展研究需考慮的方面；其次,在對(duì)石河子經(jīng)濟(jì)技術(shù)開發(fā)區(qū)整體情況進(jìn)行簡單介紹后,本文運(yùn)用SWOT分析方法詳細(xì)分析了石河子經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展的內(nèi)外部環(huán)境,并做出客觀評(píng)價(jià)。在此基礎(chǔ)上,本文對(duì)石河子經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展戰(zhàn)略重新定位制定短期和中遠(yuǎn)期戰(zhàn)略目標(biāo),在參考國內(nèi)外開發(fā)區(qū)發(fā)展經(jīng)驗(yàn)如美國自由貿(mào)易區(qū)、英國科技園、印度出口加工區(qū)以及國內(nèi)的如廣州經(jīng)濟(jì)技術(shù)開發(fā)區(qū)、天津經(jīng)濟(jì)技術(shù)開發(fā)區(qū)、蘇州工業(yè)園區(qū)及昆山經(jīng)濟(jì)技術(shù)開發(fā)區(qū)等發(fā)展經(jīng)驗(yàn)的基礎(chǔ)上,試圖找出適合石河子經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展的戰(zhàn)略可選集,結(jié)果表明,城市化推進(jìn)戰(zhàn)略、開放型戰(zhàn)略、產(chǎn)業(yè)發(fā)展戰(zhàn)略、投資環(huán)境優(yōu)先發(fā)展戰(zhàn)略、一區(qū)多園發(fā)展戰(zhàn)略是未來石河子經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展的戰(zhàn)略重點(diǎn),并制定未來開發(fā)區(qū)戰(zhàn)略實(shí)施的步驟,確保開發(fā)區(qū)建設(shè)快速推進(jìn)。最后,針對(duì)開發(fā)區(qū)建設(shè)現(xiàn)存的問題以及未來發(fā)展戰(zhàn)略,制定相應(yīng)的對(duì)策建議。
[Abstract]:At present and in the coming period, it is Shihezi Economic and technological Development Zone to thoroughly implement the spirit of the 18th CPC National Congress, speed up the pace of development, change the mode of development, raise the level of development, and build "Xinjiang leading the way" in accordance with the requirements of the scientific development concept. Western first-class, national characteristics of the national development zone, "the key period." In the face of the new situation, new tasks and new requirements, and standing at a new and higher starting point, the development zone must closely grasp the central support for the leapfrog development of Xinjiang in accordance with the decision-making arrangements of the bingtuan and the division and municipal party committees and the people's governments of the divisions and municipalities. The historical opportunity to expand the area under jurisdiction approved by 19 provinces and cities and the State Council, giving full play to the window, demonstration, radiation and driving role of national development zones, adhering to scientific orientation, daring to try first, and taking the initiative to do something, To push forward the transformation and upgrade, to strive for advanced positions, and to create special functional zones with the highest level of opening, the most preferential policies, and the most complete functions in Xinjiang, in order to promote the urbanization of Shi Shi, New industrialization and agricultural modernization process made new and greater contributions. This paper takes Shihezi Economic and technological Development Zone as the research object and studies the development strategy of Shihezi Economic and technological Development Zone. Under the guidance of western economic theory and the basic method of combining theory with practice, the thesis systematically studies the theory of growth pole and the theory of strategic choice. This paper focuses on the development strategy of Shihezi Economic and technological Development Zone based on advantage industry. Firstly, on the basis of the theoretical research and the comparison of the development experience of the economic and technological development zones at home and abroad, this paper expounds the aspects that need to be considered in the strategic development research of the economic and technological development zones. After a brief introduction of the overall situation of Shihezi Economic and technological Development Zone, this paper makes a detailed analysis of the internal and external environment of the development of Shihezi Economic and technological Development Zone by using the SWOT analysis method, and makes an objective evaluation. On the basis of this, this paper reorients the development strategy of Shihezi Economic and technological Development Zone to formulate short and medium term strategic objectives, and makes reference to the development experience of domestic and foreign development zones, such as the United States Free Trade area, the British Science and Technology Park. On the basis of the development experience of the Export processing Zone of India and domestic economic and technological development zones such as Guangzhou Economic and technological Development Zone, Tianjin Economic and technological Development Zone, Suzhou Industrial Park and Kunshan Economic and technological Development Zone, This paper tries to find out the strategies suitable for the development of Shihezi Economic and technological Development Zone. The results show that urbanization promotion strategy, open strategy, industry development strategy, investment environment priority development strategy, The development strategy of one area and many parks is the strategic focus of the development of Shihezi Economic and technological Development Zone in the future, and the steps of implementing the strategy of the future development zone are formulated to ensure the rapid development of the development zone. Finally, in view of the existing problems and the future development strategy of the development zone, the corresponding countermeasures and suggestions are made.
