【摘要】：經(jīng)過三十多年的發(fā)展,外商直接投資已經(jīng)成為我國利用外資的主要形式,成為推動(dòng)經(jīng)濟(jì)發(fā)展的主要?jiǎng)恿?對我國經(jīng)濟(jì)的發(fā)展做出了巨大的貢獻(xiàn)。伴隨著經(jīng)濟(jì)全球化趨勢的不斷增強(qiáng),中國作為全球第二大經(jīng)濟(jì)體,越來越多的吸引外商在中國進(jìn)行投資設(shè)廠,如何有效地利用外資促進(jìn)經(jīng)濟(jì)和外貿(mào)的發(fā)展,成為人們所關(guān)心的熱點(diǎn)話題。在學(xué)術(shù)界普遍存在三種看法：一是FDI是經(jīng)濟(jì)增長的原因,經(jīng)濟(jì)增長對FDI沒有促進(jìn)作用；二是經(jīng)濟(jì)增長對FDI有促進(jìn)作用,但是FDI對一國經(jīng)濟(jì)的發(fā)展沒有正面影響;三是FDI與經(jīng)濟(jì)增長互相促進(jìn),互為因果�？陀^的認(rèn)識(shí)經(jīng)濟(jì)增長、對外貿(mào)易與FDI之間的關(guān)系成為經(jīng)濟(jì)學(xué)研究的重要課題。本文以合肥市為例,使用合肥市1997-2012年的數(shù)據(jù),建立計(jì)量經(jīng)濟(jì)學(xué)模型,試圖解釋經(jīng)濟(jì)增長、對外貿(mào)易與FDI之間的關(guān)系。合肥作為安徽省的省會(huì)城市,在招商引資政策方面、區(qū)位優(yōu)勢方面以及資金優(yōu)勢等方面具有較強(qiáng)的優(yōu)勢,是安徽省吸引外商直接投資最多的城市,合肥正以快速的步伐向長三角地區(qū)邁進(jìn)而努力。合肥市經(jīng)濟(jì)在不斷地快速發(fā)展,外商直接投資對經(jīng)濟(jì)以及進(jìn)出口的拉動(dòng)作用日益明顯。本文首先分析了合肥市利用外商直接投資的規(guī)模、地區(qū)來源、行業(yè)分布以及投資方式等方面的現(xiàn)狀及特征,在此基礎(chǔ)上發(fā)現(xiàn)合肥市利用外商直接投資的規(guī)模在不斷地?cái)U(kuò)大,外商直接投資的質(zhì)量也在不斷地提高。隨著改革開放以及國家產(chǎn)業(yè)政策的轉(zhuǎn)變,合肥市利用外商直接投資主要集中在第二、三產(chǎn)業(yè)。在理論研究的基礎(chǔ)上,借鑒合肥市統(tǒng)計(jì)年鑒中的統(tǒng)計(jì)數(shù)據(jù),建立計(jì)量經(jīng)濟(jì)學(xué)模型,分析FDI對經(jīng)濟(jì)增長以及對外貿(mào)易的關(guān)系。通過實(shí)證分析得出FDI對合肥市經(jīng)濟(jì)增長以及對外貿(mào)易發(fā)展具有很強(qiáng)的拉動(dòng)作用,當(dāng)合肥市FDI增長1%,可以拉動(dòng)合肥市GDP增長0.859403%；促進(jìn)對外貿(mào)易增長0.16541%。最后在定性分析和定量分析的基礎(chǔ)上提出在合肥市招商引資過程中應(yīng)該注意的問題,并提出相應(yīng)的政策建議。
[Abstract]:After more than 30 years of development, foreign direct investment has become the main form of utilizing foreign capital in our country, and has become the main driving force to promote economic development, and has made great contributions to the economic development of our country. With the increasing trend of economic globalization, as the second largest economy in the world, China is attracting more and more foreign businessmen to invest and set up factories in China. How to effectively utilize foreign capital to promote the development of economy and foreign trade? Become a hot topic of concern. There are generally three views in academic circles: first, FDI is the reason of economic growth, and economic growth does not promote FDI; second, economic growth promotes FDI, but FDI has no positive effect on a country's economic development. Third, FDI and economic growth promote each other, cause and effect each other. Objective understanding of economic growth, the relationship between foreign trade and FDI has become an important subject of economic research. Taking Hefei as an example, using the data of Hefei from 1997 to 2012, an econometric model is established to explain the relationship between economic growth, foreign trade and FDI. As the capital city of Anhui Province, Hefei has strong advantages in the policy of attracting foreign investment, location advantage and capital advantage, etc. It is the city that attracts the most foreign direct investment in Anhui Province. Hefei is moving forward to the Yangtze River Delta at a rapid pace. Hefei's economy is developing rapidly, and the effect of foreign direct investment on economy and import and export is becoming more and more obvious. This paper first analyzes the current situation and characteristics of the scale, regional source, industry distribution and investment mode of FDI utilization in Hefei, and finds that the scale of FDI utilization in Hefei is constantly expanding. The quality of foreign direct investment is also improving. With the reform and opening up and the transformation of national industrial policy, Hefei mainly focuses on the second and third industries. On the basis of theoretical research, the econometric model is established to analyze the relationship between FDI and economic growth and foreign trade. Through empirical analysis, it is concluded that FDI has a strong pulling effect on Hefei's economic growth and foreign trade development. When Hefei's FDI growth is 1, it can pull Hefei's GDP growth 0.859403and promote foreign trade growth by 0.16541. Finally, on the basis of qualitative analysis and quantitative analysis, the paper puts forward some problems that should be paid attention to in the process of attracting investment in Hefei, and puts forward corresponding policy suggestions.
