科技資源配置與經(jīng)濟(jì)增長的關(guān)系

【摘要】:在節(jié)能降耗約束下,經(jīng)濟(jì)增長不單依靠資源要素投入增加,更加注重資源要素的投入產(chǎn)出效率。首先,文章從投入-產(chǎn)出視角構(gòu)建測(cè)度指標(biāo),引入超效率CCR-DEA模型,測(cè)算了2001-2012年我國科技資源配置效率。在此基礎(chǔ)上,運(yùn)用計(jì)量經(jīng)濟(jì)學(xué)考察科技資源配置與經(jīng)濟(jì)增長之間的關(guān)系。結(jié)果顯示,二者之間存在長期穩(wěn)定的均衡關(guān)系,但在短期內(nèi)會(huì)偏離長期均衡;存在著單向的格蘭杰因果關(guān)系,科技資源配置與經(jīng)濟(jì)增長之間還未形成良性的互動(dòng)關(guān)系,借此提出了推進(jìn)它們良性發(fā)展的對(duì)策建議。
[Abstract]:Under the constraint of saving energy and reducing consumption, economic growth not only depends on the increase of input of resource elements, but also pays more attention to the input-output efficiency of resource elements. Firstly, the paper constructs the measure index from the perspective of input-output, and introduces the super-efficiency CCR-DEA model to calculate the efficiency of scientific and technological resources allocation in China from 2001 to 2012. On this basis, econometrics is used to investigate the relationship between the allocation of scientific and technological resources and economic growth. The results show that there is a long-term stable equilibrium relationship between the two, but in the short term will deviate from the long-term equilibrium, there is a one-way Granger causality, the allocation of scientific and technological resources and economic growth has not formed a benign interaction, Therefore, the countermeasures and suggestions to promote their benign development are put forward.
