【摘要】：由于內部生產成本的提高、生態(tài)環(huán)境遭破壞，外部金融危機的壓力，產業(yè)升級迫在眉睫。產業(yè)升級是一個產業(yè)結構優(yōu)化、產業(yè)層次提升和發(fā)展模式轉變的過程，即從低附加值向高附加值升級，從高污染高能耗向低污染低能耗升級，從粗放向集約升級。 一個區(qū)域的產業(yè)升級，首先需要該區(qū)域內不同省市實現產業(yè)升級，然后整個區(qū)域才算實現真正意義上的升級，這樣也才能夠使區(qū)域經濟協調、和諧發(fā)展。然而鑒于國內對于產業(yè)升級問題的研究，大部分是站在國家層面，對我國整體產業(yè)結構存在的一些主要問題給出相應政策建議，且基本上都是理論研究，，而從我國區(qū)域層面不同省市產業(yè)發(fā)展的特點出發(fā)，探索區(qū)域及其內部各省市產業(yè)升級路徑的研究卻非常有限，同時對區(qū)域產業(yè)升級的大部分研究都缺乏理論的完整性、研究框架的統(tǒng)一性。故從理論和實證相結合，建立一個統(tǒng)一完整的框架來研究我國區(qū)域產業(yè)升級的路徑問題將具有重要的理論創(chuàng)新意義。 本文在分析產業(yè)升級影響因素的基礎上，從生產要素因素、政府因素、產業(yè)分工與協作因素三個方面，分析了京津冀現狀。然后選用產業(yè)結構年均變動值、More值測定產業(yè)升級的速率，選用產業(yè)結構超前系數測定產業(yè)升級的方向，定量分析了京津冀產業(yè)升級的特點和存在的問題。最后，根據前文的定性定量分析，為京津冀地區(qū)產業(yè)升級的路徑選擇提出了對策建議。
[Abstract]:Due to the increase of internal production cost, the destruction of ecological environment and the pressure of external financial crisis, industrial upgrading is imminent. Industrial upgrading is a process of optimization of industrial structure, upgrading of industrial level and transformation of development mode, that is, upgrading from low added value to high added value, from high pollution and high energy consumption to low pollution and low energy consumption, and from extensive to intensive upgrading. The industrial upgrading of a region first needs different provinces and cities in the region to realize the industrial upgrading, then the whole region can realize the real upgrade, so as to make the regional economy coordinate and develop harmoniously. However, in view of the domestic research on industrial upgrading, most of them are standing at the national level, and give corresponding policy recommendations to some major problems existing in the overall industrial structure of our country, and are basically theoretical studies. However, based on the characteristics of industry development in different provinces and cities at the regional level, the research on the industrial upgrading path of different provinces and cities in China is very limited, and most of the researches on the upgrading of regional industries lack the theoretical integrity. The unity of the research framework. Therefore, it is of great theoretical innovation significance to establish a unified and complete framework to study the path of regional industrial upgrading in China from the combination of theory and practice. Based on the analysis of the influencing factors of industrial upgrading, this paper analyzes the present situation of Beijing-Tianjin-Hebei from three aspects: factors of production, factors of government, division of labor and cooperation. Then, the average annual change value of industrial structure and the value of more are used to determine the rate of industrial upgrading, and the leading coefficient of industrial structure is chosen to determine the direction of industrial upgrading. The characteristics and problems of industrial upgrading in Beijing, Tianjin and Hebei are analyzed quantitatively. Finally, according to the above qualitative and quantitative analysis, the countermeasures and suggestions are put forward for the choice of industrial upgrading in Beijing-Tianjin-Hebei region.
