【摘要】：黨的十八大報(bào)告明確提出要加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,全面深化經(jīng)濟(jì)體制改革,實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整,推動(dòng)城鄉(xiāng)發(fā)展一體化,全面提高開(kāi)放型經(jīng)濟(jì)水平。加快產(chǎn)業(yè)經(jīng)濟(jì)轉(zhuǎn)型是現(xiàn)代化建設(shè)中重要的一步,同時(shí)轉(zhuǎn)型升級(jí)也是改革開(kāi)放后社會(huì)發(fā)展的一個(gè)趨勢(shì)。它決定一個(gè)國(guó)家或地區(qū)的產(chǎn)業(yè)結(jié)構(gòu)層次的高低與合理,是有它的實(shí)力、經(jīng)濟(jì)素質(zhì)以及增長(zhǎng)是否穩(wěn)定而快速。產(chǎn)業(yè)的轉(zhuǎn)型升級(jí)必須依賴于政府行政法規(guī)的指導(dǎo)以及資金、政策支持,需要把產(chǎn)業(yè)轉(zhuǎn)型升級(jí)與職工培訓(xùn)、再就業(yè)等結(jié)合起來(lái)。 本文首先闡述財(cái)政政策作用于產(chǎn)業(yè)調(diào)整升級(jí)的機(jī)理,然后從東莞市近幾年來(lái)的GDP變化情況以及各項(xiàng)統(tǒng)計(jì)指標(biāo)的變化情況,闡述東莞市產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的必要性以及當(dāng)前財(cái)稅政策缺陷以及東莞轉(zhuǎn)型升級(jí)的重點(diǎn)與難點(diǎn)。接著闡述運(yùn)用財(cái)稅政策促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的國(guó)際經(jīng)驗(yàn)與借鑒,分析國(guó)內(nèi)外國(guó)家地區(qū)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)財(cái)稅政策,得出相關(guān)經(jīng)驗(yàn)和啟示。再?gòu)呢?cái)政和稅收的角度分析,如何支持東莞的產(chǎn)業(yè)轉(zhuǎn)型升級(jí)。 通過(guò)探討研究財(cái)稅支持東莞產(chǎn)業(yè)轉(zhuǎn)型升級(jí),能夠?yàn)槲覈?guó)其他相關(guān)省份經(jīng)濟(jì)轉(zhuǎn)型提供更加豐富的資料和案例,對(duì)加快實(shí)現(xiàn)東莞高水平崛起具有十分重要的意義。
[Abstract]:The report of the 18th National Congress of the Party clearly stated that it is necessary to accelerate the transformation of the mode of economic development, comprehensively deepen the reform of the economic system, implement the strategy of innovation-driven development, advance the strategic adjustment of the economic structure, and promote the integration of urban and rural development. We will comprehensively raise the level of an open economy. Speeding up the transformation of industrial economy is an important step in the modernization construction, and at the same time, the transformation and upgrading is also a trend of social development after the reform and opening up. It determines the level and reasonableness of the industrial structure of a country or region. It has its strength, economic quality and whether the growth is stable and fast. The transformation and upgrading of the industry must depend on the guidance of the government administrative laws and regulations as well as the support of funds and policies. It is necessary to combine the industrial transformation and upgrading with staff training and re-employment. This paper first expounds the mechanism of fiscal policy acting on industrial adjustment and upgrading, and then from the situation of GDP changes and the changes of various statistical indicators in Dongguan City in recent years, This paper expounds the necessity of the industrial transformation and upgrading in Dongguan, the defects of the current fiscal and taxation policies, and the emphases and difficulties of the transformation and upgrading in Dongguan. Then the paper expounds the international experience and reference of using fiscal and taxation policy to promote industrial transformation and upgrading, analyzes the fiscal and taxation policies of domestic and foreign countries and regions, and draws relevant experience and enlightenment. Then from the perspective of finance and taxation, how to support the industrial transformation and upgrading in Dongguan. Through the study of finance and taxation to support the industrial transformation and upgrading of Dongguan, it can provide more abundant data and cases for the economic transformation of other related provinces in China, and it is of great significance to accelerate the realization of Dongguan's high level rise.
