地緣經(jīng)濟(jì)視角下的西藏經(jīng)濟(jì)政策研究

【摘要】:當(dāng)今世界經(jīng)濟(jì)發(fā)展的一大趨勢是一體化。在國內(nèi),許多省區(qū)間也隨著經(jīng)濟(jì)發(fā)展形成了以地緣為基礎(chǔ)的多個(gè)聯(lián)系緊密的區(qū)域經(jīng)濟(jì)圈,如珠三角、長三角和環(huán)渤海經(jīng)濟(jì)圈等。隨著交通、通訊等條件的改善,西藏也正在愈加快速和深入地融入到臨近的西南和西北經(jīng)濟(jì)圈,地緣經(jīng)濟(jì)特征和界限愈加顯著。因此,地緣經(jīng)濟(jì)已經(jīng)成為深刻影響西藏經(jīng)濟(jì)政策、市場拓展和跨越式發(fā)展的重要因素。 文章首先從地理的臨近性、制度的易通性和文化的相融性三個(gè)角度分析了西藏發(fā)展地緣經(jīng)濟(jì)的基礎(chǔ),指出了西藏地緣經(jīng)濟(jì)所具有的失衡性、沖突性和高成本性的特點(diǎn),并對西藏與其鄰省區(qū)的經(jīng)濟(jì)關(guān)系現(xiàn)狀做了梳理和總結(jié),包括商品和貿(mào)易方面、技術(shù)和勞動(dòng)力方面以及金融方面。然后運(yùn)用歐式距離測量法對西藏與其相鄰四個(gè)省區(qū)的地緣經(jīng)濟(jì)關(guān)系從競爭與互補(bǔ)的角度做了測度分析。主要結(jié)論為:總體來說,西藏與其鄰省區(qū)間的地緣經(jīng)濟(jì)關(guān)系不是很明顯。具體來說,在資源和資本的吸引力方面,與新疆、云南呈一般互補(bǔ)型關(guān)系,與四川呈強(qiáng)互補(bǔ)型關(guān)系,與青海呈強(qiáng)競爭關(guān)系;在資源和資本的處理和轉(zhuǎn)換效率方面,與四川、青海和云南的競爭互補(bǔ)關(guān)系都不明顯,與新疆呈互補(bǔ)關(guān)系;在產(chǎn)品向外流動(dòng)能力方面,與四川的競爭互補(bǔ)關(guān)系不明顯,與青海呈強(qiáng)互補(bǔ)關(guān)系,與新疆、云南呈一般競爭型關(guān)系。 其次,在分析了西藏地緣經(jīng)濟(jì)政策的政策基礎(chǔ)與動(dòng)因后,整理出西藏在發(fā)展地緣經(jīng)濟(jì)中的現(xiàn)行經(jīng)濟(jì)政策,然后以公共政策理論為基礎(chǔ),結(jié)合對西藏地緣經(jīng)濟(jì)關(guān)系的測度分析從經(jīng)濟(jì)增長、環(huán)境保護(hù)和社會(huì)生活三個(gè)方面對西藏現(xiàn)行的經(jīng)濟(jì)政策進(jìn)行效果評析。在相關(guān)地緣經(jīng)濟(jì)政策的引導(dǎo)和支持下,西藏在經(jīng)濟(jì)增長、環(huán)境保護(hù)和社會(huì)生活方面都取得了很大的成績。但同時(shí)也要看到這些政策還存在一定的沖突和欠缺,尤其是在加強(qiáng)省區(qū)際合作方面的政策支持還相對薄弱,同時(shí),環(huán)境保護(hù)與經(jīng)濟(jì)增長之間的關(guān)系還沒有協(xié)調(diào)到位。 西藏地緣經(jīng)濟(jì)的發(fā)展離不開相關(guān)經(jīng)濟(jì)政策的支持和引導(dǎo),如何運(yùn)用最適當(dāng)最有效的經(jīng)濟(jì)政策促進(jìn)西藏與其周邊省區(qū)間的經(jīng)濟(jì)發(fā)展,在地緣經(jīng)濟(jì)關(guān)系的交流中獲得政治、經(jīng)濟(jì)、文化的全面發(fā)展是本文的核心。本文從宏觀經(jīng)濟(jì)政策到微觀經(jīng)濟(jì)政策,提出了一些對策建議,包括構(gòu)建西藏地緣經(jīng)濟(jì)發(fā)展的戰(zhàn)略框架;優(yōu)化產(chǎn)業(yè)政策,積極發(fā)展特色產(chǎn)業(yè);深化對外開放,擴(kuò)大招商引資;完善優(yōu)惠政策,創(chuàng)造良好環(huán)境;制度創(chuàng)新,加強(qiáng)政府間橫向合作;統(tǒng)籌規(guī)劃,做好資源開發(fā)與保護(hù);全面協(xié)調(diào),,促進(jìn)西藏的長治久安七個(gè)方面的內(nèi)容。希望能對促進(jìn)西藏地緣經(jīng)濟(jì)發(fā)展的相關(guān)政策有所補(bǔ)益。
[Abstract]:One of the major trends of economic development in the world today is integration. In China, with the development of economy, many regional economic circles, such as the Pearl River Delta, the Yangtze River Delta and the Bohai Rim Economic Circle, have been formed. With the improvement of transportation, communication and other conditions, Tibet is rapidly and deeply integrated into the adjacent southwest and northwest economic circles, and the geo-economic characteristics and boundaries are becoming more obvious. Therefore, geo-economy has become an important factor influencing Tibet's economic policy, market expansion and leapfrog development. The paper first analyzes the basis of Tibet's development of geo-economy from the perspectives of proximity of geography, easiness of system and integration of culture, and points out the characteristics of imbalance, conflict and high cost of Tibet's geo-economy. The present situation of economic relations between Tibet and its neighboring provinces is summarized, including commodity and trade, technology and labor, and finance. Then the geoeconomic relationship between Tibet and its four neighboring provinces is measured and analyzed from the angle of competition and complementarity by using the European distance measurement method. The main conclusion is that the geo-economic relationship between Tibet and its neighboring provinces is not obvious. Specifically, in terms of the attractiveness of resources and capital, there is a general complementary relationship with Xinjiang and Yunnan, a strong complementary relationship with Sichuan, a strong competitive relationship with Qinghai, and a strong competition relationship with Sichuan in terms of the handling and conversion efficiency of resources and capital. The competition complementary relationship between Qinghai and Yunnan is not obvious, but it is complementary with Xinjiang, but it is not obvious with Sichuan, strong complementary with Qinghai and general competitive with Xinjiang and Yunnan. Secondly, after analyzing the policy basis and motivation of Tibet's geo-economic policy, we sort out the current economic policy in Tibet in the development of geo-economy, and then take the public policy theory as the basis. This paper analyzes the effects of the current economic policies in Tibet from three aspects: economic growth, environmental protection and social life, based on the analysis of the geoeconomic relations in Tibet. With the guidance and support of relevant geo-economic policies, Tibet has made great achievements in economic growth, environmental protection and social life. But at the same time, there are still some conflicts and deficiencies in these policies, especially in strengthening inter-provincial cooperation policy support is relatively weak, at the same time, the relationship between environmental protection and economic growth has not been coordinated. The development of Tibet's geo-economy cannot be separated from the support and guidance of relevant economic policies. How to use the most appropriate and most effective economic policies to promote economic development between Tibet and its neighboring provinces and regions, and to gain political and economic cooperation in the exchange of geo-economic relations, The overall development of culture is the core of this paper. From macroeconomic policy to microeconomic policy, this paper puts forward some countermeasures and suggestions, including constructing the strategic framework of Tibet's geo-economic development, optimizing industrial policy, actively developing characteristic industry, deepening opening to the outside world, and expanding investment and investment. We should improve preferential policies and create a good environment; innovate systems and strengthen horizontal cooperation between governments; make overall planning; do a good job in the development and protection of resources; and coordinate in an all-round way to promote long-term stability and stability in Tibet. Hope to promote Tibet's geo-economic development of relevant policies.
