【摘要】：二十一世紀后，民營經(jīng)濟已經(jīng)成為我國國民經(jīng)濟發(fā)展的重要推動力，對就業(yè)、財政稅收的貢獻不言而喻。中央對地方的分權(quán)下，使得地方政府的積極性不斷提高，這對發(fā)展民營經(jīng)濟來說，是一個前所未有的機遇與挑戰(zhàn)。作為發(fā)展中國家，無論是市場經(jīng)濟體制還是政府管理體制，都存在著不同程度缺陷，民營經(jīng)濟發(fā)展中的問題都與政府作用息息相關(guān)。地方政府在促進民營經(jīng)濟發(fā)展中的越位與缺位要正確面對，立足實際重新定位，使得地方政府成為民營經(jīng)濟發(fā)展的有力推手。 本文以吳江市為案例，研究了地方政府在促進民營經(jīng)濟發(fā)展中的作用。吳江是江蘇的南大門、東鄰上海、南接浙江、北靠蘇州、西瀕太湖，定位在蘇滬浙長三角經(jīng)濟圈中心體中，發(fā)展民營經(jīng)濟得天獨厚的優(yōu)勢�！笆晃濉逼陂g，吳江市經(jīng)過實施兩輪“民營經(jīng)濟超越計劃”，民營經(jīng)濟在總量規(guī)模、社會貢獻、品質(zhì)水平等方面均得到了大幅度的提升，被時任省委書記的李源潮同志譽為全省民營經(jīng)濟發(fā)展的“領(lǐng)頭羊”。2012年5月，吳江市民營企業(yè)注冊總數(shù)25573戶，注冊資本1001.9億元，成為全省第三個民營企業(yè)注冊資本超千億的縣級市。 本文主要采用案例研究的方法，在綜合了新公共管理學(xué)理論和地方政府競爭理論的基礎(chǔ)上，采用理論分析與實證分析的方法，系統(tǒng)探討了吳江市政府在促進民營經(jīng)濟發(fā)展中的作用問題。第一，從理論上對地方政府管理民營經(jīng)濟職能展開前提分析，界定概念，理順地方政府與民營經(jīng)濟的關(guān)系，研究地方政府管理民營經(jīng)濟的職能特殊性。第二，對吳江市政府促進民營經(jīng)濟發(fā)展進行案例描述，研究吳江民營經(jīng)濟發(fā)展的各個階段及特征，分析地方政府在各個階段中所扮演的角色及發(fā)揮的作用。第三，分析吳江市政府促進民營經(jīng)濟高速發(fā)展的驅(qū)動力，理順政府與民營經(jīng)濟之間的關(guān)系。第四，探討吳江市政府在扶持民營經(jīng)濟發(fā)展方面存在的問題，，并嘗試解釋其中成因。第五，根據(jù)前文分析，就進一步發(fā)揮好地方政府促進民營經(jīng)濟發(fā)展提出借鑒與啟示。本文通過吳江這一縣域的微觀角度，研究吳江市政府促進民營經(jīng)濟發(fā)展的作用和影響，對促進吳江民營經(jīng)濟發(fā)展和我國社會主義市場經(jīng)濟發(fā)展有一定的理論意義和現(xiàn)實意義。
[Abstract]:After 21 century, private economy has become an important driving force for the development of our national economy, and the contribution to employment, finance and taxation is self-evident. With the decentralization of the central government, the enthusiasm of the local government has been improved, which is an unprecedented opportunity and challenge for the development of private economy. As a developing country, both the market economy system and the government management system have some defects, and the problems in the development of private economy are closely related to the role of the government. The local government should face the offside and absence in promoting the development of private economy correctly, reposition based on reality, make the local government become a powerful force to push the development of private economy. Taking Wujiang City as an example, this paper studies the role of local government in promoting the development of private economy. Wu Jiang is the south gate of Jiangsu Province, which is located in the center of Jiangsu's Jiangsu, Shanghai, Zhejiang, Suzhou, Suzhou and Taihu, and it is located in the center of Jiangsu, Zhejiang, Zhejiang and Yangtze River Delta economic circle, and has the unique advantage of developing private economy. During the 11th Five-Year Plan period, Wujiang City carried out two rounds of "private economy surpassing plan". Private economy has been greatly improved in total scale, social contribution, quality level, etc. Li Yuanchao, then secretary of the provincial Communist Party Committee, was hailed as the "leader" in the development of private economy in the province. In May 2012, 25573 private enterprises were registered in Wujiang City, with a registered capital of 100.19 billion yuan. Become the province's third private enterprises registered capital exceeding 100 billion county-level cities. This paper mainly adopts the case study method, on the basis of synthesizing the new public management theory and the local government competition theory, adopts the theory analysis and the demonstration analysis method. This paper systematically discusses the role of Wujiang government in promoting the development of private economy. The first part is to analyze the function of local government in the management of private economy theoretically, define the concept, straighten out the relationship between local government and private economy, and study the particularity of the function of local government in managing private economy. Secondly, it describes the case of Wujiang government to promote the development of private economy, studies the stages and characteristics of the development of Wu Jiang private economy, and analyzes the role and role of local government in each stage. Thirdly, it analyzes the driving force of Wujiang government to promote the rapid development of private economy and straightens out the relationship between government and private economy. Fourth, discuss the problems of Wujiang government in supporting the development of private economy, and try to explain the causes. Fifthly, according to the above analysis, the author puts forward some suggestions on how to give full play to the local government to promote the development of private economy. This paper studies the role and influence of Wujiang government in promoting the development of private economy through the microcosmic angle of Wu Jiang, which has certain theoretical and practical significance for promoting the development of private economy of Wu Jiang and the development of socialist market economy of our country.
