【摘要】：全球化貿(mào)易下國際產(chǎn)業(yè)轉(zhuǎn)移"隱含碳排放"、"碳轉(zhuǎn)移"以及"碳泄漏"等碳污染效應(yīng)已得到國內(nèi)外學(xué)者的廣泛關(guān)注與研究。然而,我國目前正處于沿海產(chǎn)業(yè)向中西部地區(qū)轉(zhuǎn)移的關(guān)鍵時(shí)期,區(qū)域間產(chǎn)業(yè)轉(zhuǎn)移導(dǎo)致的相關(guān)碳污染研究并沒有得到相應(yīng)關(guān)注。文章根據(jù)投入產(chǎn)出原理并結(jié)合中國2002年、2007年區(qū)域間投入產(chǎn)出表基本數(shù)據(jù),對中國八大區(qū)域間以出口和消費(fèi)為導(dǎo)向的產(chǎn)業(yè)轉(zhuǎn)移規(guī)模、流向和行業(yè)進(jìn)行定量測評,并與2007年中國分區(qū)域分行業(yè)碳排放系數(shù)結(jié)合,以考察區(qū)域產(chǎn)業(yè)轉(zhuǎn)移帶來的"碳排放轉(zhuǎn)移"和"碳泄漏"效應(yīng),并進(jìn)一步探討產(chǎn)業(yè)轉(zhuǎn)移對區(qū)域碳排放的影響問題。所得結(jié)論是,通過東部沿海產(chǎn)業(yè)轉(zhuǎn)移,西北和東北等地區(qū)成為碳排放轉(zhuǎn)入和碳泄漏重災(zāi)區(qū),京津和北部沿海等地區(qū)則表現(xiàn)出產(chǎn)業(yè)轉(zhuǎn)移碳減排效應(yīng),因而產(chǎn)業(yè)轉(zhuǎn)移對不同區(qū)域碳排放的影響存在差異,表現(xiàn)出西北、東北等地區(qū)影響較大而東部沿海、京津等地區(qū)影響較小。因此,更為嚴(yán)厲的環(huán)境規(guī)制和差別化區(qū)域減排政策的制定迫在眉睫。
[Abstract]:The effects of carbon pollution such as "implied carbon emissions", "carbon transfer" and "carbon leakage" in international industrial transfer under global trade have been widely concerned and studied by scholars at home and abroad. However, China is now in the crucial period of the transfer of coastal industries to the central and western regions, and the research on carbon pollution caused by inter-regional industrial transfer has not been paid attention to. According to the input-output principle and the basic data of China's 2002 and 2007 inter-regional input-output tables, the paper quantitatively evaluates the export and consumption-oriented industrial transfer scale, flow direction and industry in eight regions of China. Combined with the carbon emission coefficient of China's sub-regional industries in 2007, the effects of "carbon transfer" and "carbon leakage" brought by regional industrial transfer are investigated, and the impact of industrial transfer on regional carbon emissions is further discussed. The conclusion is that through the industrial transfer in the eastern coastal areas, the northwestern and northeast regions become the major carbon emission transfer and carbon leakage disaster areas, while Beijing, Tianjin and northern coastal areas show the effect of industrial transfer carbon emission reduction. Therefore, the effect of industrial transfer on carbon emissions in different regions is different, showing that the influence of northwest and northeast regions is greater than that of eastern coastal areas, and that of Beijing and Tianjin regions is relatively small. Therefore, more stringent environmental regulation and differential regional emission reduction policy formulation is imminent.
