【摘要】：沿邊地區(qū)既是我國對(duì)外開放的門戶，也是展示改革開放成就的窗口。但相比較我國沿海地區(qū)的全方位多層次多角度開發(fā)開放，沿邊地區(qū)的開發(fā)開放則處于嚴(yán)重滯后狀況。我國內(nèi)陸邊境與多國接壤，資源優(yōu)勢(shì)充分，，戰(zhàn)略地理位置重要，充分發(fā)揮沿邊地區(qū)的區(qū)位優(yōu)勢(shì)，選擇扶持基礎(chǔ)好、區(qū)位特殊、發(fā)展?jié)摿Υ蟮闹攸c(diǎn)沿邊地區(qū)，直接關(guān)系到沿邊地區(qū)開發(fā)開放的整體發(fā)展及國家的對(duì)外開放進(jìn)程，這不僅促進(jìn)我國經(jīng)濟(jì)的全面發(fā)展，而且全方位地提升我國綜合國力。 經(jīng)過改革開放30多年的發(fā)展，尤其自1992年的沿邊開發(fā)開放政策實(shí)施以來，國家出臺(tái)了擴(kuò)大沿邊開放、扶貧開發(fā)、西部大開發(fā)、興邊富民、支持民族地區(qū)發(fā)展等一系列有利于沿邊地區(qū)發(fā)展的傾斜政策。這使得沿邊地區(qū)基礎(chǔ)設(shè)施建設(shè)進(jìn)程穩(wěn)步推進(jìn)，經(jīng)濟(jì)發(fā)展快速前進(jìn)，人民生活水平顯著提高，沿邊地區(qū)的開發(fā)開放取得了明顯成效。另外，由于與我國陸地接壤的周邊國家也多數(shù)已進(jìn)入了快速發(fā)展時(shí)期，各國經(jīng)濟(jì)發(fā)展勢(shì)頭良好，此為雙邊經(jīng)貿(mào)合作提供了必要基礎(chǔ)，沿邊地區(qū)的開發(fā)開放漸步入新領(lǐng)域、新進(jìn)程。 本文根據(jù)我國已有的沿邊開放開發(fā)相關(guān)理論，通過分析我國沿邊開發(fā)開放現(xiàn)狀，探索沿邊地區(qū)經(jīng)濟(jì)水平滯后的原因，在此基礎(chǔ)上提出相應(yīng)對(duì)策與建議，以為進(jìn)一步加快沿邊開發(fā)開放進(jìn)程提供支持,促進(jìn)沿邊地區(qū)和諧、穩(wěn)定和快速發(fā)展。 本文具體從以下幾個(gè)方面進(jìn)行論述：一、介紹我國沿邊地區(qū)開發(fā)開放相關(guān)理論。二、沿邊地區(qū)開發(fā)開放的歷程。三、沿邊地區(qū)開發(fā)開放的現(xiàn)狀。四、沿邊地區(qū)開發(fā)開放存在的問題。五、進(jìn)一步加快沿邊地區(qū)開發(fā)開放的對(duì)策建議。 本研究認(rèn)為要提高沿邊地區(qū)開發(fā)開放程度，推動(dòng)沿邊地區(qū)經(jīng)濟(jì)又好又快發(fā)展，應(yīng)該從沿邊地區(qū)的開放政策、財(cái)政政策、稅收政策、金融政策、產(chǎn)業(yè)政策、貿(mào)易政策、土地政策、人才政策八個(gè)方面入手，制定完整的開發(fā)開放政策體系。
[Abstract]:China ' s inland border is open to the outside world , and it is a window showing the achievements of the reform and opening - up . However , compared with the multi - level multi - level development and opening of the coastal areas of our country , the development and opening of the coastal area is in serious lag situation . The inland border of our country is in full play with the multi - country , the resource advantage is full , the strategic geographical position is important , the development of open whole development and the open - up process of the country are directly related to the coastal area , which not only promotes the overall development of our economy , but also promotes the comprehensive national strength in all directions .

After more than 30 years of reform and opening - up , especially since the implementation of the open policy in 1992 , the state has introduced a series of policies which are conducive to the development of the coastal areas .

Based on the theory of open - edge open development in our country , this paper analyzes the reasons why the economy level in the coastal areas is lagging behind by analyzing the present situation of open - edge development in our country , and puts forward corresponding countermeasures and suggestions on this basis , so as to further speed up the support of the open process along the edge and promote the harmonious , stable and rapid development of the coastal areas .

This paper discusses the following aspects : Firstly , the paper introduces the development of open - related theory in the coastal area of our country .

It is believed that the development of open policy system should be developed from eight aspects of open policy , fiscal policy , tax policy , financial policy , industrial policy , trade policy , land policy and talent policy in the coastal area .
