基于多重螺旋協(xié)同創(chuàng)新理論的DEA評價模型——以皖江城市帶為例

【摘要】:根據(jù)三螺旋模型的基本框架、產(chǎn)學(xué)研理論和系統(tǒng)動力學(xué)構(gòu)建I-U-G-R-U多螺旋協(xié)同創(chuàng)新模型,基于該模型內(nèi)嵌兩階段鏈DEA模型和多重螺旋協(xié)同創(chuàng)新評價指標(biāo)體系,并以皖江城市帶為例進行科技創(chuàng)新能力評價的實證分析。實證結(jié)果表明:I-U-G-R-U多螺旋協(xié)同創(chuàng)新模型的測度結(jié)果較好;皖江城市帶存在顯著的科技梯度現(xiàn)象,科技創(chuàng)新沒能實現(xiàn)承續(xù)性以及存在各要素投入存在不合理等現(xiàn)象。從區(qū)域內(nèi)科技創(chuàng)新來看,皖江城市帶內(nèi)部科技創(chuàng)新效率差異大;從分階段科技創(chuàng)新來看,皖江城市帶將科技創(chuàng)新成果轉(zhuǎn)化為經(jīng)濟產(chǎn)出的效率明顯高于將科技創(chuàng)新所需資源利用并轉(zhuǎn)化為科技創(chuàng)新成果的效率。
[Abstract]:According to the basic framework of the three-helix model, the I-U-G-R-U multi-helix cooperative innovation model is constructed based on the theory of industry, college and research and system dynamics. Based on this model, the two-stage chain DEA model and the evaluation index system of multi-helix cooperative innovation are embedded in the model. And take the Anhui River city belt as an example to carry on the scientific and technological innovation ability appraisal demonstration analysis. The empirical results show that the ratio I-U-G-R-U multi-helix co-innovation model has good measurement results, and that there is a significant scientific and technological gradient phenomenon in the urban belt of Wanjiang River, that the scientific and technological innovation has not been able to achieve continuity and that there is unreasonable input of various elements. From the point of view of scientific and technological innovation within the region, the efficiency of scientific and technological innovation in the urban belt of the Yangtze River in Anhui Province is quite different; from the perspective of scientific and technological innovation in stages, The efficiency of transforming scientific and technological innovation results into economic output in the urban belt of Anhui River is obviously higher than that in the utilization of resources needed for scientific and technological innovation and the transformation of scientific and technological innovation results into scientific and technological innovation achievements.
