【摘要】：招商引資是中國(guó)改革開放政策的重要組成部分。改革開放三十多年來(lái)，招商引資不僅對(duì)整個(gè)國(guó)家的經(jīng)濟(jì)發(fā)展產(chǎn)生重要影響，更是對(duì)地區(qū)經(jīng)濟(jì)增長(zhǎng)、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、體制機(jī)制創(chuàng)新、擴(kuò)大就業(yè)、技術(shù)進(jìn)步、企業(yè)改制、產(chǎn)業(yè)重組等各個(gè)方面都起到了積極的推動(dòng)作用。招商引資已逐步成為振興地方經(jīng)濟(jì)，推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展最為有效的途徑之一。 近年來(lái)，泰安市利用優(yōu)越的區(qū)位優(yōu)勢(shì)、豐富的礦產(chǎn)資源以及泰山這一得天獨(dú)厚的旅游資源，招商引資工作取得了長(zhǎng)足發(fā)展，優(yōu)化了產(chǎn)業(yè)結(jié)構(gòu)，促進(jìn)了體制創(chuàng)新，培植了稅源，帶動(dòng)了就業(yè)，，為泰安市經(jīng)濟(jì)發(fā)展起到了重要的推動(dòng)作用。但是隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展，招商引資中存在的一些問(wèn)題逐步顯現(xiàn)出來(lái)。為及時(shí)解決這些問(wèn)題，充分發(fā)揮招商引資對(duì)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的推動(dòng)作用，本文借鑒已有的研究成果，通過(guò)調(diào)查研究，結(jié)合本人從事招商引資實(shí)際工作的經(jīng)歷，采用比較分析、實(shí)證舉例、定量分析、系統(tǒng)歸納等方法，闡述了泰安市招商引資的發(fā)展歷程及現(xiàn)狀特點(diǎn)，分析招商引資過(guò)程中存在的問(wèn)題及原因，提出了推進(jìn)泰安市招商引資發(fā)展的對(duì)策建議，以期為當(dāng)?shù)卣_展招商引資，促進(jìn)經(jīng)濟(jì)發(fā)展的決策方面提供一定的參考。 招商引資的相關(guān)理論是本文研究的理論基礎(chǔ)。本文從招商引資的概念、特征、分類等方面闡述了招商引資的相關(guān)問(wèn)題；從馬克思主義經(jīng)典作家對(duì)招商引資的理論貢獻(xiàn)、西方學(xué)者和國(guó)內(nèi)學(xué)者對(duì)招商引資的理解，闡述了招商引資的基本理論，為本文的研究提供了理論依據(jù)。 泰安市招商引資的發(fā)展歷程、現(xiàn)狀特點(diǎn)是對(duì)研究對(duì)象的認(rèn)識(shí)。本文闡述了泰安市招商引資的發(fā)展歷程、現(xiàn)狀特點(diǎn)，又通過(guò)招商引資對(duì)泰安經(jīng)濟(jì)發(fā)展的推動(dòng)作用，闡明了現(xiàn)階段泰安市開展招商引資工作的必要性。 泰安市招商引資SWOT分析是研究提出對(duì)策建議的基礎(chǔ)和依據(jù)。本文分析了泰安市招商引資的優(yōu)勢(shì)條件和當(dāng)前面臨的機(jī)遇與威脅，提出了當(dāng)前招商引資過(guò)程中存在的問(wèn)題，并系統(tǒng)分析了問(wèn)題存在的原因。分析表明，泰安市招商引資過(guò)程中存在著體制機(jī)制不夠完善、政府干預(yù)過(guò)多、專業(yè)化程度不高、投資服務(wù)及軟環(huán)境建設(shè)不夠完善等問(wèn)題，如何利用優(yōu)勢(shì)，把握機(jī)遇，解決存在的這些問(wèn)題，是今后一個(gè)時(shí)期泰安市招商引資工作的努力方向。 提出推進(jìn)泰安市招商引資發(fā)展的對(duì)策建議是本論文的落腳點(diǎn)。解決當(dāng)前招商引資中存在的問(wèn)題，推進(jìn)招商引資工作的發(fā)展，應(yīng)當(dāng)進(jìn)一步創(chuàng)新體制機(jī)制，優(yōu)化發(fā)展環(huán)境，充分發(fā)揮企業(yè)的主體作用，加強(qiáng)與央企合作，積極開展產(chǎn)業(yè)招商、大項(xiàng)目招商、區(qū)域招商和專業(yè)招商，從而更好地發(fā)揮招商引資對(duì)經(jīng)濟(jì)發(fā)展的推動(dòng)作用。
[Abstract]:Attracting investment is an important part of China's reform and opening policy. After more than 30 years of reform and opening up, attracting investment not only has an important impact on the economic development of the whole country, but also on regional economic growth, industrial structure adjustment, system and mechanism innovation, expansion of employment, technological progress, and restructuring of enterprises. Industrial restructuring and other aspects have played a positive role in promoting. Attracting investment has gradually become one of the most effective ways to revitalize local economy and promote regional economic development. In recent years, Taian City has made great progress in attracting investment, optimizing industrial structure, promoting system innovation and cultivating tax sources by making use of superior location advantages, rich mineral resources and the unique tourist resources of Mount Tai. Led to employment, for the economic development of Taian City played an important role in promoting. However, with the development of economy and society, some problems in attracting investment gradually appear. In order to solve these problems in time and give full play to the promotion role of attracting investment to economic and social sustainable development, this paper draws lessons from the existing research results, through investigation and research, combined with my experience in the actual work of attracting investment. By means of comparative analysis, empirical example, quantitative analysis and systematic induction, this paper expounds the development course and present situation characteristics of investment attraction in Taian City, and analyzes the problems and reasons in the process of attracting investment. This paper puts forward the countermeasures and suggestions to promote the development of investment promotion in Tai'an City, in order to provide some references for the local government to carry out investment promotion and promote economic development. The theory of attracting investment is the theoretical basis of this paper. In this paper, the concept, characteristics and classification of investment attraction are discussed, and the theoretical contribution of Marxist classical writers to attracting investment, the understanding of western scholars and domestic scholars to attract investment is also discussed. This paper expounds the basic theory of attracting investment and provides the theoretical basis for the research of this paper. The development course of attracting investment in Taian city is characterized by the understanding of the research object. This paper expounds the development course and current characteristics of investment attraction in Taian City, and expounds the necessity of carrying out investment promotion work in Taian City at present by promoting the economic development of Tai'an City. The SWOT analysis of investment attraction in Taian City is the basis and basis for the study and suggestions. This paper analyzes the advantageous conditions and opportunities and threats faced by Taian City in attracting investment, puts forward the existing problems in the process of attracting investment, and systematically analyzes the reasons for the problems. The analysis shows that the system mechanism is not perfect, the government intervention is too much, the specialization degree is not high, the investment service and the soft environment construction are not perfect in Taian City, how to make use of the advantage and seize the opportunity, etc. Solve these problems, is a period of Taian City investment efforts. It is the aim of this paper to put forward the countermeasures and suggestions to promote the development of investment attraction in Taian City. To solve the problems existing in the current investment promotion and to promote the development of the investment promotion work, we should further innovate the system and mechanism, optimize the development environment, give full play to the main role of the enterprise, strengthen cooperation with the central enterprises, and actively carry out industrial investment promotion. Large projects, regional investment and professional investment, so as to play a better role in promoting economic development.
