【摘要】：廣東專業(yè)鎮(zhèn)通過特色產(chǎn)業(yè)聚集及產(chǎn)業(yè)生態(tài)系統(tǒng)構(gòu)建,已成為廣東省經(jīng)濟(jì)發(fā)展的重要?jiǎng)?chuàng)新增長(zhǎng)極。但同時(shí),支撐專業(yè)鎮(zhèn)主導(dǎo)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的共性技術(shù)供給缺失,產(chǎn)學(xué)研合作創(chuàng)新長(zhǎng)效機(jī)制缺乏,嚴(yán)重制約了廣東專業(yè)鎮(zhèn)的可持續(xù)發(fā)展。促進(jìn)專業(yè)鎮(zhèn)從要素驅(qū)動(dòng)到創(chuàng)新驅(qū)動(dòng)轉(zhuǎn)型的政策關(guān)鍵,需進(jìn)一步厘清市場(chǎng)與政府的關(guān)系,以提升專業(yè)鎮(zhèn)產(chǎn)業(yè)發(fā)展的自主創(chuàng)新能力為核心,優(yōu)化專業(yè)鎮(zhèn)技術(shù)創(chuàng)新政策的支持重點(diǎn),構(gòu)建共性技術(shù)產(chǎn)學(xué)研協(xié)同創(chuàng)新的長(zhǎng)效機(jī)制,并建立符合公共財(cái)政原則的多層次政策支持體系。
[Abstract]:Guangdong specialized town has become an important innovation and growth pole of Guangdong economic development through characteristic industrial agglomeration and industrial ecosystem construction. However, at the same time, the lack of common technology supply to support the transformation and upgrading of leading industries of professional towns, and the lack of long-term mechanism of cooperation and innovation between industry, education and research seriously restrict the sustainable development of specialized towns in Guangdong. The key policy to promote the transition of professional town from factor driven to innovation-driven needs to further clarify the relationship between market and government, to enhance the independent innovation ability of industrial development of professional town as the core, and to optimize the support focus of technical innovation policy of professional town. The long-term mechanism of collaborative innovation of common technology, industry, education and research is established, and a multi-level policy support system is established in line with the principles of public finance.
