【摘要】：目前,東南沿海地區(qū)正在進行的產(chǎn)業(yè)外遷,使得西部省份迎來了承接東部地區(qū)產(chǎn)業(yè)投資轉(zhuǎn)移的重大機遇。但由于在承接產(chǎn)業(yè)轉(zhuǎn)移的過程中,中西部地區(qū)缺乏合理的產(chǎn)業(yè)布局和統(tǒng)籌定位,導致各省區(qū)之間無序競爭,這不僅難以形成產(chǎn)業(yè)特色和地域分工,也使得中西部地區(qū)吸引產(chǎn)業(yè)轉(zhuǎn)移的優(yōu)勢不明顯。甘肅省應緊緊抓住國內(nèi)外產(chǎn)業(yè)加速向中西部地區(qū)轉(zhuǎn)移的重大機遇,充分發(fā)揮甘肅省在區(qū)位、資源能源與原材料保障、土地與勞動力供應、市場潛力等方面的比較優(yōu)勢,加大招商引資和承接產(chǎn)業(yè)轉(zhuǎn)移力度,推進大開放、大開發(fā),促進工業(yè)轉(zhuǎn)型跨越發(fā)展。 本文從動態(tài)研究視角出發(fā),首先闡述了包括產(chǎn)業(yè)轉(zhuǎn)移、產(chǎn)業(yè)梯度、產(chǎn)業(yè)承接力等相關經(jīng)濟學概念,并介紹了目前理論界關于承接產(chǎn)業(yè)轉(zhuǎn)移的相對成熟的理論；其次在對甘肅省產(chǎn)業(yè)結(jié)構(gòu)和就業(yè)結(jié)構(gòu)演變歷程以及甘肅省產(chǎn)業(yè)結(jié)構(gòu)基本特征進行分析的基礎上,從產(chǎn)業(yè)轉(zhuǎn)出方和承接方的角度考慮,選取了相關指標,運用因子分析的方法,對甘肅省的產(chǎn)業(yè)承接力進行了分析,得出了甘肅省歷年來產(chǎn)業(yè)承接力得分及變化情況,并從指標層面出發(fā),對甘肅省的產(chǎn)業(yè)承接力情況進行了細化分析；最后,依據(jù)上述理論分析和實證研究得出的結(jié)論,提出了在承接產(chǎn)業(yè)轉(zhuǎn)移的過程中,以產(chǎn)業(yè)園區(qū)為載體、以科技進步為動力的甘肅省產(chǎn)業(yè)承接力的提升策略,主要包括完善承接項目協(xié)調(diào)推進責任體系,構(gòu)建全社會參與的承接產(chǎn)業(yè)轉(zhuǎn)移共建體系,加快建設科技創(chuàng)新人才體系,夯實承接項目建設廉政體系、建立承接項目督查考核體系,推進承接載體的建設等。
[Abstract]:In the process of undertaking industrial transfer , there is a lack of reasonable industrial distribution and overall positioning in the western provinces , which leads to disorder competition among provinces and regions , which not only makes it difficult to form industrial features and regional division of labor , but also makes the central and western regions attractive to industrial transfer . Gansu should take full play to the comparative advantages of domestic and foreign industries to accelerate the transfer of industrial investment to the central and western regions .

From the perspective of dynamic research , this paper first expounds the relevant economic concepts , including industrial transfer , industrial gradient , industrial undertaking and so on , and introduces the theory about the relative maturity of undertaking industrial transfer at present ;
Secondly , on the basis of analyzing the evolution course of industrial structure and employment structure of Gansu Province and the basic characteristics of industrial structure in Gansu Province , this paper analyzes the industrial undertaking force of Gansu Province from the angle of industry revolving party and receiver , and obtains the scores and changes of industry acceptance in Gansu Province over the past years , and makes a detailed analysis on the industrial undertaking force of Gansu Province from the index level .
Finally , according to the conclusion drawn from the above - mentioned theoretical analysis and empirical research , this paper puts forward the strategy of improving the industrial undertaking power of Gansu Province based on the industrial park area as the carrier and the power of scientific and technological progress in the process of undertaking the industrial transfer .
