中國東盟農(nóng)業(yè)合作:現(xiàn)狀、問題及對策

【摘要】:經(jīng)濟(jì)全球化和地區(qū)一體化是當(dāng)今世界經(jīng)濟(jì)發(fā)展的兩大趨勢。參與國際經(jīng)濟(jì)合作是世界各國在經(jīng)濟(jì)全球化條件下加快經(jīng)濟(jì)發(fā)展的重要策略之一。1999年以來,中國對區(qū)域經(jīng)濟(jì)一體化的態(tài)度也開始積極起來,主要表現(xiàn)就是積極參與中國-東盟自由貿(mào)易區(qū)的建設(shè)。2010年1月1日,中國-東盟自由貿(mào)易區(qū)正式建成,這是中國對外達(dá)成的第一個(gè)貿(mào)易自由區(qū)。中國加入WTO以后,農(nóng)業(yè)發(fā)展進(jìn)入一個(gè)新時(shí)期,中國不斷加快農(nóng)業(yè)對外開放的程度,中國農(nóng)業(yè)與世界農(nóng)業(yè)的交流與合作日益廣泛。從國際環(huán)境來看,在WTO多邊貿(mào)易體制受挫下,中國還需通過開展各種形式的區(qū)域合作來提高中國農(nóng)業(yè)整體競爭力。中國東盟自由貿(mào)易區(qū)的建立就是中國進(jìn)行區(qū)域合作的成功探索,中國相信通過加強(qiáng)農(nóng)業(yè)合作將會使雙方都能獲得利益,農(nóng)業(yè)領(lǐng)域合作是中國-東盟自由貿(mào)易區(qū)建設(shè)的一塊寶貴的試驗(yàn)田。 論文首先介紹了中國和東盟的農(nóng)業(yè)資源狀況,進(jìn)而分析雙方在農(nóng)業(yè)存在互補(bǔ)性,為雙方進(jìn)行農(nóng)業(yè)合作提供了自然基礎(chǔ)。根據(jù)農(nóng)業(yè)在東盟國民經(jīng)濟(jì)的地位和作用,本文采取層次分析法,將東盟10個(gè)成員國分成三個(gè)層次,分別加以介紹和分析。隨著中國-東盟自由貿(mào)易區(qū)的建設(shè),中國與東盟農(nóng)業(yè)合作進(jìn)展迅速,雙方在糧食領(lǐng)域、漁業(yè)和養(yǎng)殖領(lǐng)域、農(nóng)村能源領(lǐng)域、動(dòng)物防控領(lǐng)域和經(jīng)濟(jì)作物領(lǐng)域等展開合作,取得了一系列豐碩的成果。 中國和東盟農(nóng)業(yè)合作方式多樣,主要有農(nóng)產(chǎn)品貿(mào)易、人力資源開發(fā)與農(nóng)業(yè)技術(shù)合作、農(nóng)業(yè)投資合作、農(nóng)業(yè)博覽會等形式。雙方農(nóng)業(yè)合作在取得成績的同時(shí),也存在一些問題,表現(xiàn)在雙方農(nóng)業(yè)合作機(jī)制還不夠健全,雙方開展的農(nóng)業(yè)項(xiàng)目可持續(xù)性不強(qiáng),資金分散,合作方式互補(bǔ)性弱,缺乏統(tǒng)籌協(xié)調(diào),在農(nóng)產(chǎn)品貿(mào)易方面,雙方農(nóng)產(chǎn)品貿(mào)易規(guī)模還比較小,并且中國在雙方農(nóng)產(chǎn)品貿(mào)易中近幾年一直處于逆差,這不利于雙方合作的進(jìn)一步深化,雙方的農(nóng)產(chǎn)品深加工能力不足,物流基礎(chǔ)設(shè)施不完善也阻礙了雙方的合作,農(nóng)業(yè)“走出去”和農(nóng)業(yè)投資方面也存在一些問題。這些問題的存在,使得中國和東盟農(nóng)業(yè)合作受到一定制約。 本文針對這些問題,提出相關(guān)政策,,包括鞏固和充分利用各種合作機(jī)制,推動(dòng)雙方農(nóng)產(chǎn)品貿(mào)易快速發(fā)展,加大農(nóng)業(yè)科技投入,加強(qiáng)農(nóng)業(yè)技術(shù)合作,加強(qiáng)農(nóng)業(yè)信息資源共享,堅(jiān)持“走出去”和“引進(jìn)來”的跨國農(nóng)業(yè)合作戰(zhàn)略等。本文通過對中國東盟農(nóng)業(yè)合作進(jìn)行全面系統(tǒng)的分析,總結(jié)合作的有利經(jīng)驗(yàn),分析合作的不利因素,有利于推動(dòng)中國東盟農(nóng)業(yè)合作邁向新的臺階,對提高雙方的農(nóng)業(yè)合作水平,擴(kuò)大貿(mào)易規(guī)模,推動(dòng)地區(qū)經(jīng)濟(jì)一體化都有重要的現(xiàn)實(shí)與理論指導(dǎo)意義。
[Abstract]:Economic globalization and regional integration are the two major trends of world economic development. Participation in international economic cooperation is one of the important strategies for countries in the world to speed up economic development under the conditions of economic globalization. Since 1999, China's attitude towards regional economic integration has also begun to rise positively. The main manifestation is to take an active part in the construction of China-ASEAN Free Trade area (CAFTA). On January 1, 2010, China-ASEAN Free Trade area (CAFTA) was formally established, which is the first free trade zone reached by China. After China's entry into WTO, the development of agriculture has entered a new period. China has been speeding up the degree of agricultural opening to the outside world, and the exchanges and cooperation between Chinese agriculture and world agriculture are increasingly extensive. Judging from the international environment, under the setback of the WTO multilateral trading system, China also needs to develop various forms of regional cooperation to improve the overall competitiveness of China's agriculture. The establishment of the China-ASEAN Free Trade area is a successful exploration of China's regional cooperation. China believes that by strengthening agricultural cooperation, both sides will benefit. Agricultural cooperation is a valuable experimental field for the construction of China-ASEAN Free Trade area. The paper first introduces the agricultural resources of China and ASEAN, and then analyzes the complementarity between the two sides in agriculture, which provides a natural foundation for the agricultural cooperation between China and ASEAN. According to the status and function of agriculture in the national economy of ASEAN, this paper adopts the Analytic hierarchy process (AHP) to divide the 10 ASEAN member countries into three levels and introduce and analyze them respectively. With the construction of the China-ASEAN Free Trade area, the agricultural cooperation between China and ASEAN has made rapid progress. The two sides have launched cooperation in the fields of grain, fisheries and aquaculture, rural energy, animal control and prevention and control, and cash crops. A series of fruitful results have been achieved. There are many ways of agricultural cooperation between China and ASEAN, such as agricultural products trade, human resource development and agricultural technology cooperation, agricultural investment cooperation, agricultural exposition and so on. At the same time, there are also some problems in the agricultural cooperation between the two sides, which are manifested in the fact that the agricultural cooperation mechanism between the two sides is not perfect enough, that the agricultural projects carried out by the two sides are not sustainable, that funds are scattered, that the modes of cooperation are weak, and that there is a lack of overall coordination and coordination. In terms of trade in agricultural products, the scale of agricultural trade between the two sides is still relatively small, and China has been in deficit in agricultural trade between the two sides in recent years, which is not conducive to further deepening cooperation between the two sides, and the deep processing capacity of agricultural products between the two sides is insufficient. The imperfect logistics infrastructure also hinders the cooperation between the two sides. There are also some problems in agriculture "going out" and agricultural investment. The existence of these problems makes agricultural cooperation between China and ASEAN subject to certain constraints. In view of these problems, this paper puts forward some relevant policies, including consolidating and making full use of various cooperation mechanisms, promoting the rapid development of agricultural trade between the two sides, increasing the input of agricultural science and technology, strengthening agricultural technical cooperation, and strengthening the sharing of agricultural information resources. Adhere to the "go out" and "bring in" transnational agricultural cooperation strategy. Through the comprehensive and systematic analysis of the agricultural cooperation between China and ASEAN, this paper summarizes the beneficial experience of the cooperation and analyzes the unfavorable factors of the cooperation, which is helpful to push the agricultural cooperation between China and ASEAN to a new level and to raise the level of the agricultural cooperation between the two sides. Expanding the scale of trade and promoting regional economic integration have important practical and theoretical significance.
