成渝經(jīng)濟區(qū)縣域差距及縣域經(jīng)濟聚類發(fā)展研究

【摘要】:縣域經(jīng)濟是我國經(jīng)濟的重要組成部分,近年來之所以被廣泛關(guān)注,主要原因在于縣域經(jīng)濟同時存在著巨大的差異與差距。差異在于其比較優(yōu)勢不同、特色不同,差距在于其兩極分化嚴重,富縣與窮縣間的發(fā)展差距太大。差異的存在是縣域經(jīng)濟社會發(fā)展的基礎(chǔ)和特色的源泉,差距的存在是在一定的歷史社會條件下必然的,但差距若過大或持續(xù)增加將阻礙地方經(jīng)濟的持續(xù)與快速發(fā)展。成渝經(jīng)濟區(qū)是國家級開發(fā)區(qū),是近年來國家與川渝兩地攜手打造以圖實現(xiàn)中國第四增長極愿景?傮w來看,成渝經(jīng)濟區(qū)縣域間經(jīng)濟差距較大,不利于縣域經(jīng)濟的統(tǒng)籌協(xié)調(diào)發(fā)展;且縣域整體實力仍偏弱,在2011年,其64%的人口,,卻只創(chuàng)造了45%的GDP,縣域人均GDP低于成渝經(jīng)濟區(qū)整體平均水平,前者是只有后者的71%。因此,縣域是成渝經(jīng)濟區(qū)里面“弱的一元”,是成渝經(jīng)濟區(qū)發(fā)展成為中國第四增長極的“一條短腿”。同時,成渝經(jīng)濟區(qū)各縣域的經(jīng)濟基礎(chǔ)、資源環(huán)境等稟賦條件不同、比較優(yōu)勢不同,探討其發(fā)展問題,有必要先進行縣域的分類。鑒于此,研究成渝經(jīng)濟區(qū)縣域差距問題,并聚類探討成渝經(jīng)濟區(qū)各類型縣域發(fā)展戰(zhàn)略,對于新時期更深入解決“三農(nóng)”問題,縮小縣域間、縣域與城市間發(fā)展差距,促進區(qū)域統(tǒng)籌發(fā)展、城鄉(xiāng)統(tǒng)籌發(fā)展,提升成渝經(jīng)濟區(qū)整體競爭力,具有重要的理論與現(xiàn)實意義。 本文在總結(jié)國內(nèi)外學者對區(qū)域發(fā)展差距及其發(fā)展戰(zhàn)略相關(guān)文獻的基礎(chǔ)上,以區(qū)域經(jīng)濟學、計量經(jīng)濟學、發(fā)展經(jīng)濟學和國際貿(mào)易等的相關(guān)理論為指導(dǎo),以成渝經(jīng)濟區(qū)所有縣級行政單位為研究對象,采用定性與定量相結(jié)合的分析方法,擬對成渝經(jīng)濟區(qū)縣域差距及縣域經(jīng)濟聚類發(fā)展戰(zhàn)略進行研究。在差距研究上,試圖從以絕對差距和相對差距為研究方法的時間序列、以泰爾系數(shù)為基礎(chǔ)的空間分布和以運用SPSS軟件為基礎(chǔ)的綜合指標體系評價三個方面進行研究;在聚類研究上,分別以綜合指標體系和因子分析綜合得分對成渝經(jīng)濟區(qū)所有縣域進行聚類分析;在以上基礎(chǔ)上,本文從歷史基礎(chǔ)因素、地理學因素、經(jīng)濟發(fā)展因素和政府因素四個層面的因素對成渝經(jīng)濟區(qū)縣域差距的成因進行探討;最后,在發(fā)展戰(zhàn)略上,以差距研究、聚類研究和差距成因研究的結(jié)論為基礎(chǔ),結(jié)合各類型縣域的經(jīng)濟社會發(fā)展水平和資源要素等特點,提出各類型縣域經(jīng)濟保持持續(xù)與快速增長的發(fā)展戰(zhàn)略。
[Abstract]:County economy is an important part of China's economy. In recent years, the main reason for the widespread concern lies in the huge differences and gaps in the county economy at the same time. The difference lies in the difference of its comparative advantage, the difference between its characteristics and its polarization, and the development gap between the rich county and the poor county is too big. The existence of the difference is the foundation and characteristic source of the county economic and social development. The existence of the disparity is inevitable under certain historical social conditions, but if the gap is too large or continues to increase, it will hinder the sustained and rapid development of the local economy. Chengdu-Chongqing Economic Zone is a state-level development zone, in recent years, the state and Sichuan and Chongqing work together to achieve China's fourth growth pole vision. In general, the economic gap between counties in Chengdu-Chongqing Economic Zone is large, which is not conducive to the overall and coordinated development of the county-level economy, and the overall strength of the county is still weak, with 64 percent of its population in 2011. But only 45% of GDP was created, and the average per capita GDP of county was lower than the average level of Chengdu-Chongqing Economic Zone, the former was only 71th of the latter. Therefore, the county area is the "weak one" in the Chengdu-Chongqing Economic Zone and the "short leg" for the development of the Chengdu-Chongqing Economic Zone into the fourth growth pole of China. At the same time, the economic base, resources and environment of the counties in Chengdu-Chongqing Economic Zone are different, and their comparative advantages are different. It is necessary to classify the counties first. In view of this, this paper studies the county area gap in Chengdu-Chongqing Economic Zone, and discusses the development strategies of various types of counties in Chengdu-Chongqing Economic Zone in order to solve the problem of "agriculture, countryside and farmers" more deeply in the new period and to narrow the gap between counties, counties and cities. It is of great theoretical and practical significance to promote the overall development of regional, urban and rural areas and enhance the overall competitiveness of Chengdu-Chongqing Economic Zone. On the basis of summarizing the literature on the regional development gap and its development strategy, this paper is guided by the theories of regional economics, econometrics, development economics and international trade. Taking all county-level administrative units in Chengdu-Chongqing Economic Zone as the research object, this paper studies the county disparity and the strategy of cluster development of county economy in Chengdu-Chongqing Economic Zone by combining qualitative and quantitative analysis methods. In the gap research, this paper attempts to study the time series based on absolute and relative disparity, the spatial distribution based on Tyr coefficient and the evaluation of comprehensive index system based on SPSS software. In the cluster research, the comprehensive index system and factor analysis were used to analyze all counties in Chengdu-Chongqing Economic Zone. The causes of county disparity in Chengdu-Chongqing Economic Zone are discussed from four aspects of economic development factors and government factors. Finally, in terms of development strategy, it is based on the conclusions of gap study, cluster study and gap cause study. Combined with the characteristics of the economic and social development level and resource elements of each type of county, this paper puts forward the development strategy of sustained and rapid growth of each type of county economy.
