【摘要】：作為改革開放起步階段的一項(xiàng)重要決策,廣東省"先走一步"是中央與地方良性互動(dòng)的成果。改革開放前夕,中央主要領(lǐng)導(dǎo)同志針對(duì)廣東省工作做出多次指示,作為對(duì)這些指示的回應(yīng),廣東省結(jié)合本地實(shí)際情況向中央提出若干如何促進(jìn)自身發(fā)展的舉措,在此基礎(chǔ)之上,中央最終形成讓廣東省"先走一步"的決策。為了盡快落實(shí)好這一決策,中央專門派出工作組趕赴廣東省,幫助起草相關(guān)文件。與新中國(guó)成立后中央與地方互動(dòng)不同的是,中央與廣東省圍繞"先走一步"所展開的互動(dòng)有其獨(dú)特的時(shí)代背景和特點(diǎn),它不僅揭開了改革開放初期中央權(quán)力下放的序幕,在一定程度上改變了以往中央與地方的互動(dòng)模式,而且也為中央與地方關(guān)系在改革開放中的調(diào)整奠定了基礎(chǔ),具有一定的開創(chuàng)意義。
[Abstract]:As an important decision in the initial stage of reform and opening up, Guangdong Province is the result of benign interaction between the central and local governments. On the eve of reform and opening up, the main leading comrades of the Central Committee gave many instructions on the work of Guangdong Province. In response to these instructions, Guangdong Province, in light of the actual local conditions, put forward to the Central Committee a number of measures on how to promote its own development. On this basis, The central government finally formed a decision that allowed Guangdong Province to "go one step ahead." In order to implement this decision as soon as possible, the Central Committee sent a special working group to Guangdong Province to help draft relevant documents. Different from the interaction between the central and local authorities after the founding of New China, the interaction between the Central Committee and Guangdong Province around "one step ahead" has its unique background and characteristics of the times, which not only opened the prelude to the decentralization of central authority in the early stage of reform and opening up. To some extent, it has changed the mode of interaction between the central and local governments, and has laid a foundation for the adjustment of the relationship between the central and local governments in the reform and opening up, which has a certain pioneering significance.
