【摘要】：技術(shù)轉(zhuǎn)移是一個復(fù)雜的、非線性的動態(tài)系統(tǒng),現(xiàn)有研究未能將技術(shù)轉(zhuǎn)移系統(tǒng)的動態(tài)演化納入到分析框架中。本文借鑒系統(tǒng)動力學(xué)方法對中國技術(shù)轉(zhuǎn)移系統(tǒng)演化進(jìn)行動態(tài)仿真研究,從縱向視角界定了技術(shù)轉(zhuǎn)移系統(tǒng)包括技術(shù)研發(fā)系統(tǒng)、技術(shù)傳播系統(tǒng)和技術(shù)應(yīng)用系統(tǒng)及其邊界,構(gòu)建了技術(shù)轉(zhuǎn)移系統(tǒng)動力學(xué)模型,運(yùn)用2000年-2009年中國宏觀數(shù)據(jù),進(jìn)行仿真實(shí)驗(yàn)。實(shí)驗(yàn)結(jié)果表明,政府的財政科技經(jīng)費(fèi)投入強(qiáng)度的增加帶來的效果不如企業(yè)科技經(jīng)費(fèi)投入強(qiáng)度增加帶來的效果,且技術(shù)傳播子系統(tǒng)對于經(jīng)費(fèi)投入的敏感度并不高;最后,根據(jù)動態(tài)仿真實(shí)驗(yàn)結(jié)果,為促進(jìn)中國技術(shù)轉(zhuǎn)移系統(tǒng)的良性發(fā)展提出相應(yīng)的政策建議。
[Abstract]:Technology transfer is a complex and nonlinear dynamic system. The current research fails to incorporate the dynamic evolution of technology transfer system into the analytical framework. This paper studies the evolution of technology transfer system in China by using system dynamics method as reference, and defines the technology transfer system including technology research and development system, technology dissemination system and technology application system and their boundaries from the vertical perspective. The dynamic model of technology transfer system is constructed, and the simulation experiment is carried out using Chinese macro data from 2000 to 2009. The experimental results show that the increase in the intensity of the government's financial investment in science and technology is not as effective as the increase in the intensity of the enterprise's investment in science and technology, and the sensitivity of the technology dissemination subsystem to the investment is not high; finally, According to the result of dynamic simulation experiment, some policy suggestions are put forward to promote the benign development of technology transfer system in China.
