【摘要】：改革開(kāi)放以來(lái),特別是進(jìn)入新世紀(jì),鄂爾多斯經(jīng)濟(jì)持續(xù)健康快速發(fā)展,在城鄉(xiāng)統(tǒng)籌、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整等方面取得了較大突破,較好地解決了經(jīng)濟(jì)發(fā)展與社會(huì)發(fā)展之間的矛盾。其中非公有制經(jīng)濟(jì)地位日益突出,總量不斷擴(kuò)大,運(yùn)行質(zhì)量明顯提高,在活躍城鄉(xiāng)市場(chǎng)、托寬就業(yè)渠道、促進(jìn)經(jīng)濟(jì)發(fā)展、保持社會(huì)和諧等方面發(fā)揮了不可替代的重要作用。本文主要以相關(guān)公共管理政策理論為指導(dǎo),以鄂爾多斯市非公有制經(jīng)濟(jì)發(fā)展現(xiàn)狀及存在問(wèn)題為研究重點(diǎn),深入分析影響和制約鄂爾多斯市非公有制經(jīng)濟(jì)發(fā)展的主要原因,提出了四個(gè)方面的建議和對(duì)策：(1)壯大非公有制經(jīng)濟(jì)總量；(2)轉(zhuǎn)變非公有制經(jīng)濟(jì)發(fā)展方式；(3)拓寬非公有制經(jīng)濟(jì)融資渠道(4)完善非公有制經(jīng)濟(jì)社會(huì)服務(wù)體系建設(shè)。
[Abstract]:Since the reform and opening up, especially in the new century, Ordos economy continues to develop healthily and rapidly, and has made great breakthrough in urban and rural planning, industrial structure adjustment and so on, and has solved the contradiction between economic development and social development. Among them, the status of non-public economy is increasingly prominent, the total amount is expanding, and the quality of operation is obviously improved. It has played an irreplaceable role in activating the urban and rural markets, broadening employment channels, promoting economic development and maintaining social harmony. Under the guidance of relevant public management policy theory, this paper focuses on the current situation and existing problems of non-public ownership economy in Ordos, and deeply analyzes the main reasons that affect and restrict the development of non-public ownership economy in Ordos. This paper puts forward four suggestions and countermeasures: 1) to strengthen the total amount of non public ownership economy and 2) to change the mode of development of non public ownership economy. 4) to improve the construction of non public ownership economy social service system.
