【摘要】：在發(fā)展中國(guó)家的經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)化和現(xiàn)代化發(fā)展進(jìn)程中,出現(xiàn)城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)已是一種普遍現(xiàn)象了,這一點(diǎn)在經(jīng)濟(jì)相對(duì)滯后的延邊朝鮮自治州表現(xiàn)的尤為突出,并且已經(jīng)成為了當(dāng)?shù)亟?jīng)濟(jì)發(fā)展道路上的“攔路虎”。鑒于此,延邊州當(dāng)務(wù)之急就是要努力擺脫二元結(jié)構(gòu)的束縛,不斷縮小城鄉(xiāng)的經(jīng)濟(jì)水平差異。通過(guò)對(duì)本國(guó)二元結(jié)構(gòu)的分析促進(jìn)本國(guó)經(jīng)濟(jì)發(fā)展,尤其是發(fā)展中國(guó)家或地區(qū)的經(jīng)濟(jì)增長(zhǎng)模式和現(xiàn)代化道路的探索,是必須解決的問(wèn)題 本文在對(duì)延邊二元經(jīng)濟(jì)結(jié)構(gòu)的狀況做出分析的基礎(chǔ)上,提出建議性的解決對(duì)策。采用統(tǒng)計(jì)學(xué)的方法,構(gòu)建了包含比較勞動(dòng)生產(chǎn)率、二元對(duì)比系數(shù)、二元反差系數(shù)、城鄉(xiāng)居民恩格爾系數(shù)差異指數(shù)、城鄉(xiāng)居民收入差異指數(shù)等統(tǒng)計(jì)指標(biāo)評(píng)價(jià)體系,并通過(guò)對(duì)延邊地區(qū)的城鄉(xiāng)差距狀況的分析,對(duì)延邊經(jīng)濟(jì)發(fā)展三十余載以來(lái)的特征進(jìn)行了歸納和總結(jié)。通過(guò)各種方式對(duì)二元經(jīng)濟(jì)結(jié)構(gòu)的演變進(jìn)行了研究。延邊地區(qū)二元化經(jīng)濟(jì)結(jié)構(gòu)的形成,即使市場(chǎng)經(jīng)濟(jì)必須所經(jīng)歷的階段,也是政策導(dǎo)向必須走的過(guò)程。城鄉(xiāng)差距加大,是延邊地區(qū),乃至中國(guó)經(jīng)濟(jì)發(fā)展的一個(gè)階段。面對(duì)存在的問(wèn)題,國(guó)家通過(guò)“有形的手”和“無(wú)形的手”共同調(diào)控。延邊地區(qū)的現(xiàn)狀,就是城鄉(xiāng)分化嚴(yán)重,城市化的迅速發(fā)展和農(nóng)村的落后形成鮮明的對(duì)比,農(nóng)村剩余勞動(dòng)力的轉(zhuǎn)移得不到有效的調(diào)配,城市化的“高水平”只是數(shù)量上的擴(kuò)張,而城市質(zhì)量和功能遠(yuǎn)遠(yuǎn)達(dá)不到經(jīng)濟(jì)發(fā)展的需求。城鄉(xiāng)收入的巨大差異,有效需求不足,城鎮(zhèn)化和工業(yè)化發(fā)展受阻。國(guó)家對(duì)城市和農(nóng)村固定投資的比例差異,城鄉(xiāng)人民社會(huì)保障的差異,都是二元經(jīng)濟(jì)的具體體現(xiàn)。延邊最終要實(shí)現(xiàn)工業(yè)化、城市化和農(nóng)業(yè)產(chǎn)業(yè)化必須要想辦法解決這些問(wèn)題,克服二元經(jīng)濟(jì)結(jié)構(gòu)的弊端。為此,應(yīng)加大農(nóng)村投資力度,提高農(nóng)村綜合素質(zhì)；調(diào)整產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)剩余勞動(dòng)力轉(zhuǎn)移；發(fā)展鄉(xiāng)鎮(zhèn)企業(yè).提高城鎮(zhèn)化水平；進(jìn)行制度革新,為農(nóng)村發(fā)展提供有利條件。
[Abstract]:In the process of economic structure transformation and modernization development in developing countries, the emergence of urban-rural dual economic structure has become a common phenomenon, especially in Yanbian Korean Autonomous Prefecture, where the economy is relatively lagging. And has become a local economic development on the road, "roadblocks." In view of this, the urgent task of Yanbian prefecture is to get rid of the bondage of dualistic structure and to reduce the economic difference between urban and rural areas. It is necessary to solve the problem of promoting the economic development of our country through the analysis of the dual structure of our country, especially the exploration of the economic growth model and the way of modernization of the developing countries or regions. Based on the analysis of the dual economic structure in Yanbian, this paper puts forward some countermeasures. The statistical evaluation system including comparative labor productivity, binary contrast coefficient, Engel coefficient difference index of urban and rural residents, income difference index of urban and rural residents is constructed by using statistical method. Through the analysis of the gap between urban and rural areas in Yanbian area, the characteristics of Yanbian economic development since 30 years have been summarized and summarized. The evolution of dual economic structure is studied in various ways. The formation of dual economic structure in Yanbian area, even if the market economy must go through the stage, is also the process of policy direction. The widening gap between urban and rural areas is a stage of economic development in Yanbian and even China. In the face of the existing problems, the state through the "tangible hand" and "invisible hand" joint control. The present situation in Yanbian is that the urban-rural differentiation is serious, the rapid development of urbanization and the backwardness of rural areas form a sharp contrast, the transfer of rural surplus labor can not be effectively allocated, and the "high level" of urbanization is only an expansion in quantity. The quality and function of the city can not reach the demand of economic development. The huge difference between urban and rural income, insufficient effective demand, urbanization and industrialization development hindered. The difference in the proportion of state fixed investment in urban and rural areas, the difference in social security between urban and rural people is the concrete embodiment of dual economy. In order to realize industrialization in Yanbian, urbanization and agricultural industrialization must solve these problems and overcome the malpractice of dual economic structure. Therefore, we should increase rural investment, improve the comprehensive quality of rural areas, adjust the industrial structure, promote the transfer of surplus labor force, and develop township enterprises. Improve the level of urbanization; carry out institutional reform to provide favorable conditions for rural development.
