逆向技術(shù)溢出效應(yīng)對我國技術(shù)進步的影響研究

【摘要】:一國的技術(shù)水平是體現(xiàn)一國企業(yè)競爭力的核心因素,隨著經(jīng)濟全球化的加快、國際分工的不斷發(fā)展,技術(shù)已經(jīng)逐漸成為決定企業(yè)市場競爭地位的關(guān)鍵因素。持續(xù)的技術(shù)創(chuàng)新是推動一國經(jīng)濟增長的源泉,因此,許多發(fā)展中國家除了依靠本國自主研發(fā)來實現(xiàn)技術(shù)升級和創(chuàng)新外,也開始尋求通過對外直接投資、引進外資等渠道推動國內(nèi)技術(shù)水平的提升。對外直接投資逐漸成為處于技術(shù)劣勢的發(fā)展中國家企業(yè)技術(shù)升級的重要渠道,對外直接投資的母國逆向技術(shù)溢出效應(yīng)也逐漸發(fā)展為學(xué)術(shù)界的關(guān)注重點。中國從2000年“走出去”戰(zhàn)略實施以來,對外直接投資活動連續(xù)11年保持持續(xù)增長的狀態(tài)。在經(jīng)濟全球化的背景下,國內(nèi)技術(shù)水平升級是推動產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和優(yōu)化的重要因素。因此,研究OFDI逆向技術(shù)溢出效應(yīng)對我國技術(shù)進步具有重要的現(xiàn)實意義。 本文在前人研究的基礎(chǔ)上,沿著逆向技術(shù)溢出對國內(nèi)技術(shù)進步產(chǎn)生影響的研究思路,采用規(guī)范分析和實證研究的方法,進一步深入探討逆向技術(shù)溢出對國內(nèi)技術(shù)進步的貢獻。本文參考CH模型構(gòu)建國際RD溢出回歸模型,通過對1985年-2011年我國相關(guān)經(jīng)濟數(shù)據(jù)的分析,研究我國國內(nèi)研發(fā)資本存量和國外研發(fā)資本存量與中國全要素生產(chǎn)率增長率之間的相關(guān)關(guān)系,探尋我國OFDI逆向技術(shù)溢出效應(yīng)對國內(nèi)技術(shù)進步的影響作用。研究結(jié)果表明:第一,我國OFDI對國內(nèi)技術(shù)進步具有積極的正效應(yīng),但是存在時間上的滯后性;第二,國內(nèi)自主研發(fā)和創(chuàng)新仍然是推動國內(nèi)技術(shù)進步的主要力量,但是國內(nèi)目前的自主研發(fā)和創(chuàng)新能力不能滿足國內(nèi)技術(shù)進步的需求;第三,國內(nèi)現(xiàn)階段對通過逆向技術(shù)溢出渠道傳導(dǎo)回國內(nèi)的先進技術(shù)的吸收能力不足,政府應(yīng)重視增強國內(nèi)產(chǎn)業(yè)對逆向技術(shù)溢出的吸收能力。 政府需重視對外直接投資的發(fā)展對經(jīng)濟增長的作用,通過OFDI使得國外先進技術(shù)逆向擴散到國內(nèi)的相關(guān)產(chǎn)業(yè),有利于提高國內(nèi)的生產(chǎn)率、產(chǎn)品的技術(shù)含量和實現(xiàn)產(chǎn)業(yè)鏈向高端延伸。本文最后針對我國目前的對外直接投資的發(fā)展提出兩大點政策建議:第一,,重視技術(shù)獲取型對外直接投資的發(fā)展;第二,增強國內(nèi)產(chǎn)業(yè)對逆向技術(shù)溢出的吸收能力。
[Abstract]:The technological level of a country is the core factor to reflect the competitiveness of a country's enterprises. With the acceleration of economic globalization and the continuous development of international division of labor, technology has gradually become the key factor that determines the competitive position of enterprises in the market. Sustained technological innovation is a source of economic growth for a country. Therefore, in addition to relying on their own R & D to achieve technological upgrading and innovation, many developing countries have also begun to seek foreign direct investment. Introduction of foreign investment and other channels to promote the level of domestic technology. Foreign direct investment (FDI) has gradually become an important channel for technological upgrading of enterprises in developing countries, and the adverse technology spillover effect of FDI has gradually developed into the focus of academic circles. Since the implementation of the "going out" strategy in 2000, China's foreign direct investment (FDI) activities have maintained a sustained growth for 11 consecutive years. Under the background of economic globalization, the upgrading of domestic technology level is an important factor to promote the adjustment and optimization of industrial structure. Therefore, the study of OFDI reverse technology spillover effect has important practical significance for China's technological progress. On the basis of previous studies, this paper adopts the methods of normative analysis and empirical research to further explore the contribution of reverse technology spillover to domestic technological progress, along with the idea of reverse technology spillover's influence on domestic technological progress. This paper constructs an international Rd spillover regression model with reference to Ch model, and analyzes the relevant economic data of China from 1985 to 2011. This paper studies the correlation between the domestic R & D capital stock and the foreign R D capital stock and the total factor productivity growth rate in China, and explores the effect of the adverse technology spillover effect of OFDI on the domestic technological progress. The results show that: first, China's OFDI has a positive positive effect on domestic technological progress, but there is a lag in time; second, domestic independent R & D and innovation are still the main forces to promote domestic technological progress. However, at present, domestic independent R & D and innovation capabilities cannot meet the needs of domestic technological progress; third, at this stage, the absorption capacity of advanced technologies transmitted back to China through reverse technology spillover channels is insufficient. The government should pay attention to enhancing the absorption capacity of domestic industry to reverse technology spillover. The government should pay attention to the effect of the development of foreign direct investment on the economic growth. Through OFDI, the foreign advanced technology can be reversely diffused to the domestic related industries, which is conducive to improving the domestic productivity. The technical content of the products and the realization of the industrial chain to the high-end extension. In the end, this paper puts forward two major policy suggestions for the development of China's current FDI: first, to pay attention to the development of technology-acquired FDI; second, to enhance the absorption capacity of domestic industries to reverse technology spillover.
