【摘要】：我國自改革開放以來已取得了連續(xù)30多年的高速經(jīng)濟(jì)增長,其所依據(jù)的原則是鄧小平先生曾提出的“讓一部分人先富起來,再帶動(dòng)其他人富起來”。這看似平淡語言的背后,隱藏的是經(jīng)濟(jì)學(xué)的一個(gè)基本理論一非均衡經(jīng)濟(jì)發(fā)展。中國經(jīng)濟(jì)發(fā)展所遵循的軌跡是優(yōu)先發(fā)展東部沿海地區(qū),在東部地區(qū)經(jīng)濟(jì)發(fā)展取得不菲的成就后進(jìn)而帶動(dòng)中西部地區(qū)的發(fā)展。不可避免的,經(jīng)過幾十年的發(fā)展之后,中國的經(jīng)濟(jì)出現(xiàn)了地區(qū)經(jīng)濟(jì)水平發(fā)展不平等、各地收入水平分化過重的不良局面。這種情況不僅僅體現(xiàn)在整個(gè)的中國經(jīng)濟(jì)基本面,甚至在各個(gè)省內(nèi),也出現(xiàn)了省內(nèi)區(qū)域發(fā)展不平等的常態(tài)狀況。在筆者的家鄉(xiāng)—安徽,省內(nèi)各縣市經(jīng)濟(jì)發(fā)展不平衡的現(xiàn)象也是一直存在的。這是區(qū)域經(jīng)濟(jì)經(jīng)濟(jì)發(fā)展過程中不可避免的現(xiàn)象,它本身是市場經(jīng)濟(jì)發(fā)展在一定時(shí)期的結(jié)果,有著它積極的一面；同時(shí),它又會(huì)加劇區(qū)域沖突,影響經(jīng)濟(jì)發(fā)展,不利于人民生活的穩(wěn)定和社會(huì)的和諧。所以,區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展是解決經(jīng)濟(jì)社會(huì)發(fā)展、實(shí)現(xiàn)人民生活安康的重要舉措,安徽省更應(yīng)堅(jiān)持走協(xié)調(diào)發(fā)展的道路,實(shí)現(xiàn)國民經(jīng)濟(jì)又快又好的發(fā)展。 首先,本文對一些區(qū)域經(jīng)濟(jì)理論和文獻(xiàn)進(jìn)行了梳理,包括經(jīng)濟(jì)增長理論、區(qū)域發(fā)展不平衡理論等,并簡單介紹了本文運(yùn)用的實(shí)證研究方法。然后,以安徽省16個(gè)地級市為研究的基本單元,運(yùn)用了10年的數(shù)據(jù),測算了安徽省的區(qū)域經(jīng)濟(jì)發(fā)展差異及其演變過程。從測算的結(jié)果看出,安徽省區(qū)域經(jīng)濟(jì)差異總體上呈現(xiàn)出逐年擴(kuò)大的趨勢,接著運(yùn)用了聚類分析等方法重點(diǎn)分析了安徽區(qū)域經(jīng)濟(jì)發(fā)展差異的空間特征,發(fā)現(xiàn)安徽省區(qū)域經(jīng)濟(jì)差異在地理分布上的層次性。再次,本文從自然、區(qū)位、資本、產(chǎn)業(yè)結(jié)構(gòu)、制度方面入手,對安徽區(qū)域經(jīng)濟(jì)差異的原因進(jìn)行了分析,并借助相關(guān)的分析工具進(jìn)行了論證。最后,本文借鑒發(fā)達(dá)地區(qū)經(jīng)濟(jì)發(fā)展的相關(guān)經(jīng)驗(yàn),并結(jié)合安徽省的自身特點(diǎn),根據(jù)各地級市的當(dāng)?shù)靥厣?提出安徽省區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展對策和建議。
[Abstract]:Since the reform and opening up, China has made rapid economic growth for more than 30 years, which is based on the principle put forward by Mr. Deng Xiaoping, "Let some people get rich first, and then drive others to become rich". Behind this seemingly plain language, there is a fundamental theory of economics-unbalanced economic development. The track of China's economic development is to give priority to the development of the eastern coastal areas, and then drive the development of the central and western regions after the economic development of the eastern regions has made remarkable achievements. Inevitably, after decades of development, China's economy has emerged the regional economic level of unequal development, income levels in all parts of the excessive division of the bad situation. This situation is not only reflected in the whole Chinese economic fundamentals, even in various provinces, there is a normal situation of regional development inequality within the province. In the author's hometown-Anhui, the economic development of counties and cities in the province has been uneven phenomenon. This is an inevitable phenomenon in the process of regional economic development. It itself is the result of the development of the market economy in a certain period and has its positive side. At the same time, it will aggravate regional conflicts and affect economic development. It is not conducive to the stability of the people's life and social harmony. Therefore, the coordinated development of regional economy is an important measure to solve the economic and social development and realize the well-being of the people. Anhui Province should adhere to the road of coordinated development and realize the rapid and good development of the national economy. First of all, this paper reviews some regional economic theories and literature, including economic growth theory, regional development imbalance theory and so on, and briefly introduces the empirical research methods used in this paper. Then, taking 16 prefecture-level cities in Anhui Province as the basic unit of study, using the data of 10 years, the paper calculates the regional economic development difference and its evolution process of Anhui Province. The results show that the regional economic differences in Anhui Province are increasing year by year, and then the spatial characteristics of the regional economic development differences in Anhui Province are analyzed by cluster analysis and other methods. Found the regional economic differences in Anhui Province in the geographical distribution of hierarchy. Thirdly, this paper analyzes the causes of the regional economic differences in Anhui from the aspects of nature, location, capital, industrial structure and system. Finally, this paper draws lessons from the relevant experience of economic development in developed regions, and combines the characteristics of Anhui Province, according to the local characteristics of each prefecture-level city, puts forward the countermeasures and suggestions for the coordinated development of regional economy in Anhui Province.
