【摘要】：作為高級的生產要素,技術標準已經成為企業(yè)開展市場競爭的有效工具、國家實施產業(yè)競爭的必要條件,對我國的國際競爭力會產生直接的影響。隨著國際分工的深化和科技創(chuàng)新步伐的加快及其周期的縮短,區(qū)域或國別之間的競爭越來越表現(xiàn)為以技術創(chuàng)新為基礎的產業(yè)技術標準之間的競爭。我國正處于產業(yè)發(fā)展轉型的關鍵時期,必須尋求走產業(yè)技術標準的發(fā)展戰(zhàn)略。本土市場規(guī)模是我國擁有的一個重要的比較優(yōu)勢,目前相對于國際市場需求萎縮的狀況,我國內需市場仍然繼續(xù)保持蓬勃發(fā)展的良好勢頭,而且新一輪產業(yè)技術標準的發(fā)展愈加依賴于具有足夠規(guī)模和高速需求增長的新興市場。因此,把我國產業(yè)技術標準的發(fā)展建立在堅實的科技創(chuàng)新和規(guī)�；谋就潦袌鲂枨笾�,將有利于促進我國經濟的內生增長,和推進技術標準的創(chuàng)立。 產業(yè)技術標準的發(fā)展處在一個動態(tài)的復雜系統(tǒng)中,內部、外部各種錯綜復雜因素和力量的交織影響,使得它的演進過程表現(xiàn)出特有的規(guī)律性,并且每個階段都具有不同的特征。本文從生命周期理論的角度系統(tǒng)地闡述了產業(yè)技術標準的演進規(guī)律和特征,并基于初創(chuàng)期、成長期、成熟期、衰退期這四個階段,來分析產業(yè)技術標準創(chuàng)立的影響因素和支撐條件。沿著上述的思想,提出了本土技術標準轉化為國際技術標準的條件,并從微觀、中觀和宏觀三個維度來加以闡述。 圍繞本文構建的邏輯機理,論述了具有規(guī)模效應的本土市場需求能為產業(yè)技術標準的創(chuàng)立提供切入點,同時也能為后續(xù)的標準推廣提供強大的安裝基礎。首先,具有規(guī)模效應的本土市場需求能夠內生地推動國內技術創(chuàng)新,為標準創(chuàng)立提供基礎性的技術支持；其次,具有規(guī)模效應的本土市場有利于標準產品的推廣并促使技術迅速走向成熟；最后,具有規(guī)模效應的本土市場需求能夠誘導跨國公司的產品和技術針對我國的市場需求結構進行適應性改造,同時推動跨國公司和我國本土企業(yè)進行技術合作,在這過程中的互動有利于技術標準的國際推廣和國際技術標準聯(lián)盟的建立。 基于本文邏輯機理的系統(tǒng)闡述,引入了我國具有自主知識產權的3G標準TD-SCDMA案例,作為實證,該案例本身所具有的特殊性與典型性很好地說明與拓展了本文所需要闡述的理論框架。緊接著,在論文的后半部分,作者立足于提升我國科技創(chuàng)新能力和促進產業(yè)結構優(yōu)化調整的現(xiàn)實需求,基于本土龐大、高速增長的內需市場,以創(chuàng)立產業(yè)技術標準為目標,緊緊圍繞本文的邏輯思路,針對如何推動內需市場的持續(xù)增長、提升本土企業(yè)的創(chuàng)新能力、加快產業(yè)技術標準的建立,提出了相關的政策建議。
[Abstract]:As an advanced factor of production, technical standard has become an effective tool for enterprises to carry out market competition. The necessary conditions for the national implementation of industrial competition will have a direct impact on the international competitiveness of our country. With the deepening of the international division of labor and the acceleration of the pace of scientific and technological innovation and the shortening of its cycle, the competition between regions or countries is more and more reflected in the competition between industrial technical standards based on technological innovation. Our country is in the key period of industrial development transition, we must seek the development strategy of industrial technical standard. The scale of the domestic market is an important comparative advantage of our country. At present, compared with the shrinking demand in the international market, China's domestic demand market continues to maintain a good momentum of vigorous development. And a new round of industrial technology standards is increasingly dependent on emerging markets with large enough and high-speed demand growth. Therefore, it is beneficial to promote the endogenous growth of China's economy and promote the establishment of technical standards by basing the development of China's industrial technology standards on the solid scientific and technological innovation and the demand of the local market on a large scale. The development of industrial technical standards is in a dynamic complex system. The interweaving of internal and external complicated factors and forces makes the evolution process of industrial technical standards show unique regularity and each stage has different characteristics. From the perspective of life cycle theory, this paper systematically expounds the evolution laws and characteristics of industrial technical standards, and based on the four stages of initial, growth, maturity and decline, To analyze the industrial technical standards of the establishment of the factors and support conditions. Along with the above ideas, this paper puts forward the conditions for transforming native technology standards into international technical standards, and expounds them from three dimensions: micro, meso and macro. Based on the logical mechanism of this paper, the paper discusses that the demand of local market with scale effect can provide a breakthrough point for the establishment of industrial technical standards, and also provide a strong installation basis for the subsequent standard popularization. First, the domestic market demand with scale effect can promote domestic technological innovation endogenously and provide basic technical support for the establishment of standards. A home market with economies of scale is conducive to the promotion of standard products and to the rapid development of technology; finally, The demand of local market with scale effect can induce the products and technologies of multinational corporations to adapt to the structure of market demand of our country, at the same time, it can promote the technical cooperation between multinational corporations and local enterprises of our country. The interaction in this process is conducive to the international promotion of technical standards and the establishment of an international alliance of technical standards. Based on the systematic explanation of the logic mechanism of this paper, the case of 3G standard TD-SCDMA with independent intellectual property rights in China is introduced as an example. The particularity and typicality of this case illustrate and expand the theoretical framework which this paper needs to expound. Then, in the second half of the thesis, the author bases on the realistic demand of improving the ability of science and technology innovation and promoting the optimization and adjustment of industrial structure, based on the domestic huge and high growth domestic demand market, aiming at the establishment of industrial technical standard. Focusing on the logic of this paper, this paper puts forward some policy suggestions on how to promote the sustained growth of domestic demand market, promote the innovation ability of local enterprises, and speed up the establishment of industrial technical standards.
