【摘要】：當(dāng)今的世界，隨著環(huán)境與生態(tài)問題的日益突出,人們越來越感受到生態(tài)環(huán)境惡化的嚴(yán)重威脅和嚴(yán)峻挑戰(zhàn)，面對繁榮和發(fā)展的機遇和活力，如何保證區(qū)域生態(tài)經(jīng)濟系統(tǒng)平衡，實現(xiàn)生態(tài)建設(shè)和經(jīng)濟建設(shè)之間的良性發(fā)展、協(xié)調(diào)發(fā)展，是每個國家在城鎮(zhèn)化建設(shè)中急需研究和解決的重大的戰(zhàn)略問題。 黃河三角洲地區(qū)位于山東半島北部，包括東營、濱州等19個縣（市、區(qū)），總面積2.65萬平方公里，占山東省總面積的1/6,作為山東省“一體兩翼”總體布局中的北翼，自然資源、土地資源豐富，開發(fā)潛力巨大，是山東半島重要的經(jīng)濟增長極，必將為全省經(jīng)濟社會持續(xù)健康快速發(fā)展注入后勁。國務(wù)院分別于2009年、2011年正式批復(fù)了《黃河三角洲高效生態(tài)經(jīng)濟區(qū)發(fā)展規(guī)劃》和《山東半島藍(lán)色經(jīng)濟區(qū)發(fā)展規(guī)劃》，黃藍(lán)兩大戰(zhàn)略都將黃河三角洲地區(qū)作為重要組成部分，黃河三角洲的開發(fā)建設(shè)正式列入國家海洋發(fā)展戰(zhàn)略和區(qū)域經(jīng)濟發(fā)展戰(zhàn)略。黃河三角洲作為的兩大政策疊加區(qū)，如何在抓住發(fā)展機遇同時又能不斷改善生態(tài)環(huán)境，實現(xiàn)人與自然的和諧發(fā)展，走出一條經(jīng)濟建設(shè)和生態(tài)建設(shè)協(xié)調(diào)發(fā)展、共同發(fā)展的新路子，將生態(tài)建設(shè)和經(jīng)濟建設(shè)的協(xié)調(diào)發(fā)展作為該地區(qū)的核心競爭力，對推進(jìn)黃河三角洲開發(fā)建設(shè)，加快建成特色經(jīng)濟區(qū)域，增強地區(qū)綜合競爭力和整體經(jīng)濟實力，將黃河三角洲地區(qū)打造成為經(jīng)濟繁榮、環(huán)境優(yōu)美、生活富裕的高效生態(tài)典范區(qū)具有十分重要的意義。 在黃河三角洲開發(fā)建設(shè)的進(jìn)程中，仍然存在著許多亟待解決的各種問題和矛盾。本文結(jié)合黃河三角洲發(fā)展的實際和規(guī)律，對黃河三角洲的生態(tài)建設(shè)和經(jīng)濟建設(shè)協(xié)調(diào)發(fā)展路徑進(jìn)行研究，，研究的主要內(nèi)容包括以下幾個方面: 1、對黃河三角洲生態(tài)建設(shè)和經(jīng)濟建設(shè)協(xié)調(diào)發(fā)展進(jìn)行了必然性分析。闡述了必須從高效生態(tài)入手，生態(tài)建設(shè)和經(jīng)濟建設(shè)協(xié)調(diào)發(fā)展是黃三角可持續(xù)發(fā)展的必由之路。 2、對黃河三角洲生態(tài)建設(shè)和經(jīng)濟建設(shè)協(xié)調(diào)發(fā)展進(jìn)行了SWOT分析。主要分析了影響和制約黃三角自然生態(tài)環(huán)境與社會經(jīng)濟協(xié)調(diào)發(fā)展的優(yōu)勢和劣勢，分析了黃三角可持續(xù)發(fā)展中面臨的政策環(huán)境、自然環(huán)境的機遇和挑戰(zhàn)。 3、明確黃河三角洲戰(zhàn)略定位，提出生態(tài)建設(shè)和經(jīng)濟建設(shè)協(xié)調(diào)發(fā)展的思路與措施。指出黃河三角洲協(xié)調(diào)發(fā)展應(yīng)轉(zhuǎn)變經(jīng)濟增長方式，突出高效生態(tài)發(fā)展新模式，加快結(jié)構(gòu)調(diào)整，推進(jìn)高效生態(tài)產(chǎn)業(yè)發(fā)展，大力發(fā)展循環(huán)經(jīng)濟，走新型工業(yè)化道路，注重科技引領(lǐng)，加強技術(shù)支撐，完善法規(guī)政策，拓寬生態(tài)環(huán)境建設(shè)融資渠道，深入持久地開展環(huán)保宣傳教育工作，抓好以城市空氣、水環(huán)境質(zhì)量等生態(tài)環(huán)境治理為主要內(nèi)容的生態(tài)建設(shè)。 本文通過理論研究與一般經(jīng)驗總結(jié)分析，進(jìn)行了黃河三角洲生態(tài)建設(shè)與經(jīng)濟建設(shè)協(xié)調(diào)發(fā)展SWOT分析，明確黃三角發(fā)展的戰(zhàn)略定位與取向，提出黃河三角洲生態(tài)建設(shè)與經(jīng)濟建設(shè)協(xié)調(diào)發(fā)展的思路與措施，以期對黃河三角洲開發(fā)建設(shè)提供具有一定價值的理論范式支撐和實踐參考依據(jù)。
[Abstract]:In today's world, with the increasingly prominent environmental and ecological problems, people are increasingly feeling the serious threat and severe challenge of ecological environment deterioration. Facing the opportunities and vitality of prosperity and development, how to balance the regional ecological and economic system, realize the benign development between ecological construction and economic construction, and coordinate development, is every country. Major strategic problems need to be studied and resolved in the process of urbanization.
The Yellow River delta is located in the northern part of the Shandong Peninsula, including 19 counties (cities and districts) such as Dongying and Binzhou, with a total area of 26 thousand and 500 square kilometers, accounting for 1/6 of the total area of Shandong province. As the north wing of the overall layout of the "one body and two wings" of Shandong Province, natural resources, land resources are rich, and the development potential is huge. It is an important economic growth pole of the Shandong peninsula. It is bound to be an important economic growth pole. In 2009, the State Council formally approved the development plan of the the Yellow River delta high efficiency eco economic zone and the blue economic zone of Shandong Peninsula in 2011, and the two major strategies of yellow and blue as an important part of the the Yellow River Delta, and the development and construction of the the Yellow River Delta. It is set up to be formally included in the national marine development strategy and regional economic development strategy. As the two major policy superposition area of the the Yellow River Delta, how to seize the development opportunities and improve the ecological environment at the same time, realize the harmonious development of human and nature, go out of a new way of economic construction and ecological construction, the new way of common development, and the ecological development. As the core competitiveness of the region, the coordinated development of construction and economic construction will promote the development and construction of the the Yellow River Delta, speed up the construction of the characteristic economic region, enhance the regional comprehensive competitiveness and overall economic strength, and make the the Yellow River Delta region a very prosperous and efficient ecological model area with a rich environment and a rich environment. In the process of the development and construction of the the Yellow River Delta, there are still many problems and contradictions to be solved. This paper studies the coordinated development path of ecological construction and economic construction in the the Yellow River Delta. The main contents of this study include the following aspects: the reality and the law of the development of the the Yellow River Delta.
1, the necessity of the coordinated development of ecological construction and economic construction in the Yellow River delta is analyzed. It is stated that it is necessary to start with the efficient ecology. The coordinated development of ecological construction and economic construction is the only way for the sustainable development of the Yellow River Delta.
2, the SWOT analysis of the coordinated development of ecological construction and economic construction in the Yellow River delta is carried out. The advantages and disadvantages of influencing and restricting the coordinated development of the natural ecological environment and social economy in the Yellow River Delta are mainly analyzed, and the policy environment and the opportunities and challenges of the natural environment are analyzed.
3, make clear the strategic orientation of the the Yellow River Delta and put forward the ideas and measures for the coordinated development of ecological construction and economic construction. It is pointed out that the coordinated development of the Yellow River delta should change the mode of economic growth, highlight the new mode of high efficiency ecological development, accelerate the structural adjustment, promote the development of high efficiency ecological industry, vigorously develop the circular economy and take a new road of industrialization. We should take the lead of science and technology, strengthen the technical support, perfect the regulations and policies, broaden the financing channels of the ecological environment construction, carry out the work of environmental protection publicity and education, and grasp the ecological environment of the urban air and the quality of the water environment as the main content of ecological construction.
Through theoretical research and general experience summary and analysis, this paper carries out the SWOT analysis of the coordinated development of ecological construction and economic construction in the Yellow River Delta, defines the strategic orientation and orientation of the development of the Yellow River Delta, and puts forward the ideas and measures for the coordinated development of ecological construction and economic construction in the Yellow River Delta, with a view to providing the development and construction of the Yellow River Delta. The theoretical paradigm of certain value supports and practices reference.
