【摘要】：區(qū)域經(jīng)濟差異一直是經(jīng)濟學中研究的熱點問題,呼包鄂榆經(jīng)濟區(qū)位于西北內(nèi)蒙古自治區(qū)和陜西省榆林市的交界地帶,是西部大開發(fā)中的一個重要經(jīng)濟區(qū)。該區(qū)域區(qū)位優(yōu)勢明顯,戰(zhàn)略地位突出。同時也是西北地區(qū)的重要經(jīng)濟圈,中國最富裕的地區(qū)之一。該區(qū)域在促進內(nèi)蒙古自治區(qū)和陜西省的經(jīng)濟發(fā)展方面起到了巨大的作用。 研究該區(qū)域的縣域經(jīng)濟空間分異,對于促進呼包鄂榆經(jīng)濟區(qū)區(qū)域可持續(xù)發(fā)展具有重要的實踐價值。本研究中綜合運用了人文地理學、經(jīng)濟地理學、區(qū)域經(jīng)濟學、GIS等多門學科,結合相關理論和定量分析方法,以呼包鄂榆經(jīng)濟區(qū)32個區(qū)縣為研究對象,對呼包鄂榆經(jīng)濟區(qū)縣域經(jīng)濟空間分異進行了系統(tǒng)研究,得出了以下幾個結論： (1)從縣域經(jīng)濟空間差異的空間格局上看：①呼包鄂榆經(jīng)濟區(qū)的經(jīng)濟發(fā)展“馬太效應”特征明顯,不發(fā)達縣域日趨邊緣化；②2002、2005、2008、2011年全局Moran指數(shù)都大于0,呈現(xiàn)正相關性,根據(jù)全局自相關的定義,表明該區(qū)域的經(jīng)濟發(fā)展水平在地理空間分布上有“趨同俱樂部”的特征,即經(jīng)濟發(fā)達區(qū)域趨于集中分布,落后區(qū)域集中分布在一塊。 (2)從縣域經(jīng)濟空間分異的過程來看：2002—2011年呼包鄂榆經(jīng)濟區(qū)的經(jīng)濟重心南移趨勢顯著,鄂爾多斯市的經(jīng)濟發(fā)展水平在該區(qū)域中已經(jīng)遙遙領先,成為區(qū)域增長極。 (3)運用灰色關聯(lián)分析方法探討了影響縣域經(jīng)濟差異的成因,得出：自然因素、政策因素、社會經(jīng)濟因素是影響縣域經(jīng)濟空間分異的主導因素。 (4)針對呼包鄂榆經(jīng)濟區(qū)縣域經(jīng)濟差異格局及其成因,提出了區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的對策及其建議：①培育區(qū)域增長極,促使增長極發(fā)揮集聚及其擴散效應；②協(xié)調(diào)各區(qū)域之間的產(chǎn)業(yè)分工與合作,帶動落后縣域的經(jīng)濟發(fā)展：③加快推進區(qū)域產(chǎn)業(yè)結構轉換與升級,大力促進可循環(huán)經(jīng)濟的發(fā)展；④大力推進不同省際行政區(qū)的區(qū)域合作。
[Abstract]:Regional economic difference has always been a hot topic in economics. Hubao Eyu Economic Zone is located at the junction of Northwest Inner Mongolia Autonomous region and Yulin City of Shaanxi Province. It is an important economic zone in the development of western China. The regional location advantage is obvious, the strategic position is outstanding. It is also an important economic circle in the Northwest, one of the richest regions in China. The region has played a huge role in promoting the economic development of Inner Mongolia Autonomous region and Shaanxi Province. It is of great practical value to study the spatial differentiation of county economy in this area for promoting the sustainable development of Hubao Eyu economic zone. In this study, we comprehensively applied humanities geography, economic geography, regional economics and GIS, combined with relevant theories and quantitative analysis methods, taking 32 districts and counties of Hubao Eyu Economic Zone as the research objects. This paper systematically studies the spatial differentiation of county economy in Hubao Eyu Economic Zone, and draws the following conclusions: 1) from the spatial pattern of spatial difference of county economy, the characteristics of "Matthew effect" in the economic development of the economic zone of Wang 1-Hu-hu-yu are obvious. The underdeveloped counties are increasingly marginalized in 20022002 / 2005 / 2008, and the overall Moran index in 2011 is all greater than 0, showing a positive correlation. According to the definition of global autocorrelation, it is shown that the level of economic development in this region has the characteristics of "convergent club" in geographical spatial distribution, that is, the economically developed regions tend to be centralized distribution, and the backward regions are concentrated in one place. 2) from the process of spatial differentiation of county economy, we can see that the economic center of Hubao Eyu Economic Zone moved southward from 2002 to 2011, and the economic development level of Ordos City has been far ahead in this region and has become the regional growth pole. 3) using the method of grey correlation analysis, this paper probes into the causes of the difference of county economy, and concludes that natural factors, policy factors and social and economic factors are the dominant factors influencing the spatial differentiation of county economy. (4) aiming at the difference pattern of county economy in Hubao Eyu Economic Zone and its causes, this paper puts forward the countermeasures and suggestions of coordinated development of regional economy, and puts forward some suggestions on cultivating regional growth pole, which will promote the growth pole to exert the effect of agglomeration and diffusion. (2) coordinate the industrial division and cooperation among different regions, promote the economic development of backward counties: 3, accelerate the transformation and upgrading of regional industrial structure, and vigorously promote the development of circular economy.
