【摘要】：在全球化時代背景下,城市群作為我國最具活力的區(qū)域和參與國際競爭的基本單元,其發(fā)展正深刻地影響著我國的國際競爭力。城市群通過產業(yè)集聚和發(fā)散的功能使其在區(qū)域間、國際上參與全球分工、互相競爭、尋求交流與合作,并影響著21世紀全球經濟的新格局。國家“十一五”規(guī)劃指出,要把城市群作為推進城鎮(zhèn)化建設的主體形態(tài),將其作為中國未來經濟發(fā)展中最具活力和潛力的增長極。我國現已形成23個城市群,其快速擴張和發(fā)展已成為帶有普遍意義的不可阻擋之勢。近年來,城市群經濟的發(fā)展已受到理論界和實踐部門的極大關注,但是目前對影響城市群經濟發(fā)展的基本動力因素仍不清晰,缺少對經濟發(fā)展機制的闡釋和升華。 本文結合當前社會經濟發(fā)展的時代特征,以南北欽防城市群為研究對象,以眾多前輩在城市群相關理論的研究為基礎,在經濟學、地理學等相關理論的指導下,對南北欽防城市群經濟發(fā)展機制展開研究,具體分析南北欽防城市群經濟職能定位、產業(yè)結構調整、經濟空間布局變化的規(guī)律和趨勢,具有重要的理論意義和現實意義。通過相關研究,不僅可以彌補現有城市群經濟發(fā)展理論研究的不足,豐富西部城市群經濟發(fā)展的研究內容,進而為我國經濟領域改革的實質性推進方面提供新思路和新路徑。同時可以為西部沿海地區(qū)的經濟發(fā)展提供現實指導,進而為南北欽防城市群建設、產業(yè)結構發(fā)展、經濟空間優(yōu)化運行、經濟職能提升制定合理的發(fā)展規(guī)劃。 本研究在明確認識城市群經濟發(fā)展內涵的前提下,對影響城市群經濟發(fā)展本質的動力因素進行提煉和總結,進而分析重點因素在經濟運行中的影響和作用,采用宏觀——中觀——微觀尺度相結合、定性分析和定量分析相結合的方法,歸納總結南北欽防城市群經濟職能定位、產業(yè)結構調整、經濟空間布局的規(guī)律,對當前時代背景下南北欽防城市群經濟發(fā)展的動力因素及實現經濟發(fā)展內涵的作用機制展開深入的分析,進而預測其發(fā)展趨勢。論文分為以下七個部分： 第一章,導論。主要討論論文的選題背景和研究價值,指出南北欽防城市群經濟發(fā)展的重要性。在對相關研究歸納和整理的基礎上,提出論文研究的思路、重點和方法。南北欽防城市群目前經濟增速較快,但正遭遇經濟發(fā)展質量不高的問題,研究其經濟發(fā)展機制對豐富西部城市群經濟發(fā)展理論和指導城市群經濟發(fā)展具有十分重要的意義,由此提出論文研究的主題。南北欽防城市群經濟發(fā)展的內涵,就是要實現經濟職能提升、產業(yè)結構高級化和經濟空間優(yōu)化布局,即要以影響城市群經濟發(fā)展的動力因素為基礎,形成相應完善的城市群經濟發(fā)展動力機制。 第二章,城市群經濟發(fā)展理論框架的構建。基于現階段城市群經濟發(fā)展影響因素的系統(tǒng)性特點,從理論上構建各種影響城市群經濟發(fā)展因素的作用機制。經濟全球化、區(qū)域整合、信息化、交通通達性、技術水平、綠色環(huán)保等是現階段城市群經濟發(fā)展的重要因素,城市群經濟發(fā)展機制則是以六個動力因素的相互作用及其在實現經濟職能定位提升、產業(yè)結構優(yōu)化、經濟布局合理等經濟發(fā)展內涵中的關系。 第三章,南北欽防城市群經濟發(fā)展歷程。本章從城市群經濟職能定位、產業(yè)結構演替、經濟布局變化等方面探討南北欽防城市群經濟發(fā)展的歷程。通過分析認為,南北欽防城市群經濟職能定位由地區(qū)中心城市群轉變?yōu)橹匾膰H區(qū)域經濟合作區(qū)；產業(yè)結構正由農業(yè)為主導,逐步向高級化發(fā)展；經濟空間布局呈現出集聚化和分散化并存、新生集聚點不斷呈現的特征。 第四章,南北欽防城市群經濟職能定位研究�；诔鞘腥旱慕洕毮芗斜憩F在調節(jié)經濟部門分工、市場監(jiān)管和提供服務和產品等方面,本文以經濟全球化因素和區(qū)域整合因素為主導,以外資視角下外商投資對城市群經濟的影響分析其投資開放程度,以外貿視角下的貿易依存度分析城市群參與國際分工的類型。同時,以西部12省區(qū)經濟發(fā)展態(tài)勢及分工格局為參照系,選取經濟發(fā)展的六個角度及24個指標建立城市群綜合競爭力評價體系,進而結合中國—東盟自由貿易區(qū)和自身產業(yè)優(yōu)勢提升南北欽防城市群的定位。 第五章,南北欽防城市群產業(yè)結構優(yōu)化研究。本章以經濟全球化、技術水平、綠色環(huán)保等因素為主導,以外資和外貿結構、信息技術的影響、技術創(chuàng)新的市場和產業(yè)需求、經費供給、產業(yè)和能源結構改善政策等方面對南北欽防城市群產業(yè)結構發(fā)展的影響和動力體系加以分析,完善南北欽防城市群的產業(yè)調整政策和機制。 第六章,南北欽防城市群經濟空間布局研究。本章以交通通達性、信息化和經濟全球化因素為主導,從南北欽防城市群空間結構的形成與變遷和重要的空間單元入手,分析其經濟空間結構現狀。以區(qū)位交通通達性的空間節(jié)點、空間軸與專業(yè)化的產業(yè)集聚單元耦合,得出南北欽防城市群經濟空間聚合程度的基本判斷,以產業(yè)和空間兩個層面來研究南北欽防城市群區(qū)域經濟差距和影響,以產業(yè)的優(yōu)化合理配置為目標,得出經濟空間結構布局的發(fā)展趨勢和價值取向。 第七章.結論與討論。通過對南北欽防城市群經濟發(fā)展的研究發(fā)現,南北欽防城市群經濟發(fā)展特點主要有：(1)相對于東部沿海城市群經濟全球化作用較小。(2)區(qū)域整合的作用機制與國際化大都市相比存在差距。(3)內生性技術創(chuàng)新活動較為弱勢。(4)政策是經濟發(fā)展動力的媒介。(5)傳統(tǒng)優(yōu)勢產業(yè)需要適當留存。從南北欽防城市群的經濟發(fā)展軌跡來看,經歷了經濟職能定位不斷提升,產業(yè)結構不斷高級化和經濟空間結構逐漸復雜化的過程。 從南北欽防城市群的經濟發(fā)展機制的作用關系來看,(1)南北欽防城市群更多的商機、更大的潛力,在于如何利用好“中國——東盟集散和交易中心”這一無形資源,成為中國與東盟實現雙向投資和經貿合作的物流中心、人流中心、資金流中心和信息流中心。(2)南北欽防城市群產業(yè)結構的高級化發(fā)展要依托機械設備制造業(yè)支撐發(fā)展、生產性服務業(yè)協(xié)調發(fā)展、傳統(tǒng)優(yōu)勢產業(yè)深度開發(fā)和高新技術產業(yè)的探索式發(fā)展。(3)未來南北欽防城市群經濟空間布局變化的趨勢主要有：一是經濟空間結構集中化與分散化并行；二是經濟核心區(qū)域的邊緣化；三是城市群中心城區(qū)清潔化。
[Abstract]:Under the background of globalization , the city group is the most dynamic region of our country and the basic unit participating in international competition . Its development is deeply affecting the international competitiveness of our country . In recent years , the development of the city group has become the most dynamic and potential growth pole in China ' s future economic development .

Combining with the characteristics of the current social and economic development , this paper studies the economic development mechanism of the north - south Qingnu city group based on the research of the theory of urban agglomerations in the north and south , and analyzes the economic development mechanism of the north and the south in the guidance of the relevant theories such as economics and geography . It can provide practical guidance for the economic development of the western coastal areas , and further develop the reasonable development plan for the construction of the urban agglomeration , industrial structure development , economic space optimization and economic functions .

Based on the clear understanding of the connotation of the economic development of the urban agglomerations , this study summarizes and summarizes the dynamic factors that affect the essence of the economic development of the urban agglomerations , and then analyzes the influence and function of the key factors in the economic operation , summarizes the economic function positioning , industrial structure adjustment and economic space layout of the north - south Qingnu city group , and analyzes the dynamic factors of the economic development of the north and south in the background of the current time and the mechanism of realizing the connotation of the economic development . The paper is divided into seven parts :

In the first chapter , the paper mainly discusses the background and the research value of the thesis , and points out the importance of the economic development of the city group .

The second chapter is the construction of the theory frame of the economic development of the city group . Based on the systematic characteristics of the influencing factors of the economic development of the urban agglomerations in the present stage , the paper constructs various mechanisms that influence the economic development of the urban agglomerations . The economic globalization , the regional integration , the informatization , the transportation accessibility , the technology level , the green environmental protection and so on are the important factors of the economic development of the urban agglomerations .

In chapter 3 , the course of the economic development of the north - south Qingnu city group is discussed in this chapter . This chapter discusses the course of the economic development of the north and south in the aspects of the location of the economic functions of the city group , the succession of the industrial structure and the change of the economic layout .
The industrial structure is dominated by agriculture , and gradually advanced to the advanced development ;
The economic spatial layout is characterized by the coexistence of centralization and decentralization , and the continuous presentation of the new accumulation point .

On the basis of the factors of economic globalization and regional integration factors , this paper focuses on the economic globalization factors and regional integration factors , and analyzes the influence of foreign investment on the economy of the urban agglomerations in the view of foreign investment . At the same time , the paper takes the economic development situation and division pattern of the western region 12 as the reference system , selects six angles of economic development and 24 indexes to establish the evaluation system of the comprehensive competitiveness of the urban agglomerations , and then combines the advantages of China - ASEAN Free Trade Area and its own industry to promote the positioning of the urban agglomeration of the north and south .

In chapter 5 , the study on the optimization of the industrial structure of the urban agglomerations in the north and south of China is discussed in this chapter , which is based on the factors such as economic globalization , technology level , green environmental protection and so on , and analyzes the influence of the structure of foreign capital and foreign trade , the influence of information technology , the market of technological innovation and the improvement of energy structure .

In chapter 6 , the research on the economic spatial distribution of the urban agglomerations in the north and south of China is carried out . This chapter starts with the formation and change of the space structure and the important space unit of the urban agglomeration in the north and south , and analyzes the present situation of the economic space structure .

Chapter 7 . Conclusion and Discussion . Through the study of the economic development of the North - South Qingnu city group , the characteristics of the economic globalization of the North - South Qingnu city group are as follows : ( 1 ) Compared with the eastern coastal city group , the economic globalization is relatively small . ( 2 ) The mechanism of regional integration is weaker than that of the international metropolis .

From the perspective of the relationship between the economic development mechanism of the north and south Qingnu city group , ( 1 ) the more business opportunity and potential of the North - South Qingnu city group is the logistics center , the human flow center , the fund flow center and the information flow center which realize the two - way investment and economic and trade cooperation between China and ASEAN .

Third , the center of the urban agglomerations is cleaner .
