【摘要】：本研究通過對塞拉利昂私有化政策實(shí)施過程和影響的評估，發(fā)掘私有化進(jìn)程中出現(xiàn)的問題，并探索在如塞拉利昂這樣的發(fā)展中國家實(shí)施私有化政策的前景。根據(jù)研究目的，論文的主要前提假設(shè)是，在內(nèi)外因的綜合作用下，為了實(shí)現(xiàn)既定目標(biāo)，相應(yīng)私有化政策已經(jīng)被制定和實(shí)施，但是因?yàn)檎邔?shí)施中的一些障礙，政策尚未能達(dá)到預(yù)期目標(biāo)。論文用政策實(shí)施相關(guān)理論及私有化的概念框架對數(shù)據(jù)進(jìn)行處理，并通過對比分析總結(jié)出塞拉利昂的私有化發(fā)展現(xiàn)狀。分析結(jié)果表明，由于國有企業(yè)運(yùn)營環(huán)境的惡化和新民主政府觀念的轉(zhuǎn)變，在國際慈善組織的建議下，塞拉利昂政府已經(jīng)開始著手制定和實(shí)施私有化政策。不同的人群共同促成了私有化政策的制定和實(shí)施，包括一些政治人物如總統(tǒng)、財(cái)政部長、私有化全國委員會的主席和成員、政府高官、國會議員及商界和慈善機(jī)構(gòu)。然而，，也有一些重要的團(tuán)體反對私有化，如私營企業(yè)的員工、工會代表。在塞拉利昂，因?yàn)檎邔?shí)施中的一些障礙，私有化的政策目標(biāo)尚未達(dá)到。同時(shí)某些政策內(nèi)容上還存有一定缺陷，、而政策實(shí)施中的一些相關(guān)問題更為緊迫，如企業(yè)單位的評估、投標(biāo)人的選擇、欠發(fā)達(dá)的資本市場、投資者匱乏及公共組織發(fā)展不足。盡管從整體上來說，塞拉利昂私有化政策的前景尚不明朗，然而它對于整個(gè)國家的發(fā)展來說十分必要，因?yàn)樵谌蚧褪袌龌臅r(shí)代，政府不可能繼續(xù)運(yùn)營這些虧損的企業(yè)。不過，在私有化政策的實(shí)施過程中應(yīng)當(dāng)注意方式、謹(jǐn)慎開展。
[Abstract]:Through the assessment of the process and impact of the privatization policy in Sierra Leone, this study explores the problems in the privatization process and explores the prospects of implementing the privatization policy in developing countries such as Sierra Leone. According to the purpose of the study, the main premise of the paper is that the corresponding privatization policy has been formulated and implemented in order to achieve the established goal under the combined action of internal and external factors, but because of some obstacles in the implementation of the policy, The policy has yet to reach its desired goal. This paper deals with the data with the relevant theory of policy implementation and the conceptual framework of privatization, and sums up the present situation of privatization development in Sierra Leone through comparative analysis. The results show that due to the deterioration of the operating environment of state-owned enterprises and the transformation of the concept of the new democratic government, the Government of Sierra Leone has begun to formulate and implement privatization policies at the suggestion of international charity organizations. Different groups of people work together to shape and implement privatisation policies, including politicians such as the president, finance minister, chairman and member of the privatisation national commission, senior government officials, members of Congress, and business and charities. However, there are also important groups opposed to privatization, such as private sector employees, union representatives. In Sierra Leone, the policy goal of privatization has yet to be met because of some obstacles to policy implementation. At the same time, there are some defects in some policy contents, and some related problems in the policy implementation are more urgent, such as the evaluation of enterprise units, the selection of bidders, the underdeveloped capital market, the lack of investors and the underdevelopment of public organizations. Although the overall outlook for Sierra Leone's privatisation policy is uncertain, it is necessary for the development of the country as a whole, because in an era of globalization and marketization, the government cannot continue to operate these loss-making businesses. However, in the privatization policy implementation process should pay attention to the way, carefully carried out.
