【摘要】：習(xí)近平同志提出,全面深化改革,就是要推進(jìn)高水平的對(duì)外開(kāi)放。"五大規(guī)劃"是黑龍江新一屆省委領(lǐng)導(dǎo)班子提出的新的發(fā)展理念,也是黑龍江省正在深入實(shí)施的五大國(guó)家戰(zhàn)略。"五大規(guī)劃"戰(zhàn)略的提出,將從項(xiàng)目立省、產(chǎn)業(yè)強(qiáng)省、口岸興省、資源托省、生態(tài)護(hù)省等多個(gè)角度,改變黑龍江省沿邊開(kāi)放影響力不夠、注意力欠缺的被動(dòng)局面,實(shí)現(xiàn)沿邊開(kāi)發(fā)開(kāi)放影響力的"逆襲"。目前,黑龍江省已經(jīng)具有了加快發(fā)展的基礎(chǔ)優(yōu)勢(shì),為了進(jìn)一步促進(jìn)沿邊地區(qū)的開(kāi)發(fā)開(kāi)放,一方面要充分釋放黑龍江的資源、生態(tài)、地緣、現(xiàn)代農(nóng)業(yè)和老工業(yè)基地優(yōu)勢(shì)潛能,集合各種要素形成發(fā)展實(shí)力;另一方面要積極利用國(guó)內(nèi)外各種有利資源和要素,加快產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型,把雙邊及多邊經(jīng)貿(mào)合作提高到新的發(fā)展水平。
[Abstract]:Comrade Xi Jinping pointed out that to deepen reform in an all-round way is to promote a high level of opening to the outside world. " The "five major plans" is a new concept of development put forward by the leading group of the new Heilongjiang Provincial Party Committee, and is also the five major national strategies that Heilongjiang Province is carrying out in depth. The proposal of the "five major plans" strategy will change the passive situation of Heilongjiang Province's lack of open influence and attention along the border from the angles of establishing a province with projects, a strong industrial province, a port developing a province, a resource supporting province, and an ecological protection province, and so on. Realizing the "counterattack" of developing open influence along the border. At present, Heilongjiang Province already has the basic advantage of speeding up development. In order to further promote the development and opening up of the border areas, on the one hand, it is necessary to fully release the potential advantages of Heilongjiang's resources, ecology, geography, modern agriculture and old industrial bases. On the other hand, we should make active use of all kinds of favorable resources and factors at home and abroad, speed up the optimization and transformation of industrial structure, and raise bilateral and multilateral economic and trade cooperation to a new level of development.
