【摘要】：投資環(huán)境是區(qū)域經(jīng)濟(jì)學(xué)研究的一個(gè)重要領(lǐng)域，努力建設(shè)好的投資環(huán)境，吸引資源要素向區(qū)域流入，是區(qū)域經(jīng)濟(jì)發(fā)展的重要問題之一。通過對(duì)區(qū)域投資環(huán)境的分析研究，可以清楚地了解影響投資的主要因素，明確地區(qū)優(yōu)勢與不足，確定地區(qū)優(yōu)勢產(chǎn)業(yè)及產(chǎn)業(yè)發(fā)展方向，進(jìn)而確定投資重點(diǎn)，吸引外來資金引導(dǎo)資金流向，優(yōu)化資金組合，推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化與升級(jí)。 重慶作為我國最年輕的直轄市，自1997年直轄以來，經(jīng)濟(jì)迅速增長，社會(huì)持續(xù)穩(wěn)定。目前作為統(tǒng)籌城鄉(xiāng)綜合改革試驗(yàn)區(qū)之一的重慶市適時(shí)提出的內(nèi)陸開放型經(jīng)濟(jì)高地戰(zhàn)略目標(biāo)，出臺(tái)的擴(kuò)大開放各項(xiàng)利好政策都有利于讓外來投資者認(rèn)識(shí)到重慶市廣闊的市場和發(fā)展?jié)摿�，�?jiān)定外來投資者的投資信心，切實(shí)改善了重慶的投資環(huán)境。但是隨著經(jīng)濟(jì)的發(fā)展，資源和環(huán)境問題日益突出。在這種情況下，謀求可持續(xù)發(fā)展是重慶未來發(fā)展的戰(zhàn)略重點(diǎn)，因此建設(shè)可持續(xù)投資環(huán)境對(duì)重慶在以后的發(fā)展過程中，能夠不以環(huán)境污染為代價(jià)的引進(jìn)投資和技術(shù)進(jìn)行經(jīng)濟(jì)開發(fā)，實(shí)現(xiàn)經(jīng)濟(jì)、社會(huì)、生態(tài)的協(xié)調(diào)可持續(xù)發(fā)展有著至關(guān)重要的意義。 本文將投資環(huán)境與可持續(xù)發(fā)展相結(jié)合，提出可持續(xù)投資環(huán)境評(píng)價(jià)理論，為重慶現(xiàn)階段投資環(huán)境評(píng)價(jià)提供理論，并在此基礎(chǔ)上構(gòu)建基于可持續(xù)發(fā)展的投資環(huán)境評(píng)價(jià)體系。根據(jù)構(gòu)建的可持續(xù)投資環(huán)境評(píng)價(jià)指標(biāo)體系，選取重慶2000—2011年的數(shù)據(jù)，運(yùn)用因子分析方法對(duì)重慶市可持續(xù)投資環(huán)境進(jìn)行實(shí)證分析。在對(duì)重慶市投資環(huán)境現(xiàn)狀予以定性和定量分析后，進(jìn)而發(fā)現(xiàn)重慶可持續(xù)投資環(huán)境存在的一些問題，包括投資融資的渠道單一、成本較高；土地、人才等資源的制約以及社會(huì)保障力度不夠，城市生態(tài)環(huán)境保護(hù)建設(shè)投入不夠；投資環(huán)境優(yōu)化僅僅是短期行為，對(duì)長期可持續(xù)發(fā)展的重視程度不夠等方面。 針對(duì)上述存在的問題，在借鑒了新加坡、美國、深圳、上海等經(jīng)濟(jì)發(fā)達(dá)的國家、城市的投資環(huán)境建設(shè)經(jīng)驗(yàn)教訓(xùn)后，文章對(duì)進(jìn)一步建設(shè)重慶市可持續(xù)投資環(huán)境提出了六條相關(guān)的對(duì)策建議，包括繼續(xù)加大交通基礎(chǔ)設(shè)施建設(shè)，，降低物流成本，確保物流方便快捷；加快構(gòu)建長江上游金融中心，開拓多元化資金來源渠道，探索融資新模式，打造低融資成本投資環(huán)境；加快城市環(huán)境保護(hù)體系的建設(shè)，加大環(huán)保投入，實(shí)現(xiàn)可持續(xù)發(fā)展；提高土地集約使用效率，保障項(xiàng)目建設(shè)用地；加大教育和科研投入，增強(qiáng)科技實(shí)力，提高人才素質(zhì)；加快戶籍制度改革，加大社會(huì)保障力度，切實(shí)改善民生等。希望能真正改善重慶的投資環(huán)境，實(shí)現(xiàn)經(jīng)濟(jì)、社會(huì)、生態(tài)三位一體的可持續(xù)發(fā)展。
[Abstract]:Investment environment is an important field of regional economics research. It is one of the important problems of regional economic development to build a good investment environment and attract resource elements to flow into the region. Through the analysis of the regional investment environment, we can clearly understand the main factors that affect the investment, make clear the regional advantages and disadvantages, determine the regional superior industries and the direction of industrial development, and then determine the investment focus. Attract foreign funds to guide the flow of funds, optimize the mix of funds, and promote the optimization and upgrading of industrial structure. Chongqing, as the youngest municipality in China, has enjoyed rapid economic growth and sustained social stability since 1997. At present, as one of the pilot areas for overall urban-rural comprehensive reform, Chongqing has timely put forward the strategic goal of the inland open economic highland. All the favorable policies of expanding opening up will help foreign investors realize Chongqing's broad market and development potential, strengthen the confidence of foreign investors, and improve Chongqing's investment environment. However, with the development of economy, the problems of resources and environment are becoming more and more prominent. In this case, the pursuit of sustainable development is the strategic focus of Chongqing's future development. Therefore, the construction of a sustainable investment environment will enable Chongqing to carry out economic development without introducing investment and technology at the expense of environmental pollution in the future development process of Chongqing. It is of vital significance to realize the coordinated and sustainable development of economy, society and ecology. This paper combines the investment environment with the sustainable development, puts forward the theory of sustainable investment environment evaluation, provides the theory for Chongqing investment environment evaluation at present, and on this basis constructs the investment environment appraisal system based on the sustainable development. According to the evaluation index system of sustainable investment environment, this paper selects the data of Chongqing from 2000 to 2011, and makes an empirical analysis on the sustainable investment environment of Chongqing by using factor analysis method. After qualitative and quantitative analysis of the present situation of Chongqing's investment environment, some problems in Chongqing's sustainable investment environment are found, including single channel of investment and financing, high cost, land, The restriction of human resources and social security are not enough, the investment of urban ecological environment protection is not enough, the optimization of investment environment is only short-term behavior, and the degree of attention to long-term sustainable development is not enough. In view of the above existing problems, after drawing lessons from the experience and lessons of the investment environment construction of Singapore, the United States, Shenzhen, Shanghai and other economically developed countries, This paper puts forward six relevant countermeasures and suggestions for further construction of sustainable investment environment in Chongqing, including increasing traffic infrastructure construction, reducing logistics cost, ensuring convenient and fast logistics, speeding up the construction of financial center in the upper reaches of the Yangtze River, and promoting the construction of a financial center in the upper reaches of the Yangtze River. Open up diversified sources of funds, explore new modes of financing, create an investment environment with low financing costs, speed up the construction of urban environmental protection system, increase investment in environmental protection, realize sustainable development, improve the efficiency of intensive land use, To ensure land for construction projects; to increase investment in education and scientific research; to enhance the strength of science and technology; to improve the quality of talent; to speed up the reform of the household registration system; to strengthen social security; and to improve the people's livelihood. We hope to improve Chongqing's investment environment and realize the sustainable development of economy, society and ecology.
