【摘要】：民營經(jīng)濟(jì)的發(fā)展壯大,是中國改革開放以來具有標(biāo)志性意義的現(xiàn)象。而這一現(xiàn)象的產(chǎn)生,與政府的作用息息相關(guān),是中央政府自上而下的改革和地方政府自下而上的改革雙重作用的結(jié)果。隨著改革開放的深入推進(jìn),實(shí)際上地方政府推進(jìn)民營經(jīng)濟(jì)發(fā)展的積極性、主動性越來越高,對轄區(qū)內(nèi)民營經(jīng)濟(jì)發(fā)展發(fā)揮了直接、現(xiàn)實(shí)、巨大的推動作用,但這種推動作用也伴隨著一定的局限性。在新的歷史時期,地方政府在民營經(jīng)濟(jì)創(chuàng)新發(fā)展中要更好發(fā)揮作用,必然伴隨著政府角色功能的重新界定和政府作用方式的重新設(shè)計。 臺州作為中國民營經(jīng)濟(jì)的先發(fā)之地,憑借先發(fā)優(yōu)勢,民營經(jīng)濟(jì)迅速發(fā)展壯大,已經(jīng)成為了經(jīng)濟(jì)社會發(fā)展的主要支撐、財政收入的重要來源和吸納就業(yè)的主要渠道。臺州民營經(jīng)濟(jì)的發(fā)展歷程和臺州地方政府的作用方式在全國都具有典型性。但是近來年,臺州民營經(jīng)濟(jì)的發(fā)展也遭遇了“成長的煩惱”,“天花板效應(yīng)”凸顯,自身結(jié)構(gòu)性、素質(zhì)性問題充分暴露,面臨著轉(zhuǎn)型升級的巨大挑戰(zhàn)。地方政府如何更好發(fā)揮作用,引導(dǎo)民營經(jīng)濟(jì)創(chuàng)新發(fā)展,是地方政府必須要作出的回答。本文正是從臺州市域這一相對微觀的角度出發(fā),研究民營經(jīng)濟(jì)發(fā)展過程中地方政府的作用。
[Abstract]:The development of private economy, is China's reform and opening up since the symbolic significance of the phenomenon. The emergence of this phenomenon is closely related to the role of the government and is the result of both the top-down reform of the central government and the bottom-up reform of the local government. With the deepening of reform and opening up, in fact, the local governments are increasingly active and active in promoting the development of private economy, which has played a direct, realistic and huge role in promoting the development of private economy within the jurisdiction. But this kind of push effect also has certain limitation. In the new historical period, if local governments want to play a better role in the innovation and development of private economy, it must be accompanied by the redefinition of the role of the government and the redesign of the mode of the government's role. Taizhou, as the first place of private economy in China, has become the main support of economic and social development, the important source of financial revenue and the main channel to absorb employment. The development course of Taizhou private economy and the function of Taizhou local government are typical all over the country. However, in recent years, the development of private economy in Taizhou has also encountered "growing pains", "ceiling effect" highlighted, its own structural, quality issues fully exposed, facing a huge challenge of transformation and upgrading. How to play a better role and guide the innovation and development of private economy is the answer that the local government must make. This paper studies the role of local government in the development of private economy from the perspective of Taizhou area.
