【摘要】：目前的環(huán)渤海經(jīng)濟發(fā)展戰(zhàn)略仍沿襲著過去20多年通過承接發(fā)達(dá)國家產(chǎn)業(yè)轉(zhuǎn)移并從低端加入全球價值鏈的出口導(dǎo)向型經(jīng)濟發(fā)展戰(zhàn)略。這種戰(zhàn)略存在著嚴(yán)重的內(nèi)在缺陷,與發(fā)達(dá)國家成功崛起的歷史經(jīng)驗背道而馳。國際金融危機爆發(fā)后,內(nèi)需主導(dǎo)和南南貿(mào)易的快速發(fā)展正在推動著世界經(jīng)濟新格局的逐步形成,環(huán)渤海經(jīng)濟應(yīng)該把更多的注意力轉(zhuǎn)向內(nèi)需和"新絲綢之路經(jīng)濟帶",在建立以中國企業(yè)為龍頭的全球價值鏈的新戰(zhàn)略和新模式上先行先試,率先取得突破,成為我國經(jīng)濟增長、轉(zhuǎn)型升級和世界經(jīng)濟發(fā)展強有力的新引擎。
[Abstract]:The current economic development strategy around the Bohai Sea is still following the export-oriented economic development strategy in the past 20 years by undertaking industrial transfer from developed countries and joining the global value chain from the low end. This strategy has serious inherent defects and runs counter to the historical experience of the successful rise of developed countries. After the outbreak of the international financial crisis, the rapid development of domestic demand and South-South trade is promoting the formation of a new pattern of the world economy. The Bohai Rim economy should turn more attention to domestic demand and the "New Silk Road Economic Belt," and first try out the new strategy and new model of establishing a global value chain led by Chinese enterprises, and take the lead in making a breakthrough to become China's economic growth. Transformation and upgrading and the development of the world economy a powerful new engine.
