【摘要】：近年來(lái),受世界經(jīng)濟(jì)增速減慢以及關(guān)稅、進(jìn)口數(shù)量限制等傳統(tǒng)貿(mào)易保護(hù)手段受到嚴(yán)格控制的影響,越來(lái)越多的國(guó)家將反傾銷作為首選的保護(hù)手段。隨著中國(guó)改革開(kāi)放和入世的不斷深入,中國(guó)對(duì)外貿(mào)易經(jīng)濟(jì)取得了令人矚目的成績(jī),但同時(shí)也成為了世界各國(guó)反傾銷的主要目標(biāo),這不僅嚴(yán)重影響了中國(guó)與其他國(guó)家間的貿(mào)易關(guān)系,也制約了中國(guó)的出口貿(mào)易以及國(guó)內(nèi)相關(guān)產(chǎn)業(yè)的生存與發(fā)展,更由于產(chǎn)業(yè)間存在著復(fù)雜而緊密的技術(shù)經(jīng)濟(jì)聯(lián)系,使得反傾銷也會(huì)對(duì)中國(guó)整個(gè)國(guó)民經(jīng)濟(jì)帶來(lái)巨大的沖擊。由于反傾銷稅是中國(guó)遭受的最主要的反傾銷措施,因此,全面分析反傾銷稅對(duì)中國(guó)產(chǎn)業(yè)經(jīng)濟(jì)的影響非常重要。本文首先詳細(xì)分析了中國(guó)遭遇國(guó)際反傾銷的現(xiàn)狀,其次通過(guò)構(gòu)建多廠商寡占競(jìng)爭(zhēng)模型從理論上研究了國(guó)外反傾銷稅對(duì)中國(guó)涉案行業(yè)的對(duì)外貿(mào)易、國(guó)內(nèi)廠商以及社會(huì)福利的影響;最后,在分析產(chǎn)業(yè)關(guān)聯(lián)機(jī)制的基礎(chǔ)上,構(gòu)建了投入產(chǎn)出價(jià)格影響模型,用以分析反傾銷稅對(duì)非涉案行業(yè)的關(guān)聯(lián)影響,并以紡織業(yè)反傾銷為例,進(jìn)行了實(shí)證檢驗(yàn)。研究顯示:對(duì)于涉案行業(yè),涉案出口廠商較高的行業(yè)集中度、僅供國(guó)內(nèi)消費(fèi)廠商間較高的推測(cè)彈性有利于減弱反傾銷稅對(duì)本國(guó)出口貿(mào)易和國(guó)內(nèi)廠商產(chǎn)出的沖擊,而本國(guó)涉案產(chǎn)品長(zhǎng)期的市場(chǎng)價(jià)格取決于在本國(guó)市場(chǎng)中僅供國(guó)內(nèi)消費(fèi)廠商總產(chǎn)出、本國(guó)從外國(guó)廠商的總進(jìn)口量與本國(guó)供國(guó)內(nèi)外消費(fèi)廠商總內(nèi)銷量間的敏感程度,但無(wú)論市場(chǎng)價(jià)格如何變化,增強(qiáng)國(guó)內(nèi)對(duì)涉案產(chǎn)品的市場(chǎng)需求總是有利的。對(duì)于非涉案行業(yè),由于產(chǎn)業(yè)關(guān)聯(lián)的存在,反傾銷稅導(dǎo)致的涉案產(chǎn)品價(jià)格的變動(dòng)會(huì)通過(guò)各產(chǎn)業(yè)間的成本價(jià)格關(guān)聯(lián)機(jī)制逐步傳遞到其他產(chǎn)業(yè),當(dāng)涉案產(chǎn)品為中間投入品時(shí),由于是正向直接傳遞,反傾銷稅的價(jià)格影響幅度對(duì)涉案產(chǎn)品的下游產(chǎn)業(yè)的影響大于上游產(chǎn)業(yè),波及范圍也更為廣泛。紡織業(yè)的實(shí)證案例也證明了這一點(diǎn)。
[Abstract]:In recent years, due to the slowdown of world economic growth and the strict control of traditional trade protection measures such as tariffs and import quantity restrictions, more and more countries have taken anti-dumping as the preferred means of protection. With the deepening of China's reform and opening up and WTO entry, China's foreign trade economy has made remarkable achievements, but at the same time, it has also become the main target of anti-dumping in various countries in the world. This not only seriously affects the trade relations between China and other countries, but also restricts China's export trade and the survival and development of domestic related industries. Make anti-dumping will also bring huge impact to the whole national economy of China. Since anti-dumping duty is the most important anti-dumping measure suffered by China, it is very important to analyze the impact of anti-dumping duty on China's industrial economy. This paper first analyzes the current situation of China's international anti-dumping in detail, and then studies the influence of foreign anti-dumping duty on the foreign trade, domestic manufacturers and social welfare in China by constructing a multi-firm oligopoly competition model. Finally, on the basis of analyzing the industrial correlation mechanism, the paper constructs the input-output price influence model, which is used to analyze the correlation effect of anti-dumping duty on non-related industries, and takes the textile industry anti-dumping as an example to carry out an empirical test. The study shows that for the industries involved, the higher industry concentration of the export firms involved, and the higher speculative elasticity among domestic consumer firms only, is conducive to reducing the impact of anti-dumping duties on domestic export trade and the output of domestic manufacturers. The long-term market price of the domestic products involved depends on the sensitivity between the total output of domestic consumer manufacturers in the domestic market, the total imports from foreign manufacturers and the total domestic sales volume of domestic and foreign consumer manufacturers. But no matter how the market price changes, increasing domestic market demand for the products involved is always advantageous. For non-involved industries, because of the existence of industrial linkages, changes in the prices of the products involved caused by anti-dumping duties will be gradually transferred to other industries through the cost-price correlation mechanism among industries. When the products involved are intermediate inputs, Because of the positive direct transmission, the effect of anti-dumping duty price on the downstream industry of the products involved is greater than that of the upstream industry, and the scope of the impact is also more extensive. The case of textile industry also proves this.
