【摘要】：中越邊境地區(qū)貧困落后,僅靠各級(jí)政府轉(zhuǎn)移支付等措施難以實(shí)現(xiàn)社會(huì)經(jīng)濟(jì)永續(xù)發(fā)展。該地區(qū)資源型國(guó)企高度密集,經(jīng)濟(jì)與科技實(shí)力雄厚,應(yīng)不斷提高對(duì)"興邊富民行動(dòng)"的認(rèn)識(shí),與地方共同合作,利用國(guó)企優(yōu)勢(shì)逐步提高當(dāng)?shù)刈陨戆l(fā)展能力,按照區(qū)域主體功能原理調(diào)整邊境地區(qū)經(jīng)濟(jì)結(jié)構(gòu),發(fā)展多元經(jīng)營(yíng),盡快實(shí)現(xiàn)"富民、興邊、強(qiáng)國(guó)、睦鄰"目標(biāo)。
[Abstract]:Because of poverty and backwardness in border areas between China and Vietnam, it is difficult to achieve sustainable social and economic development by measures such as transfer payments from governments at all levels.The resource-based state-owned enterprises in this area are highly concentrated, with strong economic and scientific and technological strength. We should constantly improve our understanding of "rejuvenating the border and enriching the people", cooperate with the local authorities, and make use of the advantages of the state-owned enterprises to gradually improve the local development capability.In accordance with the principle of regional main body function, the economic structure of border areas should be adjusted, and diversified management should be developed to realize the goal of "enriching the people, prospering the border, strengthening the country and being good-neighborly".
