【摘要】：我國(guó)滯后的區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的法律制度,導(dǎo)致推動(dòng)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展工作缺乏法律制度的保障。這就亟需根據(jù)我國(guó)實(shí)際情況,借鑒各國(guó)先進(jìn)經(jīng)驗(yàn),不斷完善相關(guān)領(lǐng)域的法律規(guī)制。在這方面,美國(guó)實(shí)行的有效產(chǎn)權(quán)、區(qū)域援助和協(xié)調(diào)發(fā)展制度,歐盟實(shí)行的區(qū)域發(fā)展基金與區(qū)域協(xié)調(diào)合作法制化辦法,特別是歐盟區(qū)內(nèi)德國(guó)推行東西部財(cái)政平衡,均衡基本公共服務(wù)的經(jīng)驗(yàn)對(duì)區(qū)域發(fā)展具有指標(biāo)性意義,此外,日本實(shí)行的立法先行,規(guī)劃指引,促進(jìn)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的法制措施,也具有相當(dāng)重要的啟示意義。我國(guó)目前在促進(jìn)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展中需要盡快出臺(tái)一部基本法律,以指導(dǎo)建立健全區(qū)域協(xié)調(diào)互動(dòng)各專項(xiàng)法律制度,完善區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展法律制定程序,進(jìn)而完善相關(guān)領(lǐng)域的法律規(guī)制。
[Abstract]:The lagging legal system of coordinated development of regional economy in our country leads to the lack of legal system to promote the coordinated development of regional economy.Therefore, it is urgent to perfect the legal regulation in related fields according to the actual situation of our country and the advanced experience of other countries.In this regard, the effective property rights, regional aid and coordinated development systems in the United States, the legalization of regional development funds and regional coordinated cooperation implemented by the European Union, and in particular the implementation of a fiscal balance between the east and the west by Germany in the EU region,The experience of balancing the basic public service has the index significance to the regional development. In addition, the legislation first, the planning guide and the legal measures to promote the coordinated development of the regional economy in Japan also have the quite important enlightenment significance.At present, in promoting the coordinated development of regional economy, our country needs to issue a basic law as soon as possible in order to guide the establishment and perfect the special legal system of regional coordination and interaction, and to perfect the law making procedure for the coordinated development of regional economy.And then consummate the related domain legal regulation.
