內(nèi)蒙古經(jīng)濟(jì)發(fā)展水平與質(zhì)量實(shí)證研究

【摘要】:改革開(kāi)放以來(lái),我國(guó)國(guó)民經(jīng)濟(jì)飛速發(fā)展,綜合國(guó)力日益增強(qiáng),區(qū)域經(jīng)濟(jì)也發(fā)生了深刻的變化。西部大開(kāi)發(fā)和東北老工業(yè)基地振興戰(zhàn)略的實(shí)施,內(nèi)蒙古經(jīng)濟(jì)取得了舉世矚目的高速增長(zhǎng),經(jīng)濟(jì)社會(huì)發(fā)生了巨大的變化,經(jīng)濟(jì)發(fā)展水平逐漸提高。2011年,內(nèi)蒙古GDP達(dá)到14360億元,位列全國(guó)第14位;人均GDP達(dá)57974元,居全國(guó)第6位。 一般而言,經(jīng)濟(jì)發(fā)展水平與經(jīng)濟(jì)發(fā)展質(zhì)量關(guān)系密切,相輔相成,經(jīng)濟(jì)發(fā)展水平的提高伴隨著經(jīng)濟(jì)發(fā)展質(zhì)量的改善。然而,社會(huì)經(jīng)濟(jì)實(shí)踐卻顯示出二者關(guān)系并非皆為正向。內(nèi)蒙古的區(qū)域經(jīng)濟(jì)發(fā)展水平與質(zhì)量處于何種狀態(tài),區(qū)域經(jīng)濟(jì)發(fā)展質(zhì)量是好是壞優(yōu)劣與否,經(jīng)濟(jì)水平提高的同時(shí)又存在哪些問(wèn)題呢? 本文以內(nèi)蒙古各年統(tǒng)計(jì)數(shù)據(jù)作為樣本,運(yùn)用區(qū)域經(jīng)濟(jì)學(xué)、計(jì)量經(jīng)濟(jì)學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)的相關(guān)理論,采用實(shí)證分析與規(guī)范研究相結(jié)合、共性分析與個(gè)性分析相結(jié)合、靜態(tài)分析與動(dòng)態(tài)分析相結(jié)合以及定量分析與定性分析相結(jié)合的研究方法,建立模型分析了內(nèi)蒙古在整個(gè)西部地區(qū)的經(jīng)濟(jì)發(fā)展水平,揭示內(nèi)蒙古經(jīng)濟(jì)發(fā)展質(zhì)量存在若干問(wèn)題,為內(nèi)蒙古經(jīng)濟(jì)又好又快發(fā)展提供相應(yīng)對(duì)策建議,探索出一條適用于資源較為豐富、生態(tài)環(huán)境相對(duì)脆弱、經(jīng)濟(jì)比較落后的民族地區(qū)的區(qū)域經(jīng)濟(jì)發(fā)展道路,從而為促進(jìn)內(nèi)蒙古地區(qū)經(jīng)濟(jì)與社會(huì)的協(xié)調(diào)發(fā)展以及整個(gè)西部民族地區(qū)的發(fā)展提供借鑒。 分析結(jié)果顯示目前內(nèi)蒙古經(jīng)濟(jì)總量的增長(zhǎng)很大程度上是以能源消耗為代價(jià)的,經(jīng)濟(jì)發(fā)展效率較低,其經(jīng)濟(jì)發(fā)展采取高投入低產(chǎn)出的粗放模式,,過(guò)度依賴于資源優(yōu)勢(shì)。同時(shí)教育結(jié)構(gòu)、就業(yè)結(jié)構(gòu)和經(jīng)濟(jì)結(jié)構(gòu)不合理,分配不公平,資源配置效率較低,存在政府失靈的現(xiàn)象。本文的最后針對(duì)這些存在的問(wèn)題提出了相關(guān)的對(duì)策建議。
[Abstract]:Since the reform and opening up, the national economy of our country has developed rapidly, the comprehensive national strength has been strengthened day by day, and the regional economy has also undergone profound changes.With the implementation of the strategy for the development of the western region and the revitalization of the old industrial base in the Northeast, Inner Mongolia has achieved a rapid economic growth that has attracted worldwide attention, great changes have taken place in the economy and society, and the level of economic development has gradually improved. In 2011, the GDP of Inner Mongolia reached 1.436 trillion yuan.Ranked 14 th in the country; per capita GDP reached 57974 yuan, ranked sixth in the country.Generally speaking, the level of economic development is closely related to the quality of economic development, and the improvement of the level of economic development is accompanied by the improvement of the quality of economic development.However, social and economic practice shows that the relationship between the two is not both positive.What is the status of the level and quality of regional economic development in Inner Mongolia, whether the quality of regional economic development is good or bad or not, and what problems exist while improving the economic level?In this paper, the statistical data of Inner Mongolia are taken as samples, using the relevant theories of regional economics, econometrics and industrial economics, combining empirical analysis with normative research, generality analysis and individuality analysis.Combining static analysis with dynamic analysis and quantitative analysis with qualitative analysis, this paper establishes a model to analyze the level of economic development of Inner Mongolia in the whole western region, and reveals some problems in the quality of economic development in Inner Mongolia.To provide corresponding countermeasures for the sound and rapid economic development of Inner Mongolia, and to explore a regional economic development path suitable for the minority areas with relatively rich resources, relatively fragile ecological environment and relatively backward economy.Thus, it provides reference for promoting the harmonious development of economy and society in Inner Mongolia and the development of the whole western minority area.The results show that the economic growth in Inner Mongolia is largely at the expense of energy consumption, and the economic development efficiency is low. The economic development of Inner Mongolia is based on the extensive mode of high input and low output and excessive dependence on the advantage of resources.At the same time, the educational structure, the employment structure and the economic structure are unreasonable, the distribution is unfair, the resource allocation efficiency is low, and the government is out of order.At the end of this paper, some countermeasures and suggestions are put forward to solve these problems.
