安徽產(chǎn)業(yè)結(jié)構(gòu)升級(jí)對(duì)就業(yè)的影響研究

【摘要】:就業(yè)是民生之本和富民之源,不斷提升就業(yè)總量、完善就業(yè)結(jié)構(gòu)既是經(jīng)濟(jì)發(fā)展的客觀需要,也是構(gòu)建社會(huì)主義和諧社會(huì)的內(nèi)在要求。我國(guó)作為一個(gè)人口大國(guó),長(zhǎng)期以來勞動(dòng)力就業(yè)問題一直是牽動(dòng)全社會(huì)的重大經(jīng)濟(jì)和社會(huì)問題。國(guó)家歷來非常重視就業(yè)與再就業(yè)工作,在不同時(shí)期均出臺(tái)了一系列政策措施來保障就業(yè),即便如此,我國(guó)的就業(yè)形勢(shì)依舊很嚴(yán)峻,處于產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型期的安徽同樣如此。 理論研究表明產(chǎn)業(yè)部門作為勞動(dòng)力就業(yè)的載體,對(duì)就業(yè)的影響最直接,一個(gè)地區(qū)產(chǎn)業(yè)結(jié)構(gòu)變動(dòng)會(huì)導(dǎo)致就業(yè)總量的變動(dòng)和就業(yè)結(jié)構(gòu)的變化,對(duì)此地方政府應(yīng)該采取符合實(shí)際情況的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整戰(zhàn)略,以促進(jìn)就業(yè)增長(zhǎng)。改革開放以來,隨著經(jīng)濟(jì)的快速發(fā)展和工業(yè)化進(jìn)程的不斷推進(jìn),安徽產(chǎn)業(yè)結(jié)構(gòu)調(diào)整力度不斷加大,產(chǎn)業(yè)結(jié)構(gòu)正在發(fā)生劇烈的變化并成為影響勞動(dòng)力就業(yè)的最重要因素。如何在產(chǎn)業(yè)結(jié)構(gòu)升級(jí)中消除對(duì)就業(yè)的負(fù)面影響,在促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)中,統(tǒng)籌兼顧就業(yè)問題,對(duì)于有效緩解安徽的就業(yè)壓力,進(jìn)而實(shí)現(xiàn)經(jīng)濟(jì)增長(zhǎng)、結(jié)構(gòu)優(yōu)化和就業(yè)擴(kuò)張的目標(biāo),都有著重要的現(xiàn)實(shí)意義。 本文以安徽為主要研究范圍,采用規(guī)范分析、實(shí)證分析和比較分析相結(jié)合的方法,在對(duì)安徽產(chǎn)業(yè)結(jié)構(gòu)升級(jí)與就業(yè)關(guān)系的動(dòng)態(tài)分析中,得出安徽產(chǎn)業(yè)結(jié)構(gòu)升級(jí)對(duì)就業(yè)影響的客觀認(rèn)識(shí),分析和評(píng)價(jià)了安徽勞動(dòng)力就業(yè)的總量問題和結(jié)構(gòu)問題,并針對(duì)安徽的特殊性,從產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、升級(jí)角度出發(fā),提出有針對(duì)性的對(duì)策建議。 文章共分為七部分內(nèi)容。第一章為導(dǎo)論,分析了本文研究的目的和意義、內(nèi)容和方法以及創(chuàng)新之處與不足。第二章對(duì)國(guó)內(nèi)外相關(guān)研究進(jìn)行綜述。第三章從產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的內(nèi)涵、產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的就業(yè)效應(yīng)、產(chǎn)業(yè)結(jié)構(gòu)升級(jí)影響就業(yè)的機(jī)理三個(gè)方面給出了本文研究的理論基礎(chǔ)。第四章是本文的主體,重點(diǎn)分析了安徽產(chǎn)業(yè)結(jié)構(gòu)升級(jí)對(duì)就業(yè)的影響:首先通過建立簡(jiǎn)單的回歸模型論述了安徽產(chǎn)業(yè)結(jié)構(gòu)升級(jí)對(duì)就業(yè)總量的影響,而后通過分析安徽產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的演進(jìn)、結(jié)構(gòu)偏離度和比較勞動(dòng)生產(chǎn)率以及進(jìn)行地區(qū)和國(guó)際比較,詳細(xì)論述了安徽產(chǎn)業(yè)結(jié)構(gòu)升級(jí)對(duì)就業(yè)結(jié)構(gòu)的影響,并得出相關(guān)結(jié)論。第五章原因分析,探討造成安徽產(chǎn)業(yè)結(jié)構(gòu)升級(jí)過程中二、三產(chǎn)業(yè)吸納就業(yè)能力不強(qiáng)的原因。第六章基于前一章的原因分析,提出切實(shí)可行的有利于就業(yè)增長(zhǎng)的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、升級(jí)路徑。第七章是結(jié)論部分,對(duì)本文研究進(jìn)行全面總結(jié)。
[Abstract]:Employment is the foundation of people's livelihood and the source of wealth to the people. It is not only the objective need of economic development but also the inherent requirement of building a harmonious socialist society to continuously improve the total employment volume and improve the employment structure.As a populous country, the employment of labor force in China has been a major economic and social problem affecting the whole society for a long time.The country has always attached great importance to employment and re-employment work, in different periods have issued a series of policies and measures to protect employment, even so, China's employment situation is still very grim, in the industrial structure transformation of Anhui is the same.The theoretical research shows that the industrial sector, as the carrier of labor force employment, has the most direct effect on employment. The change of the industrial structure of a region will lead to the change of the total amount of employment and the change of the structure of employment.In order to promote employment growth, the local government should adopt the industrial structure adjustment strategy in line with the actual situation.Since the reform and opening up, with the rapid development of economy and the process of industrialization, the adjustment of Anhui industrial structure has been intensified, and the industrial structure is undergoing drastic changes and has become the most important factor affecting the employment of labor force.How to eliminate the negative influence on employment in the upgrading of industrial structure, and how to take into account the employment problem in promoting the optimization and upgrading of industrial structure, which can effectively alleviate the pressure of employment in Anhui, and then realize economic growth.The goal of structural optimization and employment expansion has important practical significance.This paper takes Anhui as the main research scope, adopts the method of normative analysis, empirical analysis and comparative analysis, in the dynamic analysis of the relationship between industrial structure upgrading and employment in Anhui.This paper draws an objective understanding of the impact of the upgrading of Anhui industrial structure on employment, analyzes and evaluates the total and structural problems of the employment of the labor force in Anhui, and, in view of the particularity of Anhui, proceeds from the angle of industrial structure adjustment and upgrading.Some countermeasures and suggestions are put forward.The article is divided into seven parts.The first chapter is an introduction, analyzing the purpose and significance, content and method, innovation and deficiency of this paper.The second chapter summarizes the related research at home and abroad.The third chapter gives the theoretical basis of this paper from three aspects: the connotation of industrial structure upgrading, the employment effect of industrial structure upgrading, and the mechanism of industrial structure upgrading affecting employment.The fourth chapter is the main body of this paper, focusing on the impact of Anhui industrial structure upgrading on employment. Firstly, it discusses the impact of Anhui industrial structure upgrading on the total employment through the establishment of a simple regression model.Then, by analyzing the evolution of Anhui industrial structure and employment structure, the degree of structural deviation and comparative labor productivity, as well as the regional and international comparisons, this paper discusses in detail the impact of Anhui industrial structure upgrading on the employment structure, and draws relevant conclusions.Chapter five analyzes the reasons why the second and third industries are not strong in the process of upgrading the industrial structure in Anhui.The sixth chapter, based on the reason analysis of the previous chapter, puts forward the feasible industrial structure adjustment and upgrading path which is conducive to employment growth.The seventh chapter is the conclusion part, carries on the comprehensive summary to this article research.
