【摘要】：縣域經(jīng)濟(jì)在福建省經(jīng)濟(jì)發(fā)展大局中的具有舉足輕重的戰(zhàn)略地位,是福建科學(xué)發(fā)展跨越發(fā)展的重要基礎(chǔ)、支撐和增長(zhǎng)點(diǎn),是統(tǒng)籌城鄉(xiāng)、促進(jìn)區(qū)域協(xié)調(diào)發(fā)展的關(guān)鍵環(huán)節(jié)。省財(cái)政部門作為省政府宏觀調(diào)控經(jīng)濟(jì)的一個(gè)重要職能部門,是其履行職能的重要物質(zhì)基礎(chǔ)、政策工具,應(yīng)在縣域經(jīng)濟(jì)發(fā)展中發(fā)揮積極而重要的支撐和保障作用。近年來,在省財(cái)政的有力支持下,福建省縣域經(jīng)濟(jì)發(fā)展取得了顯著成績(jī),但同時(shí)也還存在著諸多問題。如何處理好財(cái)政與縣域經(jīng)濟(jì)發(fā)展之間的關(guān)系,發(fā)揮好財(cái)政在縣域經(jīng)濟(jì)發(fā)展中的職能和作用,是促進(jìn)全省縣域經(jīng)濟(jì)快速、健康發(fā)展的重要戰(zhàn)略。本文研究福建省級(jí)財(cái)政在支持縣域經(jīng)濟(jì)發(fā)展中的作用與效果,試圖通過分析福建省財(cái)政支持縣域經(jīng)濟(jì)發(fā)展的政策方案和實(shí)踐經(jīng)驗(yàn),總結(jié)省級(jí)財(cái)政支持的成效,檢討其中的不足,并據(jù)此提出相應(yīng)的對(duì)策,對(duì)指導(dǎo)福建省財(cái)政支持縣域經(jīng)濟(jì)發(fā)展具有一定的理論和實(shí)踐意義。論文認(rèn)為,在國(guó)家支持縣域經(jīng)濟(jì)發(fā)展的大背景下,福建省通過一系列財(cái)政支持政策的實(shí)施,給予縣域經(jīng)濟(jì)發(fā)展以較為有力的推動(dòng),縣域經(jīng)濟(jì)發(fā)展取得了明顯成效,但仍然存在一些不足的地方,主要是縣域經(jīng)濟(jì)規(guī)模仍然偏小,發(fā)展不平衡問題仍然突出,縣域產(chǎn)業(yè)轉(zhuǎn)型升級(jí)不快、同質(zhì)化現(xiàn)象明顯,縣域發(fā)展基礎(chǔ)薄弱等。之所以出現(xiàn)這些不足,究其原因,主要是省財(cái)政支持力度不夠大,省財(cái)政對(duì)下分稅體制、轉(zhuǎn)移支付等制度不盡完善,支持手段方式不夠科學(xué),管理水平滯后等原因。為此,論文認(rèn)為,應(yīng)當(dāng)堅(jiān)持“公平發(fā)展、以人為本、可持續(xù)、層次性、系統(tǒng)性”的原則,加大省財(cái)政支持縣域經(jīng)濟(jì)發(fā)展的力度,重點(diǎn)要持續(xù)壯大省級(jí)財(cái)力,提高縣域財(cái)權(quán)；完善轉(zhuǎn)移支付制度,提高縣級(jí)財(cái)政公共服務(wù)保障能力；分類扶持縣域產(chǎn)業(yè)發(fā)展,強(qiáng)化縣域基礎(chǔ)、三農(nóng)、城鎮(zhèn)化等工作的支持力度,提高財(cái)政支持科學(xué)性；強(qiáng)化運(yùn)行管理,提高財(cái)政資金使用效率等。
[Abstract]:County economy plays an important strategic role in the overall economic development of Fujian Province. It is an important foundation, support and growth point for the scientific development of Fujian Province. It is also a key link in coordinating urban and rural areas and promoting regional coordinated development.As an important functional department of the provincial government in macroeconomic regulation and control, the provincial financial department is an important material basis for the performance of its functions. The policy tools should play an active and important supporting and ensuring role in the development of county economy.In recent years, with the support of provincial finance, Fujian county economy has made remarkable achievements, but there are still many problems.How to deal with the relationship between finance and county economic development and how to play the role of finance in county economic development is an important strategy to promote the rapid and healthy development of county economy in the province.This paper studies the function and effect of Fujian provincial finance in supporting county economic development, tries to sum up the effect of provincial financial support and review its shortcomings by analyzing the policy scheme and practical experience of Fujian province finance supporting county economic development.Based on this, the corresponding countermeasures are put forward, which have certain theoretical and practical significance to guide Fujian's financial support county economic development.The paper holds that under the background of state support for county economic development, Fujian Province has achieved remarkable results through the implementation of a series of financial support policies to give a more powerful impetus to county economic development.However, there are still some shortcomings, mainly that the scale of county economy is still small, the development imbalance is still prominent, the transformation and upgrading of county industry is not fast, the homogenization phenomenon is obvious, and the foundation of county development is weak, etc.The main reasons for these shortcomings are that the provincial financial support is not strong enough, the system of tax division and transfer payment is not perfect, the way of support is not scientific, and the level of management is lagging behind.Therefore, the paper holds that we should adhere to the principle of "fair development, people-oriented, sustainable, hierarchical and systematic", increase the strength of provincial finance to support the development of county economy, and focus on continuously strengthening provincial financial resources and improving county financial power.Improve the transfer payment system, improve the county financial public service security ability, support the county industrial development, strengthen the county base, agriculture, rural areas, urbanization and other work, improve the scientific nature of financial support, strengthen the operation and management,Improve the efficiency of the use of financial funds, etc.
