【摘要】：改革開放以來，山東省的國民經濟持續(xù)快速健康發(fā)展，特別是黨的十六大以來，山東省深入貫徹落實科學發(fā)展觀，注重轉變發(fā)展理念，堅持科學發(fā)展，，經濟發(fā)展全面加快，經濟綜合實力顯著提升，取得了令人矚目的成績。與此同時，在經濟的飛速發(fā)展中存在的經濟發(fā)展方式上的問題也越來越突出，例如發(fā)展能源消耗代價高、經濟結構有待進一步優(yōu)化調整、自主創(chuàng)新能力依然薄弱等，這些問題嚴重制約了山東經發(fā)展的質量。針對我國經濟社會發(fā)展過程中所出現的矛盾和問題，黨的十七大報告適時的提出：“加快轉變經濟發(fā)展方式，推動產業(yè)結構優(yōu)化升級，是關系國民經濟全局緊迫而重大的戰(zhàn)略任務�！边@一戰(zhàn)略的提出符合我國當前的國情，同時也為山東省實現經濟發(fā)展方式轉變，實現經濟健康、持續(xù)、快速發(fā)展指明了方向。 文章以加快轉變山東經濟發(fā)展方式為研究對象，以科學發(fā)展觀為指導思想，結合當前形勢下對加快經濟發(fā)展方式新內涵的概括，及現階段轉變經濟發(fā)展方式的緊迫性和嚴峻性，對山東省轉變經濟發(fā)展方式進行了分析，針對發(fā)展中的問題提出轉變的思路和對策。 本文共分為三個部分： 第一部分，轉變山東經濟發(fā)展方式的理論、必要性及意義分析。對經濟發(fā)展方式相關概念及演變歷程及轉變的必要性進行了闡述，然后從五方面闡述了轉變經濟發(fā)展方式對山東經濟、社會等方面發(fā)展的重要意義，為本文的研究奠定了相應的理論和基礎現實依據。 第二部分，山東經濟發(fā)展的現狀分析。首先從產業(yè)結構、需求結構、資源節(jié)約和環(huán)境保護、科技創(chuàng)新和勞動者素質提高、城鄉(xiāng)統(tǒng)籌和區(qū)域協調發(fā)展等方面對改革開放以來山東經濟社會發(fā)展經濟發(fā)展取得的成就進行全面講述。接下來主要從上述產業(yè)結構、需求結構等等各方面對山東經濟發(fā)展方式存在的主要問題進行分析。這兩方面分析采用了大量的最新經濟數據，使論證和分析更有力。 第三部分，加快轉變山東經濟發(fā)展方式的制約因素、思路與路徑選擇。首先。從觀念、當前發(fā)展階段、體制以及山東經濟發(fā)展過程中長期存在的問題等方面闡述山東轉方式的制約因素。然后運用經濟發(fā)展相關理論和借鑒其它地區(qū)經濟轉型的成功經驗，提出了與山東發(fā)展實際相契合的思路及路徑選擇。
[Abstract]:Since the reform and opening up, the national economy of Shandong Province has been developing continuously, rapidly and healthily. In particular, since the 16th National Congress of the Party, Shandong Province has thoroughly implemented the concept of scientific development, paid attention to changing the concept of development, insisted on scientific development, and comprehensively accelerated economic development.The comprehensive strength of the economy has improved significantly, and remarkable achievements have been made.At the same time, the problems in the mode of economic development in the rapid economic development have become increasingly prominent, such as the high cost of energy consumption for development, the need for further optimization and adjustment of the economic structure, the weakness of independent innovation capabilities, and so on.These problems seriously restrict the quality of Shandong economic development.In view of the contradictions and problems in the course of our country's economic and social development, the report of the 17th National Congress of the CPC timely put forward the following: "accelerate the transformation of the mode of economic development and promote the optimization and upgrading of the industrial structure,"It is an urgent and important strategic task related to the overall situation of the national economy. "This strategy is in line with the current situation of our country, and it also points out the direction of realizing the transformation of the mode of economic development and the realization of healthy, sustained and rapid development of economy in Shandong Province.This paper takes the accelerated transformation of Shandong's economic development mode as the research object, takes the scientific development view as the guiding ideology, combines with the summary of the new connotation of accelerating the economic development mode under the present situation, and the urgency and severity of the transformation of the economic development mode at the present stage.This paper analyzes on the transformation of economic development mode in Shandong Province, and puts forward some ideas and countermeasures to solve the problems in the course of development.This paper is divided into three parts:The first part is the theory, necessity and significance of changing Shandong's economic development mode.This paper expounds the related concepts of the mode of economic development, its evolution process and the necessity of its transformation, and then expounds the significance of the transformation of the mode of economic development to the economic and social development of Shandong Province from five aspects.It lays a theoretical and practical foundation for the research of this paper.The second part, the present situation analysis of Shandong economic development.First of all, from the industrial structure, the structure of demand, the conservation of resources and environmental protection, scientific and technological innovation and the improvement of the quality of workers,The achievements of Shandong's economic and social development since the reform and opening up have been comprehensively described in the aspects of urban and rural overall planning and regional coordinated development.Then the main problems of Shandong economic development mode are analyzed from the above industrial structure, demand structure and other aspects.These two aspects of the analysis use a large number of the latest economic data, so that the argument and analysis more powerful.The third part, the restriction factor, train of thought and path choice to speed up the transformation of Shandong economic development mode.First.This paper expounds the restrictive factors of Shandong's transformation from the aspects of concept, current development stage, system and the long-standing problems in the process of economic development in Shandong.Then, by using the theory of economic development and the successful experience of other regions' economic transformation, the author puts forward the idea and path choice that is in accord with the reality of Shandong's development.
