【摘要】：18世紀中期以后，產(chǎn)業(yè)就不斷的伴隨著生產(chǎn)力的轉移而轉移，產(chǎn)業(yè)的轉移不僅帶動了地區(qū)經(jīng)濟的不斷進步和產(chǎn)業(yè)的跨越式發(fā)展，而且還促進了發(fā)達地區(qū)經(jīng)濟的升級和產(chǎn)業(yè)的不斷優(yōu)化調整。當前，經(jīng)濟全球化和區(qū)域一體化的步伐進一步的加快，為全球經(jīng)濟發(fā)展帶來了新的機遇。目前，廣西來正處在其產(chǎn)業(yè)轉移承接的一個非常關鍵時期。廣西如何利用自身的優(yōu)勢，合理有效的承接產(chǎn)業(yè)轉移來進一步的推動產(chǎn)業(yè)和工業(yè)的跨越式發(fā)展，將是廣西面臨的一個重大問題。本文通過對廣西分析影響產(chǎn)業(yè)轉移的因素，讓廣西充分的認識到客觀存在的有利因素和不利因素，進而不斷去進行完善，創(chuàng)造出更大的產(chǎn)業(yè)吸引力。 本文首先分析了廣西承接產(chǎn)業(yè)轉移的現(xiàn)狀和影響產(chǎn)業(yè)轉移的各種因素，然后實證分析了可量化的因素，最后出相關結論且根據(jù)結論提出政策建議。論文主要內容有： 1、廣西承接產(chǎn)業(yè)轉移的現(xiàn)狀分析。首先描述了國際和國內產(chǎn)業(yè)轉移的現(xiàn)狀，然后具體的分析了廣西的產(chǎn)業(yè)結構規(guī)模和轉移的類型以及區(qū)位選擇等情況，最后總結出產(chǎn)業(yè)轉移中存在的問題。 2、對影響廣西承接產(chǎn)業(yè)轉移因素的分析。將影響產(chǎn)業(yè)轉移的因素分為三個部分：經(jīng)濟因素、制度和政策因素和其他因素。然后根據(jù)廣西的實際情況分析和說明各個影響因素及其影響產(chǎn)業(yè)轉移主要體現(xiàn)的方面，最后總結出廣西在承接產(chǎn)業(yè)轉移的有利因素和不利因素。 3、廣西承接產(chǎn)業(yè)轉移影響因素的實證分析。首先選取可以量化的影響因素并選取相對應解釋指標來建立回歸分析模型，并且結合廣西實際情況，進行逐步回歸，通過然后通過比較國內外產(chǎn)業(yè)轉移的對影響因素的偏好，得出結論并進行預測。 4、廣西承接產(chǎn)業(yè)轉移的政策建議。本文的主要結論是： 1、目前制造業(yè)和房地產(chǎn)業(yè)是廣西承接的產(chǎn)業(yè)轉移主要集中點，第一產(chǎn)業(yè)轉移所占比例相當少；經(jīng)濟發(fā)達圈為區(qū)域轉移的重點，兩翼分布比較少；資金來源上看，北京、上海、浙江以及廣東等東部發(fā)達地區(qū)為資金的主要來源地，港澳臺地區(qū)，其次是亞洲其他地區(qū)和北美地區(qū)為外資的主要來源地。 2、影響廣西產(chǎn)業(yè)轉移的因素主要分為三大類：經(jīng)濟因素、制度和政策因素以及其他因素。其中經(jīng)濟因素包括經(jīng)濟發(fā)展水平與潛力、生產(chǎn)要素稟賦及要素流動性、市場的供求因素和成本因素；制度和政策因素包括政府政策行為因素、市場經(jīng)濟體制、法律法規(guī)因素和文化因素；其他因素包括生態(tài)環(huán)境因素和區(qū)位因素。 3、從實證角度分析影響因素的重要性程度得出，經(jīng)濟因素依然是影響廣西承接產(chǎn)業(yè)轉移的主要因素。并分析外資利用和內資利用的偏好對廣西產(chǎn)業(yè)承接轉移的影響因素，得出結論是：在經(jīng)濟因素中，吸引國際國內產(chǎn)業(yè)轉移共同因素是廣西勞動力價格水平較低，而對市場因素而言，，國際市場通常有外資占領，國內場通常有內資占領，這也與我們國家由出口轉內銷的戰(zhàn)略思想轉變相符合；在制度及政策因素和其他因素中，廣西吸引外來資金的一個最主要方面來自于資金配套能力的提高，其次就是區(qū)位交通因素，對于發(fā)達的現(xiàn)代交通體系內資利用額的偏好比外資利用額的偏好更大。另外，所引入的虛擬變量-文化因素對廣西所承接的產(chǎn)業(yè)轉移也有明顯的影響。 4、從建議措施角度，針對廣西承接產(chǎn)業(yè)轉移的優(yōu)勢和不足，提出相應的政策建議。根據(jù)前文的分析邏輯，首先提出要營造承接產(chǎn)業(yè)轉移良好的硬環(huán)境和軟環(huán)境。其次提出加強沿海地區(qū)開放建設，努力提高對外開放程度。然后進一步要求合理有效的承接產(chǎn)業(yè)轉移。最后在進一步的提出具體化的改進建議，即把園區(qū)打造成承接產(chǎn)業(yè)轉移的主要平臺和載體，積極培育產(chǎn)業(yè)集群。
[Abstract]:After the middle of the eighteenth Century, the industry has been accompanied by the productivity is transferred, the transfer of the industry not only led to the great leap forward development of regional economy and the progress of the industry, but also promote the developed areas of the economy and industry upgrading to optimize the adjustment. At present, the economic globalization and regional integration to further accelerate the pace. Bring new opportunities for the development of global economy. At present, Guangxi is one of the industry toundertake the transfer of the critical period in Guangxi. How to use their own advantages to the leapfrog development of undertaking industrial transfer effectively to further promote the industry and industry, will be a major problem in Guangxi. In this paper, through the analysis of the influence of industry transfer in Guangxi, Guangxi to fully realize the objective existence of favorable factors and unfavorable factors, then continue to improve, to create more A big industrial attraction.
This paper first analyzes the status quo of Guangxi's industrial transfer and the factors that affect the industrial transfer, and then empirically analyzes the quantifiable factors. Finally, it comes to relevant conclusions and puts forward policy recommendations based on the conclusion.
1, the status quo of Guangxi's undertaking industrial transfer. First, it describes the current situation of international and domestic industrial transfer. Then, it specifically analyzes the scale of industrial structure, the type of transfer and location selection in Guangxi. Finally, it summarizes the problems in industrial transfer.
2, analysis of the impact of Guangxi to undertake industrial transfer factors. The factors affecting the transfer of industry is divided into three parts: economic factors, institutional and policy factors and other factors. Then according to the actual situation of Guangxi and analysis illustrate various affecting factors and the main industrial transfer, and finally summed up in Guangxi to undertake beneficial industrial transfer factors and unfavorable factors.
3, the empirical analysis of the factors affecting Guangxi to undertake industrial transfer. First select the influencing factors can be quantified and the selection of the corresponding explanation index to establish the model of regression analysis, and combined with the actual situation of Guangxi, through stepwise regression, and then through the comparison of domestic and international industrial transfer on the influence factors of preference, conclusion and forecast.
4, Guangxi's policy proposals to undertake industrial transfer. The main conclusion of this article is:
1, the manufacturing industry and the real estate industry is mainly concentrated in Guangxi to undertake industrial transfer, much less the proportion of the first industrial transfer; developed economy circle in key areas for the transfer of the two distribution is less; the source of funds, Beijing, Shanghai, Zhejiang, Guangdong and other eastern developed areas as the main source of funds the Hong Kong and Macao regions, followed by the main source of the rest of Asia and North America for foreign investment.
2, the influence factors of Guangxi industrial transfer is mainly divided into three categories: economic factors, institutional and policy factors and other factors. The factors include the economic development level and economic potential, factor endowments and factor mobility, supply and demand and cost factors of the market; institutional and policy factors including government policy factors, market economy the system of laws and regulations, and cultural factors; other factors including environmental factors and regional factors.
3, from the perspective of empirical analysis of the influence degree of importance factors that influence economic factors are still the main factors of Guangxi to undertake industrial transfer. And analyze the influence factors of the transfer of the utilization of foreign capital and domestic use preference for Guangxi industrial undertaking, the conclusion is: in the economic factors, to attract international and domestic industrial transfer factors is the price of labor in Guangxi low level of market factors, the international market usually has the foreign occupation of the domestic field usually have domestic occupation, strategic thought transformation which is also our country by export to domestic sales are consistent; in the system and policy factors and other factors, one of the most important aspects of Guangxi to attract foreign funds from matching funds the second is the ability to improve traffic location factors for domestic modern transportation system developed by the amount of preference is greater than the amount of foreign capital utilization in preference. The introduction of the virtual variables - cultural factors also has a significant impact on the industrial transfer of Guangxi.
4, from the proposed measures for Guangxi to undertake industrial transfer point of view, the advantages and disadvantages, put forward the corresponding policy suggestions. According to the analysis of the logic above, first proposed to create a goodenvironment to undertake industrial transfer of hard and soft environment. Secondly, strengthen the construction of open coastal areas, and strive to improve the level of opening to the outside. Then further requirements of reasonable and effective undertake industrial transfer. Finally further puts forward some improvement suggestions of that park to become the main platform and the carrier to undertake the transfer of industries, and actively cultivate the industrial clusters.
