【摘要】：湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟還處于成立初期,聯(lián)盟成員企業(yè)急需建立健全自身的運(yùn)行績(jī)效指標(biāo)體系,以便后期考核,同時(shí)指導(dǎo)聯(lián)盟整體向著績(jī)效提升的方向工作,這對(duì)于產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟長(zhǎng)期、有效、穩(wěn)定的發(fā)展具有重要意義。本文全面、系統(tǒng)的梳理了國(guó)內(nèi)外關(guān)于科技創(chuàng)新體系的理論研究,探究了湖北省已啟動(dòng)的產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的建設(shè)現(xiàn)狀,同時(shí)探索歸納了湖北產(chǎn)業(yè)發(fā)展實(shí)際需求的產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟構(gòu)建模式與建設(shè)機(jī)制、運(yùn)行機(jī)制和退出機(jī)制,并通過(guò)統(tǒng)計(jì)分析找到了產(chǎn)業(yè)自主技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟運(yùn)行績(jī)效的影響因素,構(gòu)建了湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟運(yùn)行績(jī)效評(píng)價(jià)體系,提出了湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟建設(shè)的政策和保障措施。 本文共六章,具體研究?jī)?nèi)容如下：第一章,介紹論文的研究背景、目的、意義,并對(duì)論文所涉及的國(guó)內(nèi)外相關(guān)研究進(jìn)行了總結(jié)評(píng)述；第二章,對(duì)湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟試點(diǎn)的運(yùn)行情況進(jìn)行了概述,總結(jié)出湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的運(yùn)行機(jī)制以及主要的運(yùn)行模式；第三章,從行為態(tài)度、過(guò)程和結(jié)果三個(gè)維度來(lái)探索湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟運(yùn)行績(jī)效的重要因素,針對(duì)各因素間的相互關(guān)系建立了模型與假設(shè),通過(guò)調(diào)研收集的相關(guān)數(shù)據(jù)識(shí)別了影響湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟運(yùn)行績(jī)效的關(guān)鍵因素；第四章,通過(guò)多層次的模糊綜合評(píng)價(jià)法設(shè)立維度和指標(biāo),構(gòu)建了湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的運(yùn)行績(jī)效評(píng)價(jià)體系,并在評(píng)估結(jié)果的基礎(chǔ)上提出聯(lián)盟存在的問(wèn)題及其產(chǎn)生的原因；第五章,針對(duì)相關(guān)分析和研究發(fā)現(xiàn),指出并提出了湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟運(yùn)行績(jī)效的提升對(duì)策；第六章,對(duì)全文進(jìn)行系統(tǒng)總結(jié),歸納了本文的主要?jiǎng)?chuàng)新點(diǎn),并指出了本研究未來(lái)可進(jìn)一步深入的研究方向。 本研究以湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟為案例,探索并歸納了湖北省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟健康快速發(fā)展的運(yùn)營(yíng)模式和運(yùn)行機(jī)制,為理論上建立產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟運(yùn)行的合理模式打下了基礎(chǔ)；對(duì)湖北省已啟動(dòng)的產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟試點(diǎn)進(jìn)行了全面評(píng)價(jià),明確找出了聯(lián)盟運(yùn)行績(jī)效提升的基礎(chǔ)條件和各項(xiàng)保證措施,對(duì)湖北省創(chuàng)建新的產(chǎn)業(yè)技術(shù)戰(zhàn)略聯(lián)盟具有重要的指導(dǎo)意義。由于客觀上收集的資料有限以及本人能力水平局限,研究局限性也明顯存在。由于湖北省23家產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟現(xiàn)階段運(yùn)行狀況總體上不成熟,因此部分指標(biāo)的可靠性需要在以后的研究中得以進(jìn)一步的證明。
[Abstract]:The strategic alliance of industrial technological innovation in Hubei Province is still in the early stage of establishment, and the member enterprises of the alliance urgently need to establish and improve their own performance index system, so as to evaluate later, and guide the whole alliance to work towards the direction of performance improvement.This is of great significance for the long-term, effective and stable development of the strategic alliance for industrial technological innovation.This paper comprehensively and systematically combs the theoretical research on the scientific and technological innovation system at home and abroad, and probes into the present situation of the construction of the industrial technological innovation strategic alliance that has been started in Hubei Province.At the same time, it explores and sums up the industrial technological innovation strategic alliance construction model and construction mechanism, operation mechanism and exit mechanism of Hubei industrial development actual demand.Through statistical analysis, the paper finds out the factors influencing the performance of the strategic alliance of industrial independent technological innovation, and constructs the performance evaluation system of the strategic alliance of industrial technological innovation in Hubei Province.This paper puts forward the policy and safeguard measures for the construction of strategic alliance of industrial technological innovation in Hubei province.There are six chapters in this paper. The main contents are as follows: the first chapter introduces the research background, purpose and significance of the thesis, and summarizes the related research at home and abroad.This paper summarizes the operation of the strategic alliance of industrial technological innovation in Hubei Province, summarizes the operation mechanism and main operating mode of the strategic alliance of industrial technological innovation in Hubei Province.This paper explores the important factors of the performance of the strategic alliance of industrial technological innovation in Hubei Province from the three dimensions of process and result, and establishes the model and hypothesis in view of the relationship between the various factors.The key factors that affect the performance of the strategic alliance of industrial technological innovation in Hubei Province are identified through the relevant data collected by the investigation. Chapter four, through the multi-level fuzzy comprehensive evaluation method to establish the dimensions and indicators,The paper constructs the performance evaluation system of the strategic alliance of industrial technological innovation in Hubei Province, and puts forward the problems and causes of the alliance on the basis of the evaluation results. Chapter five, according to the relevant analysis and research findings,This paper points out and puts forward the countermeasures to improve the performance of the strategic alliance of industrial technological innovation in Hubei province. Chapter six systematically summarizes the full text, summarizes the main innovation points of this paper, and points out the direction of further research in the future.Taking the strategic alliance of industrial technological innovation in Hubei Province as a case study, the paper explores and summarizes the operation mode and operating mechanism of the strategic alliance of industrial technological innovation in Hubei Province, which develops healthily and rapidly.It lays a foundation for the establishment of a reasonable mode for the operation of the strategic alliance of industrial technological innovation in theory, and makes a comprehensive evaluation of the pilot project of the strategic alliance of industrial technological innovation in Hubei Province.It clearly finds out the basic conditions and various guarantee measures for improving the performance of the alliance, which has an important guiding significance for the establishment of a new industrial and technological strategic alliance in Hubei Province.Due to the limited data collected objectively and the limitations of my ability, the limitations of research also exist.Because 23 strategic alliances of industrial technological innovation in Hubei Province are not mature at the present stage, the reliability of some indexes needs to be further proved in the future research.
