【摘要】：當(dāng)今社會,隨著全球經(jīng)濟(jì)一體化、經(jīng)濟(jì)形式多元化的發(fā)展,我國傳統(tǒng)的經(jīng)濟(jì)增長方式也在逐步的發(fā)生轉(zhuǎn)變,產(chǎn)業(yè)結(jié)構(gòu)也向著高技術(shù)化、高收益化和高層次產(chǎn)業(yè)結(jié)構(gòu)形式升級發(fā)展。產(chǎn)業(yè)結(jié)構(gòu)的升級主要依靠國民經(jīng)濟(jì)增長來帶動,而投資則是拉動經(jīng)濟(jì)增長的強(qiáng)有力的方式之一。近幾年,隨著國家鼓勵民間投資發(fā)展的政策出臺,我民間投資總額增長日益加劇且十分迅速,其占社會總投資的份額已接近國有經(jīng)濟(jì)投資,并且,在社會總投資中的地位已經(jīng)越來越重要了。因此,民間投資對我國產(chǎn)業(yè)結(jié)構(gòu)升級影響的研究,對我國產(chǎn)業(yè)結(jié)構(gòu)的加速升級與優(yōu)化具有極其重要的意義,必將成為國內(nèi)學(xué)術(shù)界深入研究的一大課題。 文章通過對相關(guān)文獻(xiàn)的查閱與研究,全面的了解了國內(nèi)外民間投資與產(chǎn)業(yè)結(jié)構(gòu)的相關(guān)研究現(xiàn)狀,并對民間投資與產(chǎn)業(yè)結(jié)構(gòu)升級的相關(guān)文獻(xiàn)作了較為完整的綜述。接下來文章全面的闡述了民間投資和產(chǎn)業(yè)結(jié)構(gòu)升級的定義以及研究的理論基礎(chǔ)。在進(jìn)一步介紹了黑龍江省民間投資和產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展歷程和狀況后,又對民間投資影響產(chǎn)業(yè)結(jié)構(gòu)升級的機(jī)理進(jìn)行闡述,包括資本關(guān)聯(lián)機(jī)理、技術(shù)關(guān)聯(lián)機(jī)理、產(chǎn)業(yè)關(guān)聯(lián)機(jī)理、就業(yè)示范機(jī)理和政府指導(dǎo)機(jī)理。在此基礎(chǔ)上,文章把民間投資和產(chǎn)業(yè)結(jié)構(gòu)升級作為變量進(jìn)行實證分析,構(gòu)造了時間序列的計量模型,并通過stata11.0軟件對計量模型進(jìn)行各項檢驗與回歸分析,定量的分析了民間投資與產(chǎn)業(yè)結(jié)構(gòu)升級兩者的相關(guān)性。實證結(jié)果表明,黑龍江省民間投資能夠影響產(chǎn)業(yè)結(jié)構(gòu)升級,并且這種影響是正向的,隨著民間投資總額的擴(kuò)張,產(chǎn)業(yè)結(jié)構(gòu)不斷的隨之優(yōu)化升級,而且兩者的這種正相相關(guān)關(guān)系在一段時間里會保持相對穩(wěn)定的平衡。 基于理論分析與實證分析的結(jié)果,同時考慮黑龍江省民間投資與產(chǎn)業(yè)結(jié)構(gòu)升級存在的問題以及未來經(jīng)濟(jì)與產(chǎn)業(yè)發(fā)展的定位,文章在最后就如何進(jìn)一步發(fā)揮民間投資促進(jìn)黑龍江省產(chǎn)業(yè)結(jié)構(gòu)升級的作用,提出了以下幾點對策建議：第一,要調(diào)整省內(nèi)經(jīng)濟(jì)所有制結(jié)構(gòu)比例,發(fā)揮省內(nèi)第一產(chǎn)業(yè)與第二產(chǎn)業(yè)優(yōu)勢,大力推動第三產(chǎn)業(yè)的發(fā)展；第二,完善省內(nèi)民間投資的政策保障,加強(qiáng)民間投資的自主創(chuàng)新和技術(shù)改造能力,提高民間投資的質(zhì)量與環(huán)境以及保持民間投資在省內(nèi)各行業(yè)各地區(qū)的均衡發(fā)展；第三,各項政策措施配合促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級,包括提高勞動力的綜合素質(zhì)、積極引進(jìn)外商投資和充分發(fā)揮政府宏觀調(diào)控的經(jīng)濟(jì)職能。
[Abstract]:In today's society, with the development of global economic integration and diversification of economic forms, the traditional economic growth mode of our country is also gradually changing, and the industrial structure is also becoming high-tech.High-income and high-level industrial structure upgrade and development.The upgrading of industrial structure mainly depends on the growth of national economy, and investment is one of the powerful ways to stimulate economic growth.In recent years, with the introduction of the national policy to encourage the development of private investment, the total amount of private investment in our country has been increasing day by day and very rapidly, and its share of total social investment is close to that of state-owned economic investment, and,The status of total investment in society has become more and more important.Therefore, the study of the impact of private investment on the upgrading of industrial structure in China is of great significance to the acceleration and optimization of industrial structure in China, and will certainly become a major topic of in-depth study in domestic academic circles.Through the reference and research of the related literature, the article has fully understood the domestic and foreign folk investment and the industrial structure correlation research present situation, and has made the relatively complete summary to the folk investment and the industrial structure upgrading related literature.Next, the paper expounds the definition of private investment and industrial structure upgrading and the theoretical basis of the research.After further introducing the development course and status of private investment and industrial structure in Heilongjiang Province, the paper expounds the mechanism of folk investment influencing the upgrading of industrial structure, including the mechanism of capital association, the mechanism of technology association, the mechanism of industrial association.Employment model mechanism and government guidance mechanism.On the basis of this, the paper takes private investment and industrial structure upgrading as variables to carry on empirical analysis, constructs the time series measurement model, and carries on the various tests and the regression analysis to the measurement model through the stata11.0 software.Quantitative analysis of the relationship between private investment and industrial structure upgrading.The empirical results show that private investment in Heilongjiang Province can affect the upgrading of industrial structure, and this impact is positive. With the expansion of the total amount of private investment, the industrial structure is constantly optimized and upgraded.Moreover, the positive correlation between the two will maintain a relatively stable balance for a period of time.Based on the results of theoretical analysis and empirical analysis, the problems of private investment and upgrading of industrial structure in Heilongjiang Province and the orientation of future economic and industrial development are considered.Finally, on how to further exert the role of private investment in promoting the upgrading of Heilongjiang Province's industrial structure, the article puts forward the following countermeasures and suggestions: first, we should adjust the proportion of economic ownership structure in the province.To give full play to the advantages of the primary and secondary industries in the province and vigorously promote the development of the tertiary industry; second, to improve the policy guarantee for private investment in the province, and to strengthen the ability of independent innovation and technological transformation of private investment.To improve the quality and environment of private investment and to maintain the balanced development of private investment in various industries and regions of the province; third, to coordinate various policies and measures to promote the optimization and upgrading of the industrial structure, including improving the comprehensive quality of the labor force.Actively introduce foreign investment and give full play to the government's macroeconomic control of the economic function.
