資源環(huán)境約束下的金昌市經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量關(guān)系的實(shí)證研究

【摘要】:在全球變暖,人們開始反思經(jīng)濟(jì)增長(zhǎng)的資源成本與代價(jià)的背景下,經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量之間的關(guān)系已成為近年來(lái)學(xué)術(shù)界探討的熱點(diǎn)話題。發(fā)達(dá)國(guó)家的發(fā)展史多以環(huán)境惡化為代價(jià),其影響往往是不可逆的,摒棄“先污染、后治理”的發(fā)展模式,走可持續(xù)發(fā)展道路已經(jīng)成為必然選擇。因此,探討經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量如何良性協(xié)調(diào)發(fā)展無(wú)疑具有理論和現(xiàn)實(shí)的雙重意義。 金昌市作為一座典型的資源型城市,經(jīng)濟(jì)的不斷增長(zhǎng)使得環(huán)境壓力日益加重。因此,如何認(rèn)識(shí)金昌市經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量之間的內(nèi)在關(guān)系,將經(jīng)濟(jì)增長(zhǎng)建立在環(huán)境質(zhì)量持續(xù)改善的基礎(chǔ)之上,科學(xué)制定經(jīng)濟(jì)社會(huì)發(fā)展規(guī)劃,盡早步入經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量協(xié)調(diào)發(fā)展的可持續(xù)發(fā)展道路,成為當(dāng)前金昌市亟待解決的重大課題。 本文以金昌市1992-2011年的實(shí)際數(shù)據(jù)為樣本,運(yùn)用傳統(tǒng)的環(huán)境庫(kù)茲涅茨曲線模型,對(duì)金昌市經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量的關(guān)系進(jìn)行實(shí)證研究。在實(shí)證研究階段,首先對(duì)金昌市經(jīng)濟(jì)發(fā)展趨勢(shì)和環(huán)境質(zhì)量狀況進(jìn)行評(píng)述;其次,選取工業(yè)廢水排放量、工業(yè)廢水中COD、工業(yè)廢氣排放量、工業(yè)SO2排放量、工業(yè)粉塵排放量、工業(yè)煙塵排放量和工業(yè)固體廢物產(chǎn)生量作為環(huán)境指標(biāo),對(duì)相關(guān)經(jīng)濟(jì)指標(biāo)和環(huán)境指標(biāo)進(jìn)行曲線擬合并闡述其曲線特點(diǎn),分析金昌市經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量變化的相關(guān)性;并在此基礎(chǔ)上,提出相關(guān)建議措施。 通過(guò)對(duì)金昌市經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量關(guān)系的實(shí)證研究得出以下結(jié)論: (1)近年來(lái)工業(yè)廢水排放量呈現(xiàn)出良好的下降趨勢(shì),目前工業(yè)廢水排放量剛經(jīng)過(guò)正“U”型曲線的最低拐點(diǎn),預(yù)測(cè)可能會(huì)有所上升;工業(yè)廢水中COD排放量先呈現(xiàn)下降趨勢(shì),后急劇上升,目前工業(yè)廢水COD排放量剛經(jīng)過(guò)倒“N”型曲線的最高拐點(diǎn),預(yù)測(cè)COD排放量可能出現(xiàn)下降趨勢(shì)。 (2)工業(yè)廢氣排放量呈持續(xù)上升趨勢(shì),且并未到達(dá)倒“U”型曲線的良性拐點(diǎn),預(yù)測(cè)將持續(xù)上升;工業(yè)廢氣中SO2排放量呈良好的下降趨勢(shì),目前實(shí)際排放量剛經(jīng)過(guò)正“U”型曲線的最低拐點(diǎn),預(yù)測(cè)將會(huì)有上升;工業(yè)廢氣中煙塵排放量短暫上升后持續(xù)下降,到達(dá)“N”型曲線最低拐點(diǎn);工業(yè)廢氣中粉塵排放量與經(jīng)濟(jì)增長(zhǎng)擬合參數(shù)較差,近年實(shí)際排放量基本無(wú)變動(dòng)。 (3)工業(yè)固體產(chǎn)生量隨經(jīng)濟(jì)發(fā)展持續(xù)增高,金昌市工業(yè)固體廢物以綜合利用和儲(chǔ)存為主。
[Abstract]:In the background of global warming , people begin to reflect on the resource cost and cost of economic growth . The relationship between economic growth and environmental quality has become a hot topic in the academic circles in recent years . The development history of developed countries is often irreversible , and the development pattern of " first pollution and post - governance " has become the inevitable choice . Therefore , it is no doubt that the development of economic growth and environmental quality has the dual meaning of theory and reality .
As a typical resource - based city , Jinchang city has become an increasingly serious environment pressure . Therefore , how to understand the intrinsic relationship between economic growth and environmental quality in Jinchang city , to set up economic growth on the basis of continuous improvement of environmental quality , scientifically formulate the economic and social development plan , enter into the sustainable development path of economic growth and harmonious development of environmental quality as soon as possible , and become a major problem to be solved urgently in Jinchang City .
Based on the actual data of Jinchang City from 1992 to 2011 , this paper makes an empirical study on the relationship between economic growth and environmental quality in Jinchang city .
Secondly , the emission of industrial waste water , the discharge amount of COD , industrial waste gas , industrial SO2 emission , industrial dust emission , industrial dust emission and industrial solid waste generation amount in industrial wastewater are selected as environmental indexes , and the correlation between economic growth and environmental quality in Jinchang city is analyzed .
Based on this , the related suggestions are put forward .
Through an empirical study of the relationship between economic growth and environmental quality in Jinchang City , the following conclusions are drawn :
( 1 ) In recent years , the discharge of industrial wastewater shows a good decline trend , and the emission of industrial wastewater has just passed the lowest inflection point of the " U " curve , and the prediction may be increased ; the COD discharge in the industrial waste water firstly presents a downward trend and then rises sharply , and the COD discharge amount of the industrial wastewater has just passed the highest inflection point of the inverted " N " type curve , and the downward trend of COD discharge may be predicted .
( 2 ) The emission of industrial waste gas increases continuously , and does not reach the benign inflection point of the inverted " U " curve , and the prediction will continue to rise ;
The emission of SO2 in industrial waste gas shows a good decline trend . At present , the actual emission quantity has just passed the lowest inflection point of the positive " U " curve , and the prediction will increase ;
The soot emissions in the industrial waste gas continuously decrease after a brief rise , reaching the lowest inflection point of the " N " type curve ;
In the industrial waste gas , the fitting parameters of dust emission and economic growth are poor , and the actual discharge amount in recent years is basically unchanged .
( 3 ) The amount of industrial solid waste increases with the economic development , and the industrial solid waste of Jinchang City is mainly used and stored .
