【摘要】：產(chǎn)業(yè)集群是區(qū)域競(jìng)爭(zhēng)力的核心戰(zhàn)略,是區(qū)域發(fā)展的真正推動(dòng)力。長(zhǎng)株潭綜合配套改革實(shí)驗(yàn)區(qū)要想得到成功推進(jìn),就必須在產(chǎn)業(yè)集群化上取得突破性進(jìn)展,必須走以兩型產(chǎn)業(yè)、創(chuàng)新型產(chǎn)業(yè)為支撐的新型工業(yè)化之路,走環(huán)境宜居、城鄉(xiāng)統(tǒng)籌的新型城市化之路,讓長(zhǎng)株潭城市群建設(shè)成為湖南發(fā)展的核心增長(zhǎng)極、中部崛起的戰(zhàn)略支點(diǎn)、全國(guó)兩型社會(huì)建設(shè)的典型示范區(qū)。因此長(zhǎng)株潭產(chǎn)業(yè)集群的發(fā)展與升級(jí)將成為關(guān)系到湖南兩型社會(huì)模式及建設(shè)綜合配套改革實(shí)驗(yàn)區(qū)是否成功的關(guān)鍵因素。 本論文正是試圖通過(guò)理順兩型社會(huì)、區(qū)域創(chuàng)新、產(chǎn)業(yè)集群之間的內(nèi)在機(jī)理聯(lián)系,為長(zhǎng)株潭綜改試驗(yàn)區(qū)產(chǎn)業(yè)集群的發(fā)展提供理論上的依據(jù)；集中從區(qū)域創(chuàng)新的獨(dú)特視角來(lái)分析長(zhǎng)株潭產(chǎn)業(yè)集群發(fā)展與演進(jìn)的動(dòng)力機(jī)制、影響因素,力圖找到產(chǎn)業(yè)集群整合與升級(jí)的突破口,打破長(zhǎng)株潭產(chǎn)業(yè)低水平、低效益同構(gòu)、過(guò)度競(jìng)爭(zhēng)、工業(yè)園“集而不群”、許多產(chǎn)業(yè)集群總是在中低端徘徊的低效率均衡,促使其向高級(jí)化演進(jìn)；運(yùn)用區(qū)域創(chuàng)新理論來(lái)指導(dǎo)長(zhǎng)株潭三市的產(chǎn)業(yè)進(jìn)行動(dòng)態(tài)優(yōu)化與結(jié)構(gòu)調(diào)整,使產(chǎn)業(yè)集群能夠在長(zhǎng)株潭進(jìn)行最優(yōu)的產(chǎn)業(yè)布局,明確區(qū)域產(chǎn)業(yè)定位及主導(dǎo)產(chǎn)業(yè)；通過(guò)集群創(chuàng)新來(lái)提高產(chǎn)業(yè)聚集度,爭(zhēng)取培養(yǎng)在全國(guó)乃至全世界都有影響力的優(yōu)勢(shì)產(chǎn)業(yè)區(qū),達(dá)到整合與升級(jí)長(zhǎng)株潭產(chǎn)業(yè)集群的目標(biāo),從而更快地推進(jìn)長(zhǎng)株潭兩型社會(huì)的建設(shè),因此具有比較強(qiáng)的時(shí)代與現(xiàn)實(shí)意義。 論文共分四部分：首先是緒論部分,提出了研究長(zhǎng)株潭產(chǎn)業(yè)集群發(fā)展的目的和意義,并把產(chǎn)業(yè)集群理論、區(qū)域創(chuàng)新理論的研究現(xiàn)狀進(jìn)行了比較詳細(xì)的介紹與評(píng)述,旨在從理論上指導(dǎo)長(zhǎng)株潭產(chǎn)業(yè)集群的發(fā)展研究。第一章闡述了兩型社會(huì)、產(chǎn)業(yè)集群及區(qū)域創(chuàng)新三者之間的內(nèi)在機(jī)理關(guān)系及未來(lái)的定位。第二章總結(jié)了過(guò)去一段時(shí)間長(zhǎng)株潭產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀,然后對(duì)長(zhǎng)株潭產(chǎn)業(yè)集群存在的問(wèn)題進(jìn)行了深入剖析。第三章再根據(jù)理論分析和存在的現(xiàn)實(shí)問(wèn)題,提出了長(zhǎng)株潭產(chǎn)業(yè)集群發(fā)展的思路及對(duì)策。
[Abstract]:Industrial cluster is the core strategy of regional competitiveness and the real driving force of regional development.If Changsha-Zhuzhou-Xiangtan comprehensive reform experimental area wants to be successfully promoted, it must make a breakthrough in industrial cluster, must take the new industrialization road supported by two types of industries and innovative industries, and take the environment suitable for living.The new urban-rural urbanization makes the construction of Chang-Zhuzhou-Xiangtan urban agglomeration become the core growth pole of Hunan's development, the strategic fulcrum of the rise of the central part, and the typical demonstration area of the national two-type society construction.Therefore, the development and upgrading of Changsha-Zhuzhou-Xiangtan industrial cluster will become the key factor to the success of Hunan's two-type social model and the construction of comprehensive reform experimental area.This thesis tries to provide theoretical basis for the development of industrial cluster in Changsha-Zhuzhou-Xiangtan Comprehensive Reform pilot area by straightening out the internal mechanism of two-type society, regional innovation and industrial cluster.Focusing on the unique perspective of regional innovation to analyze the development and evolution of Changsha-Zhuzhou-Xiangtan industrial cluster, influence factors, trying to find a breakthrough in the integration and upgrading of industrial clusters, to break the low level of industry in Chang-Zhuzhou-Xiangtan, low benefit isomorphism.With excessive competition, industrial parks "gather and do not cluster", many industrial clusters always linger in the middle and low end of the low end of the inefficient equilibrium, promote its evolution to higher levels, use regional innovation theory to guide the three cities of Changsha-Zhuzhou-Xiangtan to carry out dynamic optimization and structural adjustment.The industrial cluster can make the optimal industrial layout in Chang-Zhuzhou-Xiangtan, define the regional industrial orientation and leading industry, improve the industrial agglomeration degree through cluster innovation, and strive to cultivate the dominant industrial district with influence in the whole country and the whole world.To achieve the goal of integrating and upgrading Changsha-Zhuzhou-Xiangtan industrial cluster, so as to promote the construction of Changsha-Zhuzhou-Xiangtan two-type society more quickly, so it has relatively strong time and practical significance.The purpose of this paper is to guide the research on the development of Changsha, Zhuzhou and Xiangtan industrial clusters.The first chapter expounds the relationship between the two-type society, industrial cluster and regional innovation.The second chapter summarizes the development of Changsha-Zhuzhou-Xiangtan industrial cluster in the past period of time, and then deeply analyzes the existing problems of Chang-Zhuzhou-Xiangtan industrial cluster.In the third chapter, according to the theoretical analysis and practical problems, the author puts forward the ideas and countermeasures for the development of Changsha-Zhuzhou-Xiangtan industrial cluster.
