【摘要】：產(chǎn)業(yè)集聚區(qū)從其出現(xiàn)開始，便憑借著信息成本低、創(chuàng)新能力強(qiáng)、附加值高、資源利用程度高等優(yōu)點(diǎn)使國內(nèi)外經(jīng)濟(jì)快速發(fā)展。產(chǎn)業(yè)集聚區(qū)也受到人們?cè)絹碓蕉嗟闹匾�。與此同時(shí)，產(chǎn)業(yè)集聚區(qū)的發(fā)展?fàn)顩r也成為目前政府和企業(yè)關(guān)注的重點(diǎn)問題。 本文是以河南省的80個(gè)產(chǎn)業(yè)集聚區(qū)為研究對(duì)象。首先介紹了產(chǎn)業(yè)集聚區(qū)的概念、理論基礎(chǔ)以及產(chǎn)業(yè)集聚區(qū)形成的影響因素；然后，對(duì)鉆石模型進(jìn)行修改，鉆石模型主要是針對(duì)國家競(jìng)爭(zhēng)力的評(píng)價(jià)，而修改過的鉆石模型則更注重區(qū)域競(jìng)爭(zhēng)力的評(píng)價(jià)，更加結(jié)合河南省目前的發(fā)展?fàn)顩r，主要將鉆石模型中的六大要素修正為企業(yè)、生產(chǎn)要素、政府和環(huán)境四大影響要素，從而構(gòu)建了適合河南省產(chǎn)業(yè)集聚區(qū)發(fā)展?fàn)顩r的評(píng)價(jià)模型，并根據(jù)修正后的評(píng)價(jià)模型選取了評(píng)價(jià)產(chǎn)業(yè)集聚區(qū)發(fā)展?fàn)顩r的9項(xiàng)指標(biāo)；接著，利用SPSS16.0統(tǒng)計(jì)軟件從實(shí)證分析的角度分析了目前河南省產(chǎn)業(yè)集聚區(qū)的發(fā)展?fàn)顩r；從實(shí)證分析的結(jié)果可以看出，目前產(chǎn)業(yè)集聚區(qū)遍布河南省各級(jí)市縣地區(qū)，并且整體發(fā)展?fàn)顩r良好，但是，仍然存在著產(chǎn)業(yè)集聚區(qū)發(fā)展不合理、項(xiàng)目土地使用浪費(fèi)、公共資源配置不完善等相關(guān)問題。評(píng)價(jià)模型從產(chǎn)業(yè)集聚區(qū)發(fā)展?fàn)顩r影響因素出發(fā)，將環(huán)境因素引入到產(chǎn)業(yè)集聚區(qū)發(fā)展?fàn)顩r的評(píng)價(jià)模型中，并且發(fā)揮了重要的作用。隨著以后生態(tài)環(huán)境的日益惡化，環(huán)境要素將發(fā)揮著越來越重要的作用。除此之外，，科技創(chuàng)新和人力資源在產(chǎn)業(yè)集聚區(qū)的發(fā)展過程中也發(fā)揮著重要的作用。最后，根據(jù)實(shí)證和理論分析的結(jié)果提出了提高河南省產(chǎn)業(yè)集聚區(qū)發(fā)展?fàn)顩r的七項(xiàng)堅(jiān)持原則，這七項(xiàng)堅(jiān)持措施是針對(duì)目前河南省產(chǎn)業(yè)集聚區(qū)發(fā)展的狀況提出的，具有很強(qiáng)的針對(duì)性和實(shí)踐性，對(duì)產(chǎn)業(yè)集聚區(qū)的建設(shè)具有很強(qiáng)的理論意義和實(shí)踐意義。
[Abstract]:Since its emergence, industrial agglomeration area has made rapid economic development at home and abroad with the advantages of low information cost, strong innovation ability, high added value and high utilization of resources.Industrial agglomeration area also receives more and more attention.At the same time, the development of industrial agglomeration area has become the focus of government and enterprises.This paper takes 80 industrial agglomeration areas in Henan Province as the research object.Firstly, the paper introduces the concept of industrial agglomeration area, the theoretical basis and the factors influencing the formation of industrial agglomeration area, and then modifies the diamond model, which is mainly aimed at the evaluation of national competitiveness.On the other hand, the modified diamond model pays more attention to the evaluation of regional competitiveness, and in light of the current development situation in Henan Province, mainly modifies the six elements in the diamond model as four major factors of influence: enterprise, production factor, government and environment.Therefore, an evaluation model suitable for the development of industrial agglomeration area in Henan Province is constructed, and 9 indexes are selected according to the revised evaluation model to evaluate the development situation of industrial agglomeration area in Henan Province.This paper analyzes the development of industrial agglomeration area in Henan Province from the perspective of empirical analysis by using SPSS16.0 statistical software, and from the results of empirical analysis, it can be seen that the industrial agglomeration area is located in all levels of cities and counties in Henan Province, and the overall development is good.However, there are still some related problems, such as unreasonable development of industrial agglomeration area, waste of project land use, imperfect allocation of public resources and so on.Based on the factors affecting the development of industrial agglomeration area, the evaluation model introduces environmental factors into the evaluation model of industrial agglomeration area development, and plays an important role.With the deterioration of ecological environment, environmental factors will play a more and more important role.In addition, scientific and technological innovation and human resources also play an important role in the development of industrial agglomeration.Finally, according to the results of empirical and theoretical analysis, the paper puts forward seven principles to improve the development of industrial agglomeration areas in Henan Province, which are aimed at the present situation of industrial agglomeration areas in Henan Province.It has strong pertinence and practicality, and has strong theoretical and practical significance for the construction of industrial agglomeration area.
